Consumer Complaint: On XX/XX/23 via XXXX marketplace a buyer contacted me to purchase two XXXX I had listed for sale. The customer and I communicated via XXXX chat. He said he had been banned from using XXXX for payments and would like to pay me via paypal. I said that was fine. He sent me a total of {$720.00} for two XXXX. Before shipping out I contacted the customer to make sure the address provided was accurate. The address I had was in XXXX, WA. The customer said that he would like them shipped to another address in XXXX XXXX, TX. I have records of our communication. I confirmed once again this address in TX was accurate and explained that once shipped out I could not replace, or refund if the address provided was not accurate. He confirmed the address in TX was correct. I sent out the XXXX and provided tracking. The items were delivered on XX/XX/XXXX. The seller opened a dispute in PayPal claiming he did not receive the XXXX. PayPal asked for proof of shipment I provided the tracking number, Paypal requested proof I sent to the address so I sent the shipping label image which shows the address that was provided by the seller. I also sent a copy of our chat which shows the seller asked me to change the address from XXXX, WA to TX. Paypal, ruled in the buyers favor. I have since learned that this is a common scam, scammers have learned to take advantage of PayPal, they will deliberately ask for a different address to ship to, and then will open a dispute so that they get refunded and they also get to keep expensive electronics, leaving us businesses or sellers out of luck. Paypal advertises safety policies in place to protect buyers and sellers but it seems the only people that their policies protect are scammers who know how to take advantage of their system!

Consumer Complaint: I have been trying for the past two days to get my money out of Paypal. A friend sent me a few XXXX dollars to help me out and PayPal decided hold the money. I was patient for two days. Now the clock is ticking and I could lose everything because they wont release MY MONEY. And, of course, its not allowing me to verify my identity. I uploaded the front and back of my card and then it wont let me take the picture of myself. This is absolutely unfair and traumatizing.

Consumer Complaint: I opened a PayPal account to take advantage of a gas app that would pay me for getting gas. I decided not to use it, but somehow have {$10.00} in the account and am not able to close my account until I take the money. I requested a check be mailed, but they won't send to a po box . I updated my address to a physical address, but am still being asked for my bank account information prior to them mailing a check to my physical address and allowing me to close the account. This is unreasonable. Additionally, when I made an online purchase using my credit card, I got an email from PayPal ( attached with private info blacked out ) with information on my purchase including the vendor, the amount I paid, they type of credit card used and the last 4 digits of the credit card. This is VERY scary to me as it is a serious invasion of my privacy and they should NOT have information on purchases I make online that do NOT involve PayPal. IS YOUR AGENCY AWARE OF THIS PRACTICE?
