Consumer Complaint: In early XXXX of this year, I arranged to sublet an apartment in New York from XXXX XXXX, which involved a digital payment of the {$2500.00} deposit. We discussed whether to transfer those funds through XXXX or Venmo, and XXXX indicated that he highly preferred that I use Venmo. I would have preferred to use XXXX because it is integrated into my financial institution 's website, XXXX However, I agreed to make the transfer through Venmo, and paid {$2500.00} on XX/XX/XXXX. However, I had inadvertently marked the payment as being " for goods and services. '' XXXX objected to that, because Venmo would take a fee out and because that designation might have tax ramifications for him. So he contacted Venmo and arranged to refund the money, and I agreed to send him the same amount through XXXX. On that day, XX/XX/XXXX, Venmo told XXXX that they had issued me a refund, and that I would get the refund in 3 to 5 days. However, it is now 16 days later and despite hours of efforts on my part, the money still has not been returned to my account. Most recently, on Friday, XX/XX/XXXX, after having sent Venmo a copy of my most recent bank statement AND several pages of screenshots, I received an email telling me that my case was " being escalated to an Account Specialist who handles these issues. Someone from that team will reach out with the next steps within 7-10 business days via email. '' I wrote back and indicated that this was not acceptable, and haven't heard anything since.

Consumer Complaint: My full name is XXXX XXXX XXXX Im from the United States PayPal permanently limited my account on XX/XX/2021, I never violated the acceptable use policy. PayPal arbitrarily debited my entire balance of {$11000.00} with the Transaction ID : XXXX Under the common law liquidated damages may not be set so high that they are penalty clauses rather than fair compensation. Previously PayPal said I violated the bogus prefabricated Acceptable use policy, in accepting payments. 1- PayPal allegations are false as they are not a partner with my business and they don't know the nature of my business. Copyright infringements and trademark violations stated by PayPal are nonexistent. 2- PayPal failed to provide a valid court order or a copyright/trademark infringement complaint to justify how they unlawfully seized my money. 3- All disputes with my clients have been already resolved and the remaining balance was my hard earned money. 4- My business activities were allowed under the law, the service I provide is legal. There is no law that prohibit the service provided to my customers. 5- PayPal debited random amount from my balance that doesn't represent any genuine pre-estimate of loss or damages. Under the common law, liquidated damages may not be set so high that they are penalty clauses rather than fair compensation. 6- PayPal user agreement stated liquidated damages at {$2500.00} USD per violation and not per transaction. PayPal actions are considered a breach of their own agreements as they stole all my hard earned money and made my balance reached ZERO! 7- I believe that I was deceived by PayPal as they failed to provide the payment service promised taking advantage of me as their customer to steal my money in a clear case of unjust enrichment. I will be joining a class action lawsuit against PayPal, if this issue is not resolved promptly. I have tried to resolve this many times with PayPal and they always give me bot prefabricated responses.

Consumer Complaint: I am XXXX and the person who hired me used Venmo to send me payment for {$250.00}. The payment was flagged for review and the company said it would take 48 hours for review before the funds would be made available. Based on that, the funds should have been available on XX/XX/2022. The funds were still not available. I contacted Venmo ( request # XXXX ) and they said they would escalate by the end of the day on XX/XX/2022, and they would contact me. I also asked XXXX with Venmo if the payer could cancel the payment to send it using a different method and they said no as it is in review. I still do not have my payment/funds, and I have not been contacted. It has now been 6 days/144 hours, and I do not have access to my funds.

Consumer Complaint: Venmo account temporarily frozen on XX/XX/22. Upon following up, I was told that they could not tell me why my account was frozen nor when it would be unfrozen. Further, the team in charge may only be reached by email. Not even other customer service reps may communicate with them over the phone ( strictly, email ). I have received no messages, emails, calls, etc. from the frozen account team since the initial notification on XXXX. I have followed up multiple times, daily, since then. But to no avail. I am told the same vague answer- over and over : they cant tell me any details. In the meantime, they are holding over XXXX of mine and I am absolutely unable to pay any bills, buy any food, fill my car up with gasyou get the idea. I am with no resources because they are holding them hostage and refusing to tell me why. What do I do?!?! Please help!

