Consumer Complaint: So on the XXXX of XXXX, I had a family member log into my account to deposit my PayPal balance to their bank account as I am not a US citizen and they are. From that point onward I have been trying to make payments on XXXX using my PayPal balance and there is a restriction on my account that I had never been notified of. They simply won't allow me to use that money to make a purchase so that money is basically sitting in my account useless. They also won't allow me to make payments using the cards attached to my account. I have tried reaching out to their customer service but they have kept giving me the runaround and have been very rude and smug in the process. The matter is very urgent and I need to be able to use my money asap. I really thought PayPal was a reputable company but this experience has proven me wrong.

Consumer Complaint: I have a paypal account, it was permanently limited in XXXX, then the balance was available for withdrawal in XXXX after 180 days. Its XXXX, I'm trying to add a bank and debit card in my paypal in order to withdraw the funds, because I linked bank has been closed and linked card is a prepaid gift card. So, must I need to add bank, I called paypal multiple times last 3 months but no agent helped me. They said I have to wait 48-72 then refreshing my account but that was useless. Eventually, they said the XXXX system doesnt allowing me to add a bank or card. It says " Sorry! We can't link your bank account right now! '' I dont want to get a check, if I wanted I should've already get it on my own. I think its XXXX of paypal monopolist business policy, they dont override my issue, they dont help. I am not necessarily requesting that my account be re-opened or allowed to continue to use the PayPal service, as I have already taken my business to your largest competitor and I am no longer in need of PayPals services. I have previously requested a review/appeal of my case which was denied, my business is in USA, but I'm currently living in XXXX. I understand PayPals need for holding funds for credit card chargeback purposes, however a review of my account history for the last year will reveal a very low chargeback rate as well as a very high customer-satisfaction rate. I feel that any reasonable person would conclude that holding my entire balance for more than 180 days is excessive and my be viewed by some as punitive or as already stated, an unnecessary abuse of power and perhaps even contrary to the laws of some states. The two emails I got from PayPal, on the attached files, talked about a **Select Funds release** option after the 180 days, but after all the messages I sent to the customer support asking were is this feature and how can I release my funds? No answer, just automated responses. Please be aware that replying with the standard this is part of the terms of service that you agreed to will not satisfy my request, or deter me from filing my complaints with the agencies listed above on the morning of Wednesday XX/XX/XXXX. It will be up to those agencies to determine if PayPal is operating within the law, abusing power, etc. I am simply seeking a resolution that is fair and in the best interest of both parties. Now, Paypal refuses to remove old phone numbers from their system so that I can complete 2 factor authentication. I made my request. Paypal 's response was to lock my account. On their site they say 'follow directions in email. ' No email was recieved. Paypal is singling me out for bad treatment and denying me access to my funds.
