He grabbed my phone and within seconds I had 6- charges of XXXX ea charged through XXXX XXXX to my PayPal account and out of my checking account. PayPal has refunded 2 of them but refuse to return the other 4. I am retired on XXXX and these charges expected amount is absurd. And to let 6 go through in seconds.

Consumer Complaint: XX/XX/2020 - I m ade a paypal payment to my landlord. He refunded it immediately. Since then I have been told by paypal that was to expect a refund within 30 days of that transaction ( to my visa debit card on file ). The bank was aware of the transaction as well. Paypay is telling me now that the amount was credited to my bank - the bank has verified that it is NOT in my account nor is it pending. It has now been over 2 months since the money should have been returned and it is not returned. Paypal will now not answer my requests to speak to a representative, but gives blanket answers that I should have the money. My landlord also verified with his bank that the money did not go to his account. I want the {$900.00} returned to me by Paypal that was supposed to be returned in XXXX.

Consumer Complaint: My complaint is towards the online bank Paypal. This is my story. I will try and keep it short ... I provided a writing service for someone who paid me approx {$50.00} for the service I provided. He paid via PayPal. I have screenshots. A few months later this party opened a chargeback case with his bank. The case was opened with PayPal. PayPal assured me that if the case was lost they would give me the opportunity to provide any screenshots or proof that I have. This is actually required by law that the consumer has a right to dispute the case with proof. PayPal later closed the case and NEVER gave me the opportunity to provide ANY proof what so ever. In fact they have been trying to collect on the debt PRIOR to even closing the case which goes against laws established by the Fair Debt Collections and Practices Act. I want this case DROPPED from PayPal and I want my account CLOSED with PayPal. They are breaking several laws and every attempt I have made to contact the party that paid me results in returned email as if his email no longer exists. Every attempt I have made to resolve this with PayPal customer service results in a canned pre-scripted answer that does not help AT ALL. My PayPal account is under the email : XXXX XXXX

Consumer Complaint: Hello I purchased an {$830.00} XXXX XXXX on XXXX on XX/XX/2020. After several days of waiting ( about 10 days ) and lack of shipping info from the seller, I sensed I probably never going to receive the monitor and the seller might be a scammer, I decided to open a case on Paypal. Paypal is the method I used to purchase this monitor. However, it takes me 2 weeks to receive a refund from Paypal, I couldn't wait for that long due to the need for school work, and I found out it only takes three days for me to receive the refund from XXXX, so I canceled the case on Paypal without knowing I couldn't reopen the case once it's closed and I couldn't open another case on XXXX even tho the case on Paypal is closed. At this point, the only way for me to get a refund is from my bank -- -XXXX XXXX XXXX XXXX I contacted my bank and opened a claim, however they rejected me without doing a further investigation, the response they gave me is I used PayPal for the transaction and it's authorized so they can't get my money back, they don't care about if I was scammed or if I received the item. All of those rejections lead me tp here, I want to get my money back and scammer should not receive the money and keep scamming people.

Consumer Complaint: On XX/XX/20 XXXX in the middle of the night while I was asleep, there was a log in to my Paypal account from a device Paypal did not recognize ( as indicated by their alert email to me ). There were 2 test transactions that deposited and withdrew funds from my account at XXXX, then proceeded with taking funds from my bank account linked to Paypal at XXXX and XXXX both were NOT done by me and NOT from my computer. These transactions were {$1800.00} & {$2400.00}. I have no prior transactions over {$500.00}. By XXXX upon logging into my email and learning about the security breach, I contacted Paypal via chat. Paypal has no phone number available to call. I filed resolution with Paypal, but Paypal insisted these were authorized transactions and consistent with my payment history and denied reversing the charges. I filed appeal again with Paypal and they again insisted those charges were authorized. I have since filed a police report with my city ( ase number XXXX ). Paypal breached my account security and allowed money to be stolen from my account. I want Paypal to reverse my these charges and restore my account rights.

Consumer Complaint: Two separate deposits to my PAYPAL account were placed on an extended hold without prior notice. One transaction was placed on a 21 day hold, because PAYPAL suddenly decided I was a " New Business '' even though I was not a new business or even a business. There was no previous warning when i had deposits to this account. 21 days is a random and extended amount of time to withhold funds. The sender sent this money on XXXX XXXX. Paypal further told me that the person who sent the funds could " complete '' the transaction by approving on her end, however she has no such ability to do this as it is not offered to her and Paypal is lying about it. The second transaction is from a person who sends funds on a regular basis and Paypal put a 10 day hold on it because they said it was a check or paid from a checking account. This is ridiculous, as banks aren't allowed to hold funds for that long.

I initiated a dispute resolution with PayPal but they rejected my claim stating that the payment appears authorized. It was not. I don't know the payee and did not make the payment. Consumer Complaint: PayPal asked me for a photo ID, I have used my PayPal account for 20 + years already. PayPal put a limited access tag on my account, I received ZERO NOTICE of this. PayPal is asking me for receipts of items from a distributor I sell on EBay but I do not have receipts as all these items were bought by me on XXXX over the past 20 years. I am simply unloading/selling a collection of rock patches that average about {$9.00} a piece. I do not operate a business on XXXX. I have perfect 100 % + positive feedback on XXXX too, so there should be no need for PayPal to limit my account. By limiting my account, PayPal will not allow me to withdraw that funds I have in my PayPal account. I tried calling PayPal but when you hear the automated system state there is a wait time of 1 hour to 2 hours and they are going to transfer you to put you in line to wait for a customer service agent, PayPal then drops the call or in other words PayPal hangs up on you. There is zero way to resolve the matter online or over the phone then.

Consumer Complaint: I am an infrequent user of Paypal but have had an account for many years. This year I find that I am unable to just call with a billing question and reach a person. I am directed to a " Chat '' where no one can answer my questions because it is a phone robot. I twice requested that an agent call me but no one did. When I tried to follow their instructions to file a formal complaint about their customer service, I was again directed not to a complaint form but the remote and useless " Chat ''. I can only conclude that there is no one home at Paypal!!!! I do not like the push to accept all their cookies. Can you help or direct me to someone who can? Thank you XXXX XXXX
