Consumer Complaint: I purchased a XXXX bag on XXXX for {$2700.00} from a seller named XXXX, and paid through Paypal with my XXXX XXXX Credit Card. I received a fake pair of XXXX XXXX shoes, not the bag I paid for. I contacted XXXX about this and after their investigation, they found other fraud activities from this seller and removed this person from their platform. I filed a dispute with paypal to recover my funds, and provided them all the documents I have, including email from XXXX confirming that this seller is a scammer and has been removed from their platform, Paypal asked me to return the item to the seller and promised to issue a refund. I returned the item twice and both times, the USPS returned the package to me because the address the scammer provided to Paypal does not exist according to the USPS tracking. I finally escalated this to my card issuer, but Paypal provided them documents siding with the scammer which made my card issuer to accept that Paypal did nothing wrong. XXXX XXXX closed the case and offered no help whatsoever, then referred me back to Paypal. Paypal informed me that they would have refunded my money but since the case went to my card issuer, they are the higher authority so there is nothing Paypal can do now. I also filed a complaint with the XXXX XXXX XXXX XXXX as requested by Paypal. Right now, I am scammed out of {$2700.00} because I trusted Paypal. I am trying to recover my money.

Consumer Complaint: Several years ago I got a notice from Paypal that I owed them {$260.00}. There was no specifics attached to bill, such as date of charge or what was purchased. This was odd because I had never had a paypal account. I did report this by phone to paypal but I never got an acknowlegment. But bills stopped. Recently got notice from XXXX XXXX that debt had been sold to them and now they are trying to collect. They sent me a form to fill out but I am reluctant to give them my social security number. I have no other issues with identity theft at this time. I want their harassing letters to stop.

Consumer Complaint: PayPal let a fraud transaction go thru. I called them and they scammed me into their policy by purchasing gift cards using my checking acct scam me out of XXXX. I followed the policy like a XXXX. I have names email etc. they downloaded XXXX XXXX and XXXX XXXX onto my cell phone. Had me drive to XXXX to purchase XXXX. XXXX in gift cards. I used XXXX from XXXX also because he said there was a error on their part and refund the money. It never happened.

Consumer Complaint: On XX/XX/2020 I bought a airline ticket from XXXX website using my XXXX Credit Card and Pay Pal for {$850.00}, after few days on XX/XX/2020 I got a email from XXXX stating my part of the flight was cancelled so I called them and requested to process the refund back to original payment method and they told it'll take up to 30 days or so, then after few days XXXX did a partial refund for {$380.00} on XXXX so I tried calling them few times after the 30 day window and never got any help for the balance refund. So I've filed a dispute with my credit card company XXXX and they started the investigation and issued me a credit for the balance amount {$460.00}. Recently when I was checking my PayPal account I saw my account was now negative for {$380.00} and then I reached out to Pay Pal and what they are stating was my financial institution ( XXXX ) did recover the money twice so my account balance was negative now, so I reached out to XXXX and after explaining the issue they are saying they only recovered the balance money which I filed a dispute for and that was already applied to my account and I can see that on my statements. So then again I reached out to Pay Pal with all the screen shots from the conversation with the bank and they now said they can't help me with this and I need to pay the negative balance to use my account. From couple of days I tried calling Pay Pal multiple times but every time I request for a agent after few seconds I'll get a response that they can't respond to me on the phone *disconnects the call. * To this moment I tried to reach out to evary person from Pay Pal and XXXX and tried if they can raise a ticket to enquire about this and resolve this matter and no one seems to help me

Consumer Complaint: On XX/XX/2021 I tried to send money thru my PayPal account. On I noticed on XXXX XXXX, XXXX that it still did not clear. Out of concern, I sent a message to my bank, asking them to release the hold. They did, replied to my message to confirm that I could see it. I asked PayPal ( who ONLY responds after using multiple " self-helps '' and I pressed further to have a CSR contact me ). As of today, PayPay STILL has not released my transaction from their " Pending '' status. They refuse to move it, to pay it out. I contacted them again yesterday, the only method they use. They give the same story, blaming it on my bank. This is the last message they supplied : " Heres how to view the expected clearing date of your eCheck : Click Activity near the top of the page. Click Details next to the eCheck to see the transaction details. You can find an estimated clearing date for the eCheck near the payment status on the Activity page. eCheck process> I do appreciate your time and I hope I could have solved your concern. Remember we are always here to support you on every question you have. XXXX XXXX - XXXX '' XXXX XXXXTheir links don't show anything I can't already see. There is NO eCheck to click on. There is NO " details '' button. They are making interest off my transaction! This isn't right! My point is : Make PayPal release this transaction- now.

Consumer Complaint: I sold and delivered the XXXX item to the buyer on XX/XX/XXXX, Paypal did not release my money ( said within 24 hr upon delivery ) until today ( XX/XX/XXXX. I had a number of transactions with the same person in the past 5 years. The item was delivered withing 3 days and Paypal did not release my fund as promised " withing 1 day, '' I checked the reason, Paypal claimed to hold it until XX/XX/XXXX. This is consistent abusive behavior of Paypal, the company already charged the fees and continued to hold customers ' fund to make a profit. I sent a number of messages but never got a responses and Paypal doesn't provide or answer calls. This is an illegal action and must be stopped! Paypal Transaction ID XXXX
