Consumer Complaint: I received a letter on XX/XX/21 from XXXX XXXX XXXX XXXX saying that I owe {$1300.00} on my PayPal account. It states that unless I notify them in writing within 30 days disputing the validity of the debt, they will assume the debt is valid. The letter states that they would accept {$990.00} as a partial payment by XX/XX/21. XXXX XXXX XXXX XXXX is requesting that I make the payment directly to them ( instead of to PayPal ). I contacted PayPal and they confirmed that I have {$0.00} debit with them and have always had {$0.00} debt with them. They suggested I disregard the letter and not provide any information to XXXX XXXX XXXX XXXX, as they believe it is fraud. I believe the letter I received from XXXX XXXX XXXX XXXX to be fraud/scam or a case of identity theft and do not plan to contact them.

Consumer Complaint: PayPal permanently limited my account on XX/XX/2021 ( Reference ID : XXXX ) which prevents me from withdrawing funds on my PayPal account. This was done according to PayPal, as a result of a presumed unauthorized activity on my account. And as a result, limited my account. PayPal decided to hold my funds on the account which INCLUDES a Crypto coin ( Ethereum ) balance of over {$1800.00} I made an initial complaint through CFPB portal and PayPal responded on XX/XX/2021. Paypal explicitly stated on their response - Pursuant to the aforementioned section of the User Agreement, PayPal may hold account balance for up to 180 daysWe will make any remaining funds available to you for withdrawal on or before XX/XX/2021 Its now 19 days since specified date in which funds were to be made available, and despite engaging with numerous customer PayPal representatives, I have still not been giving access to my Crypto funds for withdrawal. They currently have no date in which they plan to release the funds. Consumer Complaint: I logged into PayPal to send an invoice to someone who owed me money. I accidentally sent them a payment of {$3200.00} instead of sending an invoice. The recipient was very cooperative and refunded this mistaken payment immediately. However, PayPal charged a 2.9 % transaction fee on my payment ( in this case, the fee was {$93.00} ). PayPal refuses to refund this transaction fee, even though the original payment was an accident and was promptly refunded by the recipient. I contacted PayPal through their message service. I received an unclear reply with several grammatical errors. PayPal said " because when you send [ sic ] the payment, because it was for a [ sic ] goods and services, the money that the receiver get [ sic ] was the amount they refunded you ... '' I sought further clarification, and received a subsequent message from a different customer support agent, stating " If someone refund [ sic ] a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller or sender are not returned to you. '' Again, this was not a " payment for goods or services, '' it was a mistaken payment that was refunded by the recipient. It seems totally unreasonable that I am being charged nearly {$100.00} in transaction fees for a transaction that shouldn't have occurred, and which was reversed within minutes. Furthermore, PayPal insists upon characterizing this as " a payment for goods or services, '' which it plainly was not. The recipient did not provide goods or services, was not expecting a payment from me, and promptly refunded the mistaken payment.

Consumer Complaint: Below is the complaint I filed with PayPal inc. The company is refusing to release my funds until after 180 days even though I have been compliant in authenticating my identity. Filed with PayPal Friday, XX/XX/XXXX Reference ID : XXXX I am respectfully requesting that the hold on my funds/account be lifted. I am NOT requesting that my account be re-opened or allowed to continue to use the PayPal service, as I respect PayPal 's decision to suspend my account. I simply would like my funds to be released as swiftly as possible seeing as I have not been involved in any fraudulent or illegal behaviour ; I simply made a business account BY MISTAKE instead of a personal account. I do not own a business and thus the {$800.00} USD in my account is money I made on my own accord. I do not have any customers and thus the 180 ban in order to await customer disputes is invalid. I have proof of NOT owning any sort of business attached to this account, that of which I am happy to provide PayPal with evidence. Also, I had previously contacted PayPal to ask them how to downgrade my account from business to personal AND when prompted for showing identification, I do so properly. I was then suddenly banned without proper warning. Furthermore, I am currently overseas and am in need of these funds for traveling back to America. I will begin my travel next Tuesday ( XXXX ) and am in need of these funds. I have proof of my travel such as my ticket and and passport and am happy to provide evidence of this to PayPal directly. Without these funds, traveling to see my family ( whom I haven't seen in 4 years ) will prove extremely difficult if not impossible for me. I have previously requested a review/appeal of my case which was denied even though I was compliant and offered proper authentic identification for the issue. Although I still disagree with the decision to deny my appeal I will abide by it however because I feel that holding my funds for 180 days for a non-fraudulent violation of PayPals Acceptable Use Policy is excessive, and perhaps a punitive abuse of power. I will be filing complaints with my respective agencies in America if I am not satisfied with PayPals response to this request to release my funds, respectfully. Finally, I do NOT wish to have my personal finance information kept for 180 days as I would like to completely terminate my business with PayPal.

At that time i was informed that my money would be held for 180 days then it would be released to me for withdrawal and my account would be closed. Consumer Complaint: PayPal currently has been holding our funds for way too long. All our orders are getting delivered quickly and without any issues, yet PayPal still continuously places holds on our account which severely affects the business 's money flow. As of today XX/XX/2021, PayPal is currently holding about {$9000.00}. This issue has been prevalent since XX/XX/2021 which marks almost an entire month of PayPal holds. According to the laws in the state of California where we operate from, as a Money Transfer company, PayPal shouldn't be holding the funds for longer than 10 days, especially since all our packages come with tracking numbers that are directly updated to Paypal automatically, and we have a great history of shipping packages quickly and delivering them with no issue. We rarely get any complaints, and if we do we try to make quick resolutions.
