Consumer Complaint: Made a purchase through an online merchant and decided to use my PayPal account for the secure purchase. I made a purchase in the {$180.00} on XX/XX/2022 ( Transaction XXXX ) The item was shipped XXXX priority mail tracking # ( XXXX ) to the correct address, but I was on vacation when the item arrived. The XXXX returned the item on XX/XX/2022 based on the not being able to be hold any longer ( 15 days ) and needs to be returned to sender. I opened a claim with PayPal to preserve my dispute rights. Paypal closed the claim because the merchant provided a XXXX priority mail tracking # ( XXXX ). This tracking number is associated to a purchase I made through PayPal on XXXX in the amount of {$90.00} ( XXXX XXXX ). I have attempted multiple times through the PayPal online dispute process. There is no way to re-dispute a case. I was told since the case was closed there was nothing PayPal could do on my behalf and the phone agent offered me {$100.00} to use on my next transaction. I feel this act violated my rights as a consumer. It's out my control the merchant provided the wrong tracking information for a different transaction than I'm disputing. In addition, I provided jpeg images that support my claim to PayPal. The case dispute with PayPal XXXX XXXX XXXX out if I can provide any further information.

Consumer Complaint: PayPal responded to my previous complaint that looks jus as below : It's the usual lack of responsibility. 15 years ago I had to close my bank account due to the same fraudulent activity from PayPal as it is in this case. Today I received email from PayPal that I have message on their portal but I'm blocked to use it. Suggested by PayPal addition of debit card where PayPal will send money doesn't work telling me that debit card I provided is bad. I provided two Visa debit cards info. Debit cards I use everyday for groceries, gas and pay bills. But for this poorly run PayPal company " this are bad debit cards ''. PayPal has my home address on file. I have requested via registered mail prior to my account was blocked to send this funds by check ( with {$1.00} surcharge ). Never heard back from PayPal, never got the check. Tried to reply to PayPal email via " reply '' button, turns out bogus email address from PayPal returned to me. Tried resolution center " no cases have been found '' tried using " call '' button on PayPal website- it's not dialing. Simple words : criminal intent company like PayPal is not to be reached. PayPal is a fraud on American market. It was naive of me to start with PayPal again after they trashed my life once.

Consumer Complaint: Company involved : PayPal Inc On XX/XX/XXXX I received XXXX payments, XXXX from XXXX XXXX and another one from XXXX XXXX for {$39.00} and {$11.00} which I didnt recognize or was expecting so I suspected were a scam. On XX/XX/XXXX I called Paypal to report this and was helped by XXXX. I asked her what to do with these payments as I suspected were a scam or stolen money, she advised me to refund the payments and that no money was going to be taken from me. I refunded them while I was on the phone with her. My balance on Paypal decreased when I completed those refunds. I realized the funds from the refunds were also taken from my bank account. I contacted Paypal but they are giving me the run around, the representative XXXX reversed the fees for those refunds which were about {$0.00} and {$1.00} but I would like Paypal to refund me the {$39.00} and {$11.00} to my paypal balance because they are already taking it from my Bank account. If refunding the payments was not the correct course of action, I should have been advised by Paypal when I called to report this. In addition there was another scammer who sent me a bogus payment for {$60.00} on XX/XX/XXXX and the the person filed a dispute claiming they didn't receive the item they bought from me. Stating they ordered from a website that has been XXXX XXXX XXXX XXXX

Consumer Complaint: Opened dispute through PayPal on XX/XX/2022 for receiving the wrong item. They sent a wig with synthetic hair and not the length of XXXX inches. Instead they sent a wig with XXXX inch and barely XXXX inches just along XXXX weft. The wig resembles a troll with all the different lengths. The company reached out to provide a {$30.00} refund to me and then a {$40.00} refund if I send the item back. PayPal advised if I send it back I can get a full refund so I declined the vendor alipearl. The next day PayPal closed the claim stating that the vendor does not refund for altered products but I had to attempt to style the wig like curl or straighten it and it burns and does not curl. Then PayPal advised I can only get a {$50.00} voucher through PayPal. Now I am trying to use the voucher and now PayPal is telling me they only have a {$20.00} voucher not {$50.00}. PayPal tells lies and does not allow me to screenshot our messages due to security reasons. Yet they don't update the conversation within the claim. I want a full refund as the item was not human hair nor XXXX inches and proof was given of the quality. XXXX purchasing a pair of shoes and they begin to tear after XXXX wear. I Notified the company when the charges were in pending status, they told me that to make the claim possible I had to wait until the status of the charges were completed, On the weekend I was notified that 7 of the claimes were denied that means that I am not gettig my money back Also there are 2 claismes pending to be resolved.

'' I thought this this was a Phishing Scam and changed my login with PayPal XXXX I was hacked. Going to the official PayPal website I found I was " permanently limited '' for violating a PayPal terms of agreement. I called PayPal on XX/XX/2023 and asked for more information about the specific violation. Customer service was not able to locate any specific reason and did not see any obvious reason for the " permanently limited '' account. I would like assistance in finding out what rule was broken. I only use PayPal for managing my recurring payments for subscriptions ( all automated ). There is no other financial transactions that would be suspicious for potential fraud or illegal activity. I can't for the life of me see what rule was violated. And I expect better documentation that what PayPal is providing.

Consumer Complaint: I received a email from PayPal requesting my account be verified by uploading a copy of my id and proof of my address. It also stated that I had changed my address to an address that was not mine. It had me upload a picture ID and then it disappears from the resolution center on the website PayPal.com I have not been able to close the account without resolving the issues listed in the email. I tried calling the support line however it was an automated system that I couldn't get in touch with a live representative and eventually disconnected me from the call.
