I received a collection letter and a XXXX stating about business that has been done using my XXXX, this is something that I never did!!! PayPay allows someone else to use my company information to their needs without my k knowledge until today and this causing me a lot of frustration and time consuming. Consumer Complaint: Hello, The current issue is that Paypal originally processed a sale in the amount of {$1100.00} for an item sold through their sister company XXXX. The customer received the item damaged by XXXX and elected to return the same. Paypal was entrusted to hold the funds, in the amount of {$1000.00}, until they were released by XXXX. This amount reflective of a processing fee of {$35.00} imposed by Paypal. However, instead of using those funds to process the refund, the amount on hold plus reversing the processing fees in the amount of {$35.00}, Paypal allowed a charge of the original amount of {$1100.00} to my credit card on file. XXXX claimed they fronted the full amount for the refund to the customer, and they secure the full amount from my credit card on file for purchase payments, without my authorization. I have requested that Paypal insure that the amount pending, {$1000.00} and the associated fees in the amount of {$35.00} be properly refunded to my bank account of record. Paypal and XXXX have a legal obligation to make me whole as to this order cancellation. Please note that as of date of filing this complaint, Paypal has forwarded the {$1000.00} to my bank account, minus the processing fees that give genesis to this submittal.

Consumer Complaint: Received notice from Paypal that my account was limited permanently for violating terms of use, however I never violated any of the terms and they won't tell me what term they think was violated. Account has {$7700.00} that they are holding for 180 days. Called XX/XX/21 to ask for clarification was told that nobody can tell me why it was limited, but no other option than to wait 180 days. I recently stopped using Paypal because XXXX moved me over to managed payment. My guess is that I was flagged for keeping a higher balance and that they are holding my money to collect interest knowing that I am no longer collecting money through their system.

Issue: Money was not available when promised

Consumer Complaint: I have received the same amount of payment for editing services from the same sender for several months. The first payment in XXXX was held for 21 days to make sure it wasn't a problem even though the sender approved it. Three payments have come in since then without a problem. Another payment came in this morning from the same person for the same amount. Now, Paypal is holding the payment, saying that it is an " unusual transaction '' when it is the same amount and same sender that has been sent in the past, multiple times, without incident. This is a blatantly false representation about the regularity of the payments and the sender. Moreover, Paypal won't allow the sender to approve the payment and confirm that she has received the services. It isn't even a possibility until 48 hours past the time she sent the money and then I must wait several days after that. If the transaction was truly unusual, I can see some justification for holding it, but it is so regular that they should almost come to expect these payments from this person. I tried to speak with a supervisor on the phone but nothing. I wrote an email to the General Counsel and received no response. All I want is the money I earned rightfully.

Consumer Complaint: I made two transfers of {$330.00} into my paypal prepaid debit card account on XX/XX/XXXX. The transfer was completed and approved. On XX/XX/XXXX, I had {$190.00} left on my prepaid card from my government stimulus check and paypal took the {$190.00} and put my account over {$600.00} in the negative. I've since had a deposit of {$140.00} and {$15.00}. Ive tried calling paypal numerous times over the past few weeks to resolve the issue. Every time I've actually been able to get ahold of customer service I've been on the phone with them for an hour before I was hung up on or being told I was being transferred because they couldn't resolve the issue. Today I spoke to a supervisor and she told me that paypal let me use the funds before they were available which is not true because I have a prepaid card and the trnasferwas approved and completed for over two weeks before they took the money out of my paypal debit card and put my account through paypal in the negative.

Consumer Complaint: My account is was frozen after receiving a transfer of XXXX dollars from a linked bank account the bank sent me an email asking for some information that I provided a few days later such bank received my information on a Tuesday but in the meantime I had call to such bank on Monday a day prior to me providing the information asked for the reason why was i not able to use my debit card they didn't have an answer only thing I was told was i can't see any reason but someone will call you within 3 to 5 day with that being said Friday out of the same week 4 days later I reached out to the bank with hopes of having my account reinstated but the only response I get is that my account is still frozen for an unknown reason that I would have to talk to an specific department that was not available at the time then I asked for my account to be closed they said to talk to that specific department to have my account close i said well you guys have deprived me from my money for 8 days now now I demand my account closed I want to cut all laces between me and this bank right this second I don't want to here from this bank anymore I don't consent this bank to use any of my personal information for any reason I don't authorize this bank to call email me for any reason then the associate closed the chat 2 to 3 min later with the excuse that I didn't reply and I have all the transcript from the chat between the bank representative and me

