Issue: Managing an account
Subissue: Problem making or receiving payments
Consumer Complaint: On XX/XX/XXXX, I attempted to purchase 1 set of tickets from XXXX through my PayPal account and I was charged twice due to a fluke in the system. With my bank, I stopped payment on the duplicate amount. My account balance reflected negatively with PayPal {$430.00} and I disputed the amount with PayPal because of the duplicate charge and never receiving the tickets from the order. The dispute was won in my favor and Papal received the chargeback of {$430.00}. I have many transactions coming in and out of PayPal and I am unable to utilize my checking account as they have restricted it. I have been a customer with PayPal for over 11 years, since 2011 and I have used the same checking account that is now been blocked. I do not have repeat patterns of abuse and I can not even pay my upcoming bill with my checking account, which is due XX/XX/XXXX. I was advised to borrow money from a friend to put in my PayPal balance or link a new checking account in order to pay my bill. I have over $ XXXX-XXXX worth of transactions going in and out of my account. This is an inconvenience and I don't appreciate it since I disputed the transaction and won. I don't believe I am treated fairly as I have been a customer for over 11 years and nothing like this has ever happened. I would like PayPal to reinstate my personal checking account so, I can pay my bills and conduct business. In addition, I have called a few times and no one at the company is taking a payment for my upcoming bill. This will cause late fees and ultimately a report to the credit bureau. I was not offered alternative methods for payment. Also, I have other bills coming out of my account connected to my checking account, such as XXXX, XXXX, XXXX, which is also connected to PayPal and those payments have been coming out with no returns for years. Please help me CFPB.

Consumer Complaint: I was permanently banned from using Venmo and Paypal. I've only used it to pay my landlord rent and to send money here and there with friends. It's honestly extremely inconvenient because Venmo and Paypal are the biggest money transfer services that people in my life use and now I'm banned with absolutely no explanation after emailing and contacting Venmo. They give extremely vague answers. My partner just noticed hers was frozen too. Completely different accounts.

Consumer Complaint: On XX/XX/XXXX, I had responded to a money request from a moving company ( XXXX XXXX ) using PayPal in the amount of {$1100.00} CAD. After completing the transaction, I discovered that PayPal would hold the money and not release it to XXXX XXXX until XX/XX/2022. This was unacceptable to the seller and so they sought payment by another method. They decided to accept an Interac e-transfer from my step-father, XXXX XXXX XXXX At this point, and still to this day, XXXX XXXX has not received the PayPal payment. I have attempted to cancel the transaction on the grounds that the service has already been paid for. The dispute has been unsuccessful after many appeals and arguments with PayPal. I have provided them with documentation showing that the service has been paid for by XXXX ( see attached ). In return, PayPal has refused to accept this fact and is threatening to debit my account.

Issue: Attempts to collect debt not owed
Subissue: Debt is not yours
Consumer Complaint: I received a letter from XXXX XXXX XXXX on XX/XX/01. They are attempting to collect a debt on behalf of PayPal. XXXX XXXX phone number is XXXX. Their reference number is XXXX. They provided the last XXXX digits of the PayPal account number as XXXX. The amount they are attempting to collect is {$38.00}. I called XXXX XXXX to inquire about this. I have never had a PayPal account. The letter had my name XXXX XXXX and my address XXXX XXXX XXXX XXXX GA XXXX on the letter. When I called they informed me that the email address attached to this account was XXXX. I informed them that this email address was not mine but my ex-wife 's. They told me I still had to pay or it would report on my credit report. They offered to settle for {$20.00}. I declined the offer because it isn't mine. I called PayPal and they have no record of the account. They have no accounts for me based on my name, email or SSN. I requested a letter from both XXXX XXXX and PayPal clearing this matter and both said there was nothing they could do. This is not mine and there is no evidence to the contrary. I do not want anything reported against me to the credit bureaus and I would like a letter from the creditors assuring me this has been cleared up and will not be an issue going forward.

Consumer Complaint: I got an email today ( XX/XX/2021 ) from PayPal saying that they decided to permanently limit my account as they found potential risks associated with my PayPal account. I called customer service immediately and tried to understand why and how this happened. The representative said that based on the note in their system, it was because of a transaction, but the representative could not provide more details and said he could not help me. I asked him for other ways to get the issue resolved and also tried to understand what exactly happened to my account. The representative transferred my call to his supervisor and the supervisor told me this was due to my recent transaction with XXXX XXXX XXXX. The supervisor helped me to write a letter to the department responsible for getting this issue resolved. However, I got an email saying the same thing that my account was limited permanently after their review. I don't understand what happened and why this happened.
