Consumer Complaint: I paid XXXX XXXX of XXXX XXXX for an XX/XX/XXXX ceremony on XX/XX/XXXX. My fiancee was not on the phone or in my presence at the time. She had additional questions which were sent via email. This email was ignored, so we proceeded to call. My fiancee had two phone calls with XXXX, the last of which left her in tears. The following Monday XX/XX/XXXX, I called XXXX to cancel, and she told me she was keeping XXXX percent of the funds even though her abuse was the primary cause, in addition to the ceremony being two months away. PayPal is refusing to refund the payment because I need a cancellation notice. As XXXX was abusive, I don't believe I will be able to acquire that document, even though the ceremony was supposed to be two months from now regardless. We have already booked a different vendor that clearly states their terms, and who is respectful and above board.

I notified XXXX immediately who claimed that they contacted the shipper and initiated an investigation, and that they would contact me with a resolution. They never did. I contacted them again and they said they would process a refund but they never did. I told PayPal what was going on under their buyer protection policy, but they resolved the dispute in favor of XXXX. Ive filed numerous appeals but they contend that they will not refund me. They have asked I contact my financial Institution knowing that my item was lost. Since establishing the account I have been blocked from adding a bank account or otherwise transfer the {$250.00} out of the account. I have made multiple requests to Venmo customer service for support and have provided images of my Wisconsin Drivers License as well as a copy of my bank statement in response to requests from Venmo. To date I am still unable to access the funds. Venmo has not provided any explanation for why the account was initially frozen, and now suspended, nor have they allowed me to access the money that was transferred into the account.
