Consumer Complaint: PayPal has a service called PayPal Key, which acts as a virtual card that generates a unique number and allows you to charge underlying cards you attach. This provided an easy way to manage multiple credit cards, as I can switch the underlying card easily and only need to remember and use one number rather than multiple. PayPal acts as an intermediary and charges my credit card, then facilitates the payment to the merchant. Sometime on or around XX/XX/2021 my PayPal account was permanently restricted. Prior to this date, I had a transaction on XX/XX/2021 using my underlying credit card through PayPal Key for {$660.00} transaction ID : XXXX Because my PayPal account was limited, I am unable to receive a refund for this flight from the merchant. This was a personal flight booked in my own name that the airline js refunding me for. However, that can not happen.

Consumer Complaint: PayPal has a service called PayPal Key, which acts as a virtual card that generates a unique number and allows you to charge underlying cards you attach. PayPal acts as an intermediary and charges my credit card, then facilitates the payment to the merchant. PayPal has permanently limited my PayPal account. However, the funds they have locked are refunds due to PayPal Key Transactions. Instead of refunding to my underlying credit card, PayPal refunds to my balance, which they are limiting. Essentially, PayPal is charging me for the transaction, and denying my refund from the merchant. The transaction in question relates to : Transaction ID : XXXX {$5300.00} I do not see how PayPal is allowed to hold my funds and block refunds on an account that was solely used for PayPal Key transactions. PayPal also will not allow me to dispute this transaction with the merchant to resolve it, as they have blocked my account from that feature!

Consumer Complaint: PayPal has a service called PayPal XXXX, which acts as a virtual card that generates a unique number and allows you to charge underlying cards you attach. This provided an easy way to manage multiple credit cards, as I can switch the underlying card easily and only need to remember and use one number rather than multiple. PayPal acts as an intermediary and charges my credit card, then facilitates the payment to the merchant. On XX/XX/2021 I received 6 refunds in regard to transactions I made at XXXX, XXXX, and XXXX using my PayPal XXXX at the end of XX/XX/2021. On or around this same day, my PayPal account was permanently limited for undisclosed reasons. I am unable to access these funds, and/or receive refunds from any outstanding transactions. The following transactions were refunded to my PayPal account, but I am unable to withdraw : XXXX {$4900.00} XXXX {$3000.00} XXXX {$4300.00} XXXX {$1900.00} XXXX {$3000.00} XXXX {$3000.00} I also had refunds sent to me by the merchant for these two outstanding transactions, Missing refunds from transactions : XXXX {$3100.00} XXXX XXXX {$5000.00} XXXX These transactions were for personal airline tickets in my name I purchased using my credit card through PayPal XXXX. These flights were subsequently canceled, and refunded to me. It appears these refunds have been going to my PayPal cash balance, not the actual underlying credit card used on my PayPal XXXX. Because of this, I essentially have $ XXXX in credit card bills, but PayPal has held the refunds as theirs! I am respectfully requesting the release of my funds. These funds should have been refunded to my underlying credit card. I can not be charged for a transaction that was canceled and refunded and have my funds held. I request either the release of these funds, OR the return of these funds to my underlying credit card that was charged by PayPal XXXX. I also had refunds sent to me by the merchant for these two outstanding transactions, Missing refunds from transactions : XXXX {$3100.00} XXXX XXXX {$5000.00} XXXX Additionally, I am requesting the return of my funds for these 2 above transactions that were unable to be refunded by the merchant. I am unable to dispute this transaction with the merchant because PayPal has limited my account and dispute access. Essentially PayPal is not allowing the merchant to refund me, and I can not open any dispute or inquiry into this matter because PayPal has limited my account access!

Consumer Complaint: Paypal closed my account on XX/XX/XXXX I understand that I violated some of their policies however I followed the 180 days hold of the funds which I have on their website.the XXXX $ which was my pay! back on XXXX, then the email of eligible to withdraw the funds came on XX/XX/XXXX which is 180 days, it was early for some reason i don't know why. Then I don't want to withdraw the money yet I wan na create my own bank account first i wan na get things right, so until now XX/XX/XXXX I got my bank account and tried to withdraw my funds so happy and excited, I still cant withdraw it my account is still lock to the teeth, even in their email says for I am able to withdraw funds not just transfer and send money. so please help me, this is so long, I tried emailing them they just sent me a automated one. this is so frustrating. Consumer Complaint: Paypal is the company. They market work with small businesses to help with there ecomerce website but it's a lie. They own a monopoly in the payment ecomerce website world and XXXX and other companies have a monopoly with using payment transactions for an online website. They should immediately accept my application for my ecomerce website to integrate paypal as a payment system. How are any small companies supposed to strive if big corporations like XXXX and paypal won't even give a small company a chance. Filing a complaint on paypal. Accept payouts API application immediately.

Consumer Complaint: Paypal closed my account for no reason and they are holding the money that I made legally for no reason. Although I still disagree with the decision to deny my appeal I will abide by it however because I feel that holding my funds for 180 days for a non-fraudulent violation of PayPals Acceptable Use Policy is excessive, and perhaps a punitive abuse of power. I understand PayPals need for holding funds for credit card chargeback purposes, however a review of my account history will reveal 0 chargeback rate as well as a very high customer-satisfaction rate. I feel that any reasonable person would conclude that holding my entire balance for 180 days is excessive and may be viewed by some as punitive or as already stated, an unnecessary abuse of power and perhaps even contrary to the laws of some states. That being said I have no problem with, and agree to leaving a balance of {$1000.00} for credit card chargeback purposes for the duration of the 180 days. I feel that this is a fair resolution while still leaving PayPal with the means to charge back any future credit card disputes to my account.

Consumer Complaint: I received a letter today ( XX/XX/2021 ) from XXXX XXXX XXXX XXXX XXXX " XXXX '' XXXX claiming that PayPal had placed my account with them for collection of a debt. This is clearly fraud and a quick search online shows that many, many other folks have received similar fraudulent letters from this company trying to collect a PayPal debt they do not have. First of all, the letter from XXXX lists a PayPal account number. According to the PayPal website, PayPal accounts do not have account numbers! They are tied to a user 's email address. Secondly, I have two PayPal accounts ( personal and business ) and neither has ever had a debt since they are both set up to auto-debit any expense from my linked bank accounts. I am asking CFPB to PLEASE put a stop to XXXX XXXX XXXX XXXX 's repeated fraudulent attempts to collect debts that were never owed in the first place. This has been going on for several years! How is this company being allowed to continue scamming people?!

Consumer Complaint: PayPal closed my account with the reason that I made the account when I was under XXXX year old. I actually made the account right on the day when I turned XXXX, thus I was able to sign up because one of the requirements for signing up was to enter my birthday and I entered it accurately. Because of this, my account is now restricted and I can not send or receive any fund. The only thing I can do is to withdraw my fund. However, there's another problem that I encounter which I believe PayPal is doing a very poor job in resolving. I made the mistake of entering only my first name and last name during the sign up process, instead of entering my first, middle, and last name. However, in my defense, PayPal only asked for my first and last name. My full name ( first, middle, and last name ) is required for me to be able to withdraw my fund to a bank account. I tried to change it three times, but they did not change it at all. I provided my ID, but, until today, my paypal account name is still the same. I tried contacting them through the email system but they do not provide any help. They only gave me automated responses. My PayPal account is under the email XXXX. Please help me. I worked so hard for the money there.
