Consumer Complaint: I'm going to talk about the fraud, but what I'm really after is PayPal 's complicity in the fraud. I encountered a fraudulent website, " howly '' yesterday, XX/XX/2023. They claimed to offer a {$1.00} trial, with a $ 49 monthly fee after that. I looked them up on XXXX, but I misread the rating, so I thought they were ok. In a conversation with their Chat AI, they claimed to offer a lawyer referral service. The minute I was connected to a human, I discovered, no. So I canceled the service on their website, and immediately went to PayPal to check. What I found was that they had already made 4! transactions. {$49.00}, XXXX, XXXX, XXXX. All within a second at XXXX. I immediately terminated the " billing agreement '' on Paypal 's website, and started disputing the charges. I did that at XXXX XXXX I also started disputing the charges, the first one was completed by XXXX XXXX By XXXX XXXX PayPal had decided the first dispute in my favor. A gap of XXXX minutes way outside of business hours implies to me that PayPal has automated the dispute resolution for this vendor, which means they know that XXXX is fraudulent. But they continue to take payments for this source. So even though I am out only {$1.00} at this point, I am holding PayPal responsible. They are enabling and profiting from this fraud.

Consumer Complaint: Initially contacted by XXXX XXXX XXXX XXXX ( address follows ) via letter through the XXXX dated XX/XX/2023. They are trying to collect from a PayPal account that is not mine. I have never had a PayPal account nor is the email account referenced is not mine nor ever has been. I responded to their letter ( see XXXX XXXX XXXX XXXX letter dated XX/XX/2023 ) that I filled out the bottom of the form and mailed it back to them within XXXX days. ( see enclosures ) I received another letter from XXXX XXXX XXXX XXXX dated XXXX XX/XX/2023 with information from PayPal a list of XXXX transactions that were listed as either " Chargeback for '' and " Dispute Fee ''. Each had their own email addresses, again, none that are related to me. I have sent a letter to both PayPal and XXXX XXXX XXXX XXXX requesting them to discontinue further efforts to collect this invalid debt. This is a very distressing situation as I have never had this happen before. I have sent another letter to both XXXX XXXX XXXX XXXX and PayPal denying the account was mine following the FDCPA dated XX/XX/2023 ( enclosed ). Consumer Complaint: I was traveling in XXXX and my preferred method of payment for XXXX is PayPal and on my PayPal account I have my preferred method of payment selected as PayPal credit. What PayPal didnt notify me was that some international vendors do not accept PayPal credit and therefore instead of consulting me on my backup choice of payment, PayPal picked an account by default and withdrew money from an account that is rarely used and I do not typically keep money in. When they withdrew the fees they didnt withdraw for the amount owed on the XXXX but they only withdrew for Insufficient funds. Therefore, I was unable to remedy this situation before I was negative approx {$810.00} in fees including ( 17 ) insufficient fund fees on XX/XX/2023 of {$37.00} each, ( 4 ) insufficient fund fees on XXXX XXXX of {$37.00} and ( 1 ) insufficient fund fee on XX/XX/2023 of {$37.00}. I had transferred money for a few fees on XXXX XXXX because I was traveling with limited internet access and could not investigate why my account seemed so far in the negative for a small amount of XXXX transactions. When I got home from Traveling on XX/XX/XXXX, I was notified of my account being over {$600.00} in the negative from all the insufficient fund fees being take out. I only saw insufficient fund fees and did not see the transactions. Had PayPal posted the transactions I could have easily remedied the situation and paid the bill before the insufficient fund fees were even taken out. Up until XX/XX/XXXX I had no idea that PayPal credit hadnt worked. I called PayPal twice even speaking to a manager and they didnt seemed concerned with how PayPal randomly chose an account without consulting their costumer or with how they withdrew the money only as insufficient funds. They sent me a letter that I was responsible for forwarding to my bank that request the bank to waive the fees but they fees shouldnt have happened in the first place if they withdrew the original transactions.

Consumer Complaint: I had XXXX on my Venmo app but a fraudulent charge at a local XXXX took XXXX from my venmo balance then a 2nd charge at XXXX for XXXX transferred the amount from my personal bank account to my venmo account. Both were on XX/XX/2023 one at XXXXXXXX XXXX and the second one at XXXX pm. This fraud also transferred XXXX from my bank to my Venmo account four times adding up to XXXX cash on XX/XX/2023. Venmo did reimburse my bank account the XXXX and the one XXXX XXXX charge but Venmo is refusing to reimburse the second XXXX charge of XXXX to my Venmo account. I have proof that I had XXXX XXXX and could not have made these transactions at XXXX I was in recovery at the time.
