Consumer Complaint: I want to complain about a very concerning problem related to the payment service PayPal offered at paypal.com PayPal limited my account without prior notice and held my money for 180 days to cover any disputes. Their customer service always promised that they will release my funds after 180 days. I logged in to my account after the 180 days passed to discover that PayPal stole my money and transferred all my balance to themselves under the false claim of nonexistent damages. There was no damage to PayPal and I believe their claims are false. All disputes related to my account was settled. PayPal acted in bad faith and debited random arbitrary amounts to empty my balance to XXXX enriching themselves from my hard earned money. XXXX XXXX, PayPal transferred my whole balance and took my hard earned money under the Transaction ID : XXXX. Under the common law, liquidated damages may not be set so high that they are penalty clauses rather than fair compensation. I believe PayPal acted in bad faith as a payment company, they have failed to offer the promised service. I believe that I was deceived and scammed by PayPal and I want to complain about this corrupt acts done by the payment company PayPal. I have tried to resolve this issue friendly with them many times but they always reply with canned and useless responses done by bots. PayPal failed to provide the advertised payment service. Consumer Complaint: This began in XX/XX/2021 for an amount of {$30.00}. It was a purchase through XXXX using PayPal with a connected credit card with XXXX XXXX The goods never arrived. I submitted a claim through the XXXX website and did not receive a response. I then submitted a claim to the PayPal website and did not receive a timely response so I then Disputed the transaction with my credit card company. A month or so later PayPal, refunded the amount after the credit card company had already restored the balance. Apparently the credit card company never reversed their portion once PayPal fixed the issue. In early 2021, I was notified of a double refund by PayPal and so they put a hold on my account until I fixed the issue they are asking be to add funds ( {$30.00} ) to fix the discrepancy. I have contacted both PayPal and XXXX XXXX multiple times. I have confirmed with XXXX that PayPal accepted the charge back. XXXX has reversed their original refund. I have provided screenshots from my account as well as the official letter from XXXX XXXX to PayPal with no change in the status of my account. When I spoke with them several weeks ago, they asked for my authorization to contact XXXX XXXX to try to sort things out as they claim they never received funds that XXXX pulled originally when I submitted the dispute. XXXX disputed this and can provide documentation apparently. I contacted the XXXX at the end of XXXX and there has been no response from PayPal as of XX/XX/XXXX which was the original deadline. Since I submitted the XXXX complaint, my account is now blocked for PayPal. When I try to login it says my credentials are incorrect. I have not changed anything as far as my username or password.

Consumer Complaint: We sold some old XXXX Ornaments and the person who bought them wanted to use PayPal. I did and PayPal shows that I received {$360.00}. However, PayPal won't let me transfer that money to my linked bank account. I've tried contacting their Customer Services via chat, phone, and XXXX and the XXXX team was the only one that I was able to correspond/communicate with. They first said maybe it was account limits, but this is way under the {$25000.00} limit in the documentation they provided. Then they suggested maybe there was something unresolved, but there is nothing in their resolution center that is open or indicates an issue. Then they suggested waiting for 12 hours in case there was an issue in sending the money to the bank. I waited nearly 24 hours but have the same issue. So then they said that " When you attempt to add a card, withdraw, or send payments, we check for unusual factors associated with the particular transaction. The unusual activity can be accessing your account from a different region, usage of unrecognized or restricted networks like VPN, public networks, or an abnormal transaction. '' They then suggested waiting for another 48 hours so that their system can clear any flags. But they can not tell me what flags there are, if there ARE actually flags, or if there is another issue. Apparently their internal security system is automated and no one at PayPal can see what it does or why it does anything, so they don't actually know what's going on with my account. All they can say is " keep waiting '' for the mysterious automated system no one can review decides to let me transaction go. My account is verified linked properly, and I've previously confirmed my identity with PayPal with my driver 's license and other documentation they use for verification. I reside in the U.S., have tried the transaction on their mobile app on the XXXX network, their website ( XXXX and desktop & laptop on home networkXXXX, & work laptop over corporate VPN ) with multiple browsers, and nothing works. I've had PayPal for nearly 20 years so I'm not a new sign up, but for whatever reason they won't release my money and can't tell me why they won't release it.

