Consumer Complaint: To whom it may concern, I had a previous CFPB complaint submitted on XX/XX/XXXX with paypal ( Ref # : XXXX ) On XX/XX/XXXX I recieved a resolution notice from CFPB, and paypal. I recieved the following : " Upon receipt of your Complaint, PayPal completed a subsequent review of Account 1 and Account 2 and determined the limitations were placed in error. More specifically, the accounts were not cash advancing. As a result, the limitations were removed from both accounts. You were notified via email. '' After this notification, I was successfully able to log into paypal, and I had only 3 transactions ( 1 of which funds transfer from my checking account into paypal ). The three transactions all comply with paypal 's terms and limitations. There was no cash advance and no fraudulent activity. On XX/XX/XXXX, I once again recieved an email ( Ref ID - XXXX ) stating I can no longer use paypal, and that my funds will be witheld for 180 days. I recieved the following message " As a result, your account has been permanently limited, with no further ability to send or receive funds. '' I truly belive this is error again, as I have done nothing wrong. I did not do any type of fraudulent activity, or any cash advance 's. I added funds to my paypal account from my bank account ( same bank account for over 20 years ), and I did everything withing paypal 's terms and conditions. I truly value my longterm relationship with paypal for over 20 years, and I'm very disheartened by the second permenant limitation placed on my account within a short amount of time ( within 3 weeks ). I would like to have a conversation with the XXXX XXXX Operations Unit, and be given an opportunity to discuss this limitation. I can be reached at XXXX ( 24 hours ) a day, or via email : XXXX For the reference to this case, I am showing you the response from paypal on XXXX XXXX, for my first CFPB complaint # XXXX, which they admitted to error on there behalf : " Company 's Response On XX/XX/XXXX, you created a PayPal account ( " Account 1 '' ), using the email address XXXX, at which time you agreed to PayPal 's user agreement ( " User Agreement '' ). On XX/XX/XXXX, you created a PayPal account ( " Account 2 '' ), using the email address XXXX, at which time you agreed to the User Agreement. In order to prevent fraud and help ensure the safety of the PayPal system, PayPal routinely reviews account activity. On XX/XX/XXXX, we carefully considered a number of factors that, when viewed together, indicated there was a higher than average amount of risk associated with Account 1. Specifically, the money movement in and out of your account balances reflected cash advancing, which is strictly prohibited by the User Agreement. As a result, PayPal requested that you provide a copy of your photo ID, and an explanation of the recent account activity to review the limitation. You provided the requested information on XX/XX/XXXX. On XX/XX/XXXX, after reviewing the documentation provided, PayPal determined we were unable to mitigate the risk associated with Account 1. As a result, we denied your appeal. Further, PayPal placed a permanent limitation on Account 2 due to the risk factors listed above. You were notified via email that the balance of Account 2 would be held for 180 days. However, at the time of the limitation, the balance for Account 2 was {$0.00}. Upon receipt of your Complaint, PayPal completed a subsequent review of Account 1 and Account 2 and determined the limitations were placed in error. More specifically, the accounts were not cash advancing. As a result, the limitations were removed from both accounts. You were notified via email. DESCRIPTION OF NON-MONETARY RELIEF On XX/XX/XXXX, PayPal restored access to two of your PayPal accounts.

Consumer Complaint: I accidentally pre-ordered some tickets on XXXX XXXX using my PayPal account I have not received any tickets they have taken about {$3000.00} from me and are holding my money ransom refusing to return it to me PayPal is not helping me they said that they will not be able to help me until after the day of the concert if they still did not deliver the tickets to me I bought them by mistake thinking that they were actual tickets and not a pre-order. The actual tickets on their website are only {$130.00} and they are charging me {$560.00} each ticket I bought four of them. They claim that you are not allowed to sell tickets that you do not physically own yeah here I am one of their sellers fraudulently took my money and they are not helping you refund my money and neither is PayPal.

Consumer Complaint: I sold a product using PayPal to a local buyer and delivered the product to him in person. We even took a video of delivery to his address and kept records of messages with the buyer in which he confirmed that he received the item. PayPal immediately collected their fee and then paced a hold on my {$950.00} so that I could not access the funds until the buyer confirmed that the product was delivered. The buyer then attempted to confirm the delivery but PayPal would not let him do so for 48 hours. Concerned that I would not receive my money I called PayPal offering to send proof of the delivery, including the screenshot of PayPals email taken from the buyer when he attempted to confirm the funds but it said it would not let him. I waited the 48 hours and now can not reach the buyer. I reached out to PayPal today and they said they have no way for me to show them proof that we delivered the product to the buyer. I again asked them to provide me a way to show them our messages with the buyer and the time stamped video of the product delivery but they refused. I asked why PayPal would make it so complicated and they replied that they wanted to sell card readers to sellers to make it faster. This concerned me because it causes an un necessary delay for the sellers so that PayPal can profit from more of their card readers in the market place causing a undue burden for their consumers and a long term profit for PayPal. I asked their manager named XXXX why they wound make their buyers wait and she wouldnt answer the question and the line went silent and the call got disconnected.