Consumer Complaint: This is my new complaint to respond to this new problem as I believe the original complaint has now been closed. ( XXXX ) My responses are in parenthesis. ( No way to highlight or color on this site. ) Company 's Response : On XX/XX/XXXX, you created a PayPal account ( Account ) at which time you agreed to PayPals user agreement ( User Agreement ). ( Once again anything to do with my complaint of not being able to contact you to fix the problems I am having? If I have not participated with any of these agreements please spell them out. If you are trying to say you can do whatever you want as far as not giving me proper access to my funds I doubt you will be able to do that. You may be asking for some real trouble with that one. Which is where this is heading if you do not start helping me fix these issues and get access to my funds other than buying things using paypal or my paypal debit card. ) On XX/XX/XXXX, you provided yourXX/XX/XXXX savings account ( Savings Account ) to PayPal to use as a funding source and for withdrawals. On XX/XX/XXXX, you provided yourXX/XX/XXXX checking account ( Checking Account ) to PayPal to use as a funding source and for withdrawals. On XX/XX/XXXX, you removed your Checking Account from your Account. On XX/XX/XXXX, you filed CFPB complaint XXXX, stating that you were unable to link your Checking Account to your Account. Additionally, you complained that you were being asked to complete an additional verification step to prove ownership of your Savings Account, and that these issues were preventing you from accessing the funds held in your Account balance. Consequently, on XX/XX/XXXX, we completed a detailed review of your Account and found no evidence of unauthorized Account activity. Furthermore, we enabled your Checking Account on your Account to be used as a funding source and for withdrawals. ( Once again I have little idea what is going on here but I do not want any bank acct linked to my paypal account unless it is at my direction. I dont believe I ever had the acct mentioned linked so I have no idea what they are talking about. When I did attempt to it gave me error so it seems funny the system would not let me link it again if it was previously linked. I need paypal to undo any actions like this they have taken. And I need them to respond and take action related to my original complaint so I can access my funds and take care of any other issues. I need access to their company not just a website that does not work. ) For further information into PayPals review of your Account, please review our response to complaint XXXX dated XX/XX/XXXX. Upon receipt of your Complaint, we attempted to contact you via telephone to discuss your recent Account activity ; however, we were unable to reach you at that time. As you requested the ability to withdraw the funds from your Account to your Checking Account, we are declining your request to remove your Checking Account from your Account on your behalf, as this would prevent you from withdrawing funds to the Checking Account. ( I had an error when I attempted that so I was stopped and also stopped myself at that point with any reattempts. You have no right to add steps to what I was doing and link any account on your own. I will be contacting the AG for criminal action on this if you continue to have any accounts linked I have not authorized. You have even admitted here what you have done improperly. And I am not to be required to be available to you for phone calls. I am not getting paid for that and I do not want the job. This is a big part of the problem I am having with you. You are getting paid to have phones available for me and you have not furnished that. ) Further, as you currently hold a balance in your Account, we are unable to close your Account at this time. ( What are you talking about with closing my account? When did I ever request that? ) We have included instructions on how to remove a bank account from your Account and close your Account once you withdraw your Account balance, should you still wish to do so. ( Where did you include instructions to do that? It may be impossible for me to access ebay if I have no ppal account. That is another problem I may be working on soon also. I have not asked for any accounts to be linked in these complaints. I do not want any linked in these actions and I want any of those actions retracted. I want to be able to do that on my own if and when I want. I am being left in the dark on this all. I have asked to be able to link an account when I want. I want the system fixed and then be messaged when that is accomplished. I also need a way to contact ppal if needed if I have problems again when I go to link an account. That is what I have asked for from day one and nothing else. If you dont immediately delink any accounts I did not personally link immediately I will be contacting the AG. I am not going to keep playing these silly games. Along with retracting any of your improper actions refer to my original complaint and what I am asking for and furnish a resolution to that and not all of this other bs. I will be contacting the AG on XX/XX/XXXX. )
