Consumer Complaint: Ref ID - XXXX I suddenly received a notification today that PayPal permanently restricted my account and froze my balance. I understand PayPal 's efforts to maintain the security of the PayPal community. However, I have been using PayPal for many years and have always maintained a good usage history. Suddenly, my PayPal account was permanently restricted for no reason and my balance of {$8800.00} was frozen. This caused a big blow to my life and will cause me to be unable to pay my credit card bill in the future. Credit card bills will cause a lot of damage to my credit history. I need to use PayPal to pay invoices sent to me by merchants. I can not afford to lose PayPal. Please don't treat a loyal PayPal customer like me like this.

My email on Paypal is XXXX However PayPal locked my account and asked for certain information and after I provided the information PayPal said they would review and unlock the account within 1 business day. However, it's 15 business days already and PayPal has not unlocked my account. Historically, I tried to use my card years ago when I needed to exceed the limit due to an emergency and Paypal denied my request to exceed the daily limit for a day, yet in this scenario that negatively impacted me it was allowed to process. Based on this situation it would appear that PayPal policies are only followed when it benefits PayPal and not when it would protect it's customers.

PayPal told me to contact that person and ask for the money back. When I did that the person told me that his account was hacked XXXX years ago and he has no access to the PayPal account. So PayPal should not have allowed his account to remain active on the site and this would have prevented my mistake. A license code accompanied the purchase receipt. The vendor is listed as XXXX XXXX XXXX. However, the license code provided did not function and the software rejected it as " NOT VALID - Error code XXXX '' I called the software company who told me it seemed that the vendor that sold me the software was selliing pirated programs. I then emailed XXXX company - twice - and received no response. On XX/XX/2023 I filed a complaint with PayPal XXXX agent " XXXX '' # XXXX ; subsequently received an email with Case ID XXXX. However, this case ID never appeared on my PayPal webpage and I had no way to access the complaint. I telephoned again on XX/XX/XXXX, spoke with male agent " XXXX '' who looked the charge noting that it was {$89.00}, then disconected the phone call. I telephoned a third time and spoke with male agent " : XXXX '' # XXXX who eventually said he cancelled the transaction and that I would get a refund by XXXX XXXX. However, XXXX also told me that the vendor would not be suspended and that nothing would currently be done with the issue that XXXX was hosting a vendor that was offering fraudulent software.
