Consumer Complaint: Using the Venmo app I added {$200.00} from my bank account, it never appeared in my Venmo, so I call and they tell me it was refunded because of insufficient funds, I check my bank statement and I see that the {$200.00} did go through, the bank even charged me a {$36.00} overdraft fee for covering it. It was completed and finalized. None of this transactions appears in the Venmo app. I talked to XXXX different customer service employees but now I can't get a response. And also when they " refunded '' the money back to my account, the bank charged me a fee again. They took my {$200.00} out of my account without my permission then lied about it being there, I have all the bank records

Consumer Complaint: On XX/XX/XXXX I attempted to make an order on XXXX using PayPal as my payment. The payment was to be in part from my PayPal Balance ( about {$160.00} ) and in part from a credit card stored on and used through PayPal ( about {$100.00} ). There was an error in the process of placing my order and I received an error code from the website stating the order did not process. However, when I checked PayPal, my funds were removed from my PayPal account and a hold for the {$100.00} was placed on my credit card ( confirmed through my XXXX app ). The next day I contacted XXXX to be sure the order had not gone through. They assured me it had not and they had no access to my funds as the order had not processed. I attempted to contact PayPal via phone to check on the status of when my funds would be released. The customer service phone line provided an automated message that there were no customer service representatives available by phone and a chat through PayPals website was the only way to resolve the issue. I have received the same exact message on XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, and XX/XX/XXXX at varying times of the day, even after a customer service representative online through PayPals chat told me I should call in for help AND a supposed PayPal Supervisor through chat also suggested I call in for help. Every day- XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, and XX/XX/XXXX I have contacted PayPal through their support app to try to get my funds back. Everytime they have stated it is on the merchant and told me to go back to the merchant. PayPal states they can not give me my funds back until XX/XX/XXXX and only the merchant can do it prior. I have called the merchant now twice and been assured that due to the website error they in no way have access to my money and can neither claim the funds nor refund them as they never gained access to them. PayPal refuses to return my funds to my PayPal account or take the hold off of my credit card until XX/XX/XXXX, nearly a month after the error in taking my payment. My only recourse is to continue trying to get them to take action through their PayPal chat which can take hours for a response, is always from a different person who had clearly not read the entire string of communication, and never results in any progress towards my refund. Keyword : ANY I was discriminated against based on my credit report/reputation. Also Pursuant to 15 U.S. Code 1602 ( p ) - Definitions and rules of construction. The term unauthorized use, as used in section 1643 of this title, means a use of a credit card by a person other than the cardholder who does not have actual, implied, or apparent authority for such use and from which the cardholder receives no benefit. The credit card being my social security was used by Paypal ( person ) and I the cardholder received no benefit. Paypal has already confirmed through email that they in fact did deny me my right to credit. Paypal shall pay fines for said violations including 15 U.S. Code 1681n - Civil liability for willful noncompliance. {$1000.00} per violation invoice will be sent by mail via XXXX with a tracking number.

Consumer Complaint: On XXXX I received a payment from a user for used audio equipment I was selling on XXXX. I finished testing and preparing the item on XX/XX/XXXX, and went on vacation for the XXXX weekend. I shipped the item on XX/XX/XXXX, and after adding shipping information I was promptly hit with a " paypal dispute '' due to the buyer issuing a chargeback through their credit card. This immediately smelled like fraud, I reached out to the buyer and asked what was happening. They stated that because they hadn't received the item yet, that they charged back. This seemed odd to me since it had been all of XXXX business days, but we agreed to wait until the package arrived to hash things out w/Paypal. The buyer received the package and canceled the chargeback, and contacted Paypal to stop the dispute. After the user did this, Paypal issued a " review '' on my account and requested information regarding my transactions. I attempted to provide this info from my mobile phone but the site would not properly load. I tried to load it on my desktop computer, and it said the information was no longer needed and that I needed to wait for review. I attempted to contact customer service both by phone and by their chat system, both of which said that there were no customer service representatives and that I should try back during business hours. This seems odd considering it was early in the day on XXXX XXXX time. As of the morning of XXXX Paypal has notified me that they are closing my account due to policy violations ( which I have never violated ), and that they will not be releasing my funds ( {$3200.00} in total ). This seems fraudulent on the part of Paypal given that my buyer contacted Paypal to close the mistaken dispute.

Consumer Complaint: I received a notification from PayPal that the suspected fraudulent activity on my PayPal line of credit. I check the notice and responded that I did not make the purchase of XXXX dollars and I followed their steps to secure my account. Once I logged into my PayPal again I saw that the same person had also made a charge of XXXX on XX/XX/2023 on the same website they tried to charge my credit for but this was on my debit /checking account that is loaded on my PayPal XXXX This user also added a new address to my PayPal to have the product sent to their residence in XXXX. Im in the XXXX. In XXXX. Not anywhere close. I contacted PayPal and could not get a customer rep to assist so I left the message per their instructions for someone to follow up with me when available. I also tried contacting the seller through their phone number and email listed on the transaction, the phone number was invalid and the email was not answered. The charge was authorized and taken from my bank account by PayPal. I filed another complaint stating this was fraud and they had notified me of the same user moments before this transaction trying to charge my credit. They stated they had to follow their procedures and contact the seller for items not received, even though it was an unauthorized fraudulent charge. I filed a dispute with my bank on the charge and continued trying to work with PayPal to resolve the matter. PayPal has sense followed up with XXXX emails stating it was not fraud and they closed the case. It is very much fraud and I have sense found out they had a data breach in XXXX. I have also had XXXX others I know have their accounts charged fraudulent charges in the last week. PayPal did not inform me of their breach and have not made a reasonable effort to remedy this situation. It is now almost XXXX weeks later and I am still fighting with them.

Consumer Complaint: I opened up a dispute with Paypal about a transaction to XXXX which I did not make. It was a charge of {$980.00} on XX/XX/XXXX. The dispute was closed in a matter of a couple minutes automatically stating the charge was not unauthorized. I contact Paypal through their chat system and was told the purchase was not covered by Paypal protection because it was an authorized payment. They went ahead and told me they can open up the dispute for a different reason which was " Never received item '' opposed to the original " unauthorized charge ''. After telling the agent to go ahead and open up the dispute with that reasoning I was alerted that the case has been resolved and closed in a matter of minutes again. I was so frustrated and did not want to spend days on the chat system again so here I am making a formal complaint against them. I have asked them for proof and documents and was told I was sent those documents through the email which is not true at all. They did not even bother with the investigation to get my money back at all judging by how fast the sealed both cases.
