Consumer Complaint: Someone created a fake PayPal account with my name address and email and banking account. Attached to the same account is also fake information that is not mine. According to PayPal the account was created in XXXX and upgraded to a business account in XX/XX/XXXX. At this time my bank account information was added and the person was able to withdraw XXXX dollars from my account. I never have had a PayPal account nor did I create it. As soon as I noticed the fraudulently withdrawals the bank was contacted and a police report was filed in XX/XX/XXXX. After the investigation was done PayPal returned the money to the account. However PayPal is now trying to collect the money through a collection agency XXXX XXXX XXXX XXXX. This agency was notified that it was Fraud Identity Theft and was given the police report number advised by the police investigators. I have tried to contact PayPal numerous times via phone and through their message system via the account. PayPal will not close the account claiming the money is owed. My personal information is still compromised because of this. I need PayPal to close the account that they let someone open fraudulently. I have not been able to reach PayPal via the phone. They do not answer the phone.

Consumer Complaint: Last XXXX, someone stole XXXX dollars from my Paypal account. There is some loophole where Paypal allows sellers through XXXX to charge PayPal accounts unauthorized. This issue is known to Paypal there are hundreds of people who have fallen victim to this scam and complained online. It took me months to get a response and get through. I submitted a complaint and the response they provided didn't even make sense. They said : The transaction wasn't eligible for Purchase Protection and cant be refunded. This is insane. I did not make a purchase. I want my money back. Its true that it took me 11 months to lodge a complaint, but I deposited my money with PayPal to keep it safe. Consumer Complaint: On XX/XX/2020, PAYPAL XXXX charged my XXXX credit card {$1600.00} for a ebay shipping transaction that should have been {$16.00}. ( Screenshot # 1 ). I immediately contacted XXXX/PayPal and they let me know they knew of the issue and it would not post on my account. 3 days later the charge posted, I then opened a dispute with XXXX, and received a credit for {$1600.00}, the difference of {$16.00} is for the true cost of shipping. I then had a hold placed on my PayPal account for {$1600.00}, the amount credited by XXXX, and when I received money into my account for a different transaction, PayPal held these funds. ( Screenshot # 3 ) Summary : PayPal charged {$1600.00} for a {$16.00} transaction Charge posted to my credit card, dispute opened and I was credited {$1600.00} PayPal placed a {$1600.00} PayPal has now held {$1600.00} from a separate transaction.