Consumer Complaint: I have been using PayPal to receive payments for my XXXX XXXX and also paid some of my staff using same platform. all was fine until i get notified that my account has been permanently limited. I immediately contacted the executive office and was told that one of the accounts I used to make payments to and they linked to me had a limitation hence why i was also banned I feel this was not fair on my part as I can not have control over how other people use their PayPal accounts I just really want my account back. Consumer Complaint: Attempting to close Paypal account. Told one of the reasons it couldn't be closed was a " credit '' on the account. Credit was not requested by me nor accepted [ account showed button to " accept '' it which I did not ]. I specifically told Paypal to get rid of the credit and that it was NOT allowed to donate it- Paypal is not gong to create a tax break for itself through whatever game this is. When I logged in the next day it was shown as donated.Paypal does not get to manage MY account as it chooses, in direct defiance of my management. Paypal refuses to do anything to fix this other than put the credit back on my account which then means I can't close the account because there is no other way to get rid of it because I won't link my bank account for it to be transferred because I'm closing my account because I don't want Paypal to have any of my information and Paypal refuses to apply it to the Paypal credit balance which should have had its own credit but they XXXX me on that too.

Consumer Complaint: I have been conducting my XXXX XXXX XXXX XXXX with PayPal for TWENTY YEARS. My record is virtually spotless. I process XXXX XXXX XXXX XXXX per month, ALL OF MY INCOME comes through pay pal. This month OUT OF THE BLUE they decided that I would only have access to XXXX XXXX of MY MONEY- this is represents XXXX percent of my earnings. The money is being held for 21 days. I CAN NOT RUN MY BUSINESS. I CAN NOT BUY FOOD. They have repeatedly promised to get back to me BUT THEY HAVE NOT. They do not answer written messages nor do they take any action on the phone. I REPEAT : I HAVE WORKED WITH THESE FRAUDSTERS WITHOUT INCIDENT FOR TWENTY YEARS. THERE IS NO REASON FOR THIS ACTION. They originally told me it was because my sales increased. THAT IS FALSE, I am down 10 % on the year. They also suggested I enter each tracking numbers from orders onto the PayPal site. THIS IS NOT PHOSICALLY NOT POSSIBLE NOR IS IT WARRANTED. Please help

Consumer Complaint: paypal unauthorized usage of my debit card / checking/savings account by paypal. I have not authorized pay pal to remove {$150.00} from my account and they have used my debit card for other transactions I have not authorized them to make. I made a paypal payment via paypal withdrawing funds from my XXXX account, I was given an email address, when I realized it was the incorrect, i called paypal immediately to stop the payment from being issued, the customer representative told me they couldnt do anything I would have to get the monies through XXXX because paypal NO LONGER PROTECT PAYMENTS or monies used from another account FROM FRAUD. I explained this was new to me and that was the first time I was made aware of this. I insisted the payment was only issued moments ago, why cant they stopped the payment. She insisted she couldnt help me or do anything about it. and I would have to contact XXXX, which I did. XXXX back placed a stop payment on the transaction. and rejected the payment. Paypal them access another account I had to pay balances and removed funds without my knowledge. I only saw this today when I attempt to contact Paypal about the issue with XXXX and noticed that they had removed funds from my XXXX savings and checking account, I DID NOT AUTHORIZED OR MADE ANY PAYMENTS TRANSFER REQUEST FROM MY XXXX XXXX I AM REQUESTING THAT PAYPAL RESTORE MY XXXX FUNDS THEY REMOVED OF {$150.00}

Consumer Complaint: Complaint Regarding PayPal Withholding My Payment I'm writing with regards to help with the release of my payment in PayPal PayPal sent me an email claiming that it had limited my account Upon inquiring the circumstances behind the limitation, PayPal informed me the account had been limited for security reasons- reasons they can't reveal. Please note that I'm a single mother of XXXX, I'm paid by my employer using my PayPal email address and my bank ( paypal ) has permanently limited the account with money in it. I feel so devastated, shocked, overstretched and completely overwhelmed. I'm slowly sinking into XXXX and I think this issue is having a toll on my health and mental wellbeing. I can provide the PayPal email associated with the limited account The amounts withheld are {$84.00} dollars Date of withholding was XXXX XXXX, 2022 The reasons they cited for limiting my account was that the account was closed for security reasons they can't disclose and that my money will be made available to me 180 days after the date of the limitation.
