Consumer Complaint: on XX/XX/2023 I saw an offerup listing for XXXX XXXXXXXX XXXX XXXX for {$530.00}, we do the transaction by paypal as it is a safer payment method. I said to the seller that I would pay {$40.00} for the shipping through friends & family and the rest through goods & services, but she demanded {$60.00} so I just agreed to it and payed {$63.00} because there is {$3.00} fee. this money is sent to XXXX and the fund will be available on XX/XX/XXXX so there is still time. After it she sent me the not complete tracking number and demanded {$100.00} more for the full tracking number, so with my kindness I paid {$100.00} more to XXXX with paypal again. then she sent me XXXX tracking number but after some day, It got delivered but not to my address. I contacted her and she said, she will contact XXXX and she just told me to wait for it but until now ( XX/XX/XXXX ) I still havent got the phone and she blocked me off

Consumer Complaint: XXXX Attempted to update the debit card on file with venmo XXXX our non profit rescue. Learned the account was setup incorrectly by the previous XXXX of the rescue, and the account was frozen. I have been told by Venmo on several occasions that this has XXXX resolved, and should be able to update my account info in order to transfer the money with no avail. There is {$3100.00} in our venmo account that we are unable to access. Venmo has told me that they would need to cut a check and mail to my home, to which they have not. Their customer service is less than helpful and we need our money.

Consumer Complaint: On XX/XX/XXXX, I placed an order online for {$580.00} for three items from XXXX using PayPals XXXX service. This meant that I paid for the purchase in XXXX installments of {$140.00} each : on XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX, and XX/XX/XXXX. The items were delivered on XX/XX/XXXX and returned in-person to a XXXX showroom on XX/XX/XXXX, which was within the allowed return window. I received a handwritten receipt for the return at that time. However, a month later, I still had not received the refund due in the amount of {$360.00}. So I raised a dispute directly with the credit card used for the transactions, a XXXX from XXXX XXXXXXXX XXXX, administered by XXXX XXXX XXXX : claim ID # XXXX. As part of this claim process, XXXX received a letter dated XX/XX/XXXX from PayPal stating that my claim was accepted. As a result, XXXX also accepted my claim and charged back and refunded the appropriate amounts. I have now been refunded in full. As you can see from the screenshots, PayPal also opened cases and closed them in my favor, in parallel with this process. Those case numbers are : XXXX XXXX XXXX, and XXXX. Unfortunately, since then, I can still see on the homepage of my online PayPal account that PayPal has this XXXX plan incorrectly listed as in arrears, with immediate payment due. I also applied for a PayPal credit line on XX/XX/XXXX and was denied due to this error still being listed incorrectly on my account. My credit score is near XXXX and I have never before had any issues with any accounts whatsoever. The denial letter that came from XXXXXXXX XXXX caused me to think that a negative report had been made to the credit bureaus. Thankfully, I have been unable to find any such negative account listed. I fear PayPal may yet report something that will hurt my credit in the future, though. I now believe that the issue is internally within PayPal and that the reason for the denial is the incorrect listing of this one installment plan. I have also tried several times recently to obtain new PayPal Pay-in-4 plans and been denied by PayPal. I have called PayPal at least five times trying to bring this ongoing issue to PayPals attention, but no one seems to understand it or has done anything to correct it. I have talked to multiple departments. Both PayPal and I now possess a recording of a recent call on XX/XX/XXXX, in which the representative verbally acknowledged that my claim had been decided in my favor and that PayPal had accepted the claim. Yet, I am completely unable to use Pay-in-4 at this time or to obtain any credit from PayPal Credit due to PayPals continuing listing this matter on my account as delinquent.

Consumer Complaint: I purchased a product from XXXX XXXX using PayPal pay in 4 financing. The transaction was cancelled by XXXX XXXX per my request and I never received the items. I have direct confirmation from XXXX regarding the cancellation including email. PayPal is rejecting to provide any refund and after multiple phone call and messaging communication with the proofs of the purchase cancellation, continuing to provide any resolution for the issue. The merchant XXXX directly informed PayPal pf this cancellation but Pay [ pal is being denial. The last two conversation I had with PayPal messaging system, the representative reopened the case for my issue and informed that I will be notified regarding any case update via email. However after 1-2 weeks wait, PayPal just closes the case without notifying me anything.

Consumer Complaint: I operate a business using XXXX to collect payments. On XX/XX/XXXX, PayPal begin to keep money I was collecting from my customers without any notice or warning that I would no longer be able to receive the funds. I promptly provided information they request, which was information I had previously provided to them upon opening the account. 5 days later on XX/XX/XXXX, they requested MORE documents to be provided which are again the same documents I had provided when I opened the account. PayPal at this point is continuing to keep my money giving me no power to access my funds for at least XXXX more days. I called PayPal and the agent confirmed that my funds were being held " XXXX ''. The agent actively confirmed that " yes '' my funds were being held XXXX. In addition, the agent informed me that PayPal was doing this in order to earn interest off of the funds. PayPal is in a powerful position to keep the funds which do not belong to them and puts up extremely tall walls for communication and are beyond reasonable in keeping money that is not theirs. Please investigate and if there is a case here, please pursue a penalty for harassing customers at large and intentionally keeping funds to earn profit from interest.