Consumer Complaint: I am a small business owner of a XXXXXXXX XXXX and use PayPal XXXX XXXX to process my payments. During the process of opening the XXXX accounts in XX/XX/XXXX thru XX/XX/XXXX, I underwent a review process and submitted all business information including store leases, business insurance, secretary of state filings and state permits to show compliance. XXXX is legal to sell in Texas and I have all the appropriate licenses. I was approved for the merchant account and have been processing payments from my sales. I made a recent sale for services of XXXX on XX/XX/XXXX. On XX/XX/XXXX Paypal froze my account and requested information so that they could understand my business. I was asked to provide the same information as before along with inventory receipts, business information, vendor supplier information, overview of product & services and website. I complied immediately and PayPal is now asking for the same information again, this time under a new title. I feel that my small business is being targeted because of the XXXX. PayPal has usurped their authority and is holding funds that I need to pay my vendors which is causing me to suffer financially. I have been cooperative and responsive. Now they are auditing every sale prior to XX/XX/XXXX even one for XXXX cents. This is clearly discriminatory and designed to frustrate me so that I just give up. PayPal seems to be on a path to put me out of business. This is wrong. Everything they ask for I have provided and each time they come up with another hurdle that I must hop over. If I don't speak up they will continue with these requests and cause further hardship on me. This freeze on my account does not allow me to process current payments.

Consumer Complaint: Approximately XX/XX/2021 I created a website, www.vacationhomesbydisney.com, I was using Paypal for payments on the stie, during the testing phase of my site, I purchased a mock subscription ( s ) for 1.00 then would refund to myself, next thing I see is that my account is restricted, I could not speak to anyone or get any further explanation so I changed to another service. I kept my pay pal account open as I had also a line of credit in there, which they also would not let me use! I have recently paid it off in full and closed the line of credit as I want NOTHING TO DO WITH PAY PAL. But still, I can not close my account and they refuse to remove the limitations so I can close the account this is bullying to the highest degree. Paypal charges exorbitant fees they are losing business to new competitors I personally didnt like them to begin with and am sick of this unsual restriction. I want the account closed, they keep saying I can not do business with the account that is true but when I click on CLOSE ACCOUNT I get error message saying I can not close it.

I initiated a complaint with PayPal, who said I could return the items for a refund. The address provided was not deliverable- I tried multiple shipping services and communicated this to PayPal XXXX but they sided with the fraudulent company and closed the dispute anyway.

Consumer Complaint: To whom it may concern. My full name matching my passport XXXX XXXX. XXXXm from XXXX and I want to complain about a very concerning problem related to the payment service PayPal offered at paypal.com PayPal limited my account without prior notice and held my money for 180 days to cover any disputes. Their customer service always promised that they will release my funds after 180 days. I logged in to my account after the 180 days passed to discover that PayPal stole my money and transferred all my balance to themselves under the false claim of nonexistent damages. There was no damage to PayPal and I believe their claims are false. All disputes related to my account was settled. PayPal acted in bad faith and debited random arbitrary amounts to empty my balance to ZERO enriching themselves from my hard earned money. PayPal transferred my whole balance and took my hard earned money under the Transaction ID : XXXX. Under the common law, liquidated damages may not be set so high that they are penalty clauses rather than fair compensation. I believe PayPal acted in bad faith as a payment company, they have failed to offer the promised service. I believe that I was deceived and scammed by PayPal and I want to complain about this corrupt acts done by the payment company PayPal. I have tried to resolve this issue friendly with them many times but they always reply with canned and useless responses done by bots. PayPal failed to provide the advertised payment service. Looking forward for your reply. Thank you