Unfortunately, sometimes we can't process activity for a variety of reasons, including local laws, our policies, or the policies of our partner banks and card networks. Based on the information we have today, it looks like customers were dissatisfied with activity from this business. Consumer Complaint: I have had a PayPal account for 19 years. In those 19 years I have never had a dispute filed either against me, nor did I ever file a dispute. Recently I made my account a business account so I could use it to sell handmade crafts on my website using XXXX. I only use the paypal to buy supplies from websites, to pay for shipping labels through paypal, and as a payment option for my customers. I dont get tons of orders since my business is relatively new. I only opened it a few months ago. I hadnt used my account in a few weeks. My last few transactions were 2 purchases made by customers. I left the money in there to use for shipping labels. I may have transferred {$30.00} out to my bank and left around {$30.00} in the account for shipping. I went to pay for my shipping and my purchase wouldnt go through. I was confused seeing that I knew I had money in there to cover the shipping costs. After a few tries I went into my PayPal account and saw a message that said my account was limited. I immediately checked my email. At XXXX that morning, I saw I was sent an email from PayPal stating that my account has been deactivated. The only reason given was this, Based on the information we have today, it looks like customers were dissatisfied with activity from this business.. I was totally confused! I had never had one dispute filed on my account from any customers! As far as I know all my customers were happy! I never had an issue at all! Everything was going smoothly. I then contacted PayPal via their customer service line. The person on the phone looked up my account and said that I had been a customer for 19 years and had never had any complaints or disputes and that it was probably just a glitch with their algorithm. She said shes submit it to another department for review and I should hear back in 3 days. She also asked me to upload my ID which I did. I gave her 3 forms of ID. My account is so old it was made in my maiden name and so I sent over Id with my current name and maiden name. 3 days have passed, I didnt receive an email and so I decided to send over a message on their website. Within seconds I received a message in response saying that they permanently terminated my account! They did not give me any reason as to why except to send me their terms of service in which I reviewed and still I do not know how I broke them! I know I didnt do anything wrong! I never had any disputes filed against my account. They also said they they have to hold my remaining balance for up to 180 days for any disputes, but I know I dont have any disputes on my account! I am terribly upset about this as I loved the ease of using PayPal for my business but I know I didnt do anything wrong or fraudulent to cause this! I would like my account to be reinstated. Even the customer service lady said she believed it was a mistake as there havent been any disputes or complaints on my account ever! I dont understand why this is happening. I was not offered any way to appeal this decision. I also want my money as they have no right to hold it for 180 days since there are no disputes on my account.

Consumer Complaint: we use paypal for many things. i dont know if i am sending this to the right company or not. XX/XX/XXXX paypal froze my business account for 6 months for a so called transaction they claim violated there terms. these terms were not the terms when i signed up and i never agreed to anything different. paypal took {$420.00} froze it then kept or stole it. they still will not comment on why. this is theft breach of contract and racteteering. XX/XX/XXXX and XX/XX/XXXX i was charged {$39.00} each month from a company i never agreed to have money withdrawn. paypal still doesnt reimburse for the fraud. XX/XX/XXXX a charge from family dollar for items was charged for {$520.00} these items were wrong and the company would take a return and paypal claims this was a friends and family charge, XX/XX/XXXX a charge of {$500.00} from a sugarhouse website was fraud and again no refund. XX/XX/XXXX charges for XXXX and XXXX and XXXX charged and i received wrong items., they claim these were paid friends and family. paypals site doesnt give an option to pay a certain way. if someone sends me a request i don't know how its coming. the items were also wrong and the company billed it under a different name so i couldnt contact them back so this is fraud. XX/XX/XXXX my check for deposit was suppose to be mailed to me but they froze that for 11 months till they finally changed my address. paypal doesnt respond to anything steals money and doesnt keep there terms or refunding for fraud.

Consumer Complaint: I had opened a account with venmo gave them my back account number and a routing number, They went into my account and took XXXX dollar, and the next day deposited XXXX dollar. I then logged in and hit the deposit button at the top right side, and nothing happened no deposit. I tried it several times in the next few days, Then I closed the account, and got a new card from my bank. I have written them many times and even called them, and have gotten no where. Here is the last e-mail from them. They have had my money for YEARS now .... : Your request ( # XXXX ) has been updated. To add additional comments, reply to this email. XXXX XXXX ( Venmo ) XX/XX/XXXX, XXXX XXXX CST Hi XXXX, Venmo will not automatically transfer your balance to your bank account.
