Consumer Complaint: I have tried repeatedly to close my Pay Pal account. I no longer have access to it. Their agents say it can't be closed because I have a Venom account which is owned by PayPal. I do not have a Venmo account and attempts to log in to Venmo or get a password reset show I do not. Further even if I did it would not be a joint account with PayPal and should not be a reason to not close the XXXX XXXX account. I received a fraudulent XXXX email yesterday claiming there had been an attempt to transfer {$500.00} from the account. A call to PayPal confirmed it was a fraudulent email. Yet when I insisted the account be closed the agent said she would email me something. Repeated attempts to send the email did not work, nor did providing a second email, nor did an attempt to text me. PayPal is subjecting me to potential fraud and liability by refusing to close this account which probably also has a credit card still attached to it.

Consumer Complaint: PayPal is refusing to close my account in violation of its terms of service. From https : //www.paypal.com/us/webapps/mpp/ua/useragreement-full " By continuing to use our services after any changes to this user agreement or any of the other applicable terms, agreements, or policies, you agree to abide and be bound by those changes. If you do not agree with any changes to this user agreement, you may close your account. '' PayPal has changed its policy to fine {$2500.00} its customers for doing business with people PayPal unilaterally decides to be spreading " misinformation. '' I do not agree with this change. Therefore, I am entitled to immediately close my account without any conditions as per the PayPal terms.

Consumer Complaint: Im simply trying to get more clarification to an earlier complaint I had filed with Paypal, Compliant number XXXX. Im trying to get my data deleted from their servers. If that can not happen today because of federal law and regulations from the FDIC, so be it. However, upon doing more research into the subject after the call from someone at the executive office of paypal, she stated in both the written response as well as verbally to me over the phone on XX/XX/XXXX at approx XXXX XXXX XXXX with a follow up call at approx XXXX XXXX XXXX, that all data must be kept for 10 years. This is not the time length in the regulations I had found governing data retention for finical institutions. According the the FDIC 31 CFR 1020.220 ( a ) ( 3 ) ( ii ) - " Retention of records. The bank must retain the information in paragraph ( a ) ( 3 ) ( i ) ( A ) of this section for five years after the date the account is closed or, in the case of credit card accounts, five years after the account is closed or becomes dormant. The bank must retain the information in paragraphs ( a ) ( 3 ) ( i ) ( B ), ( C ), and ( D ) of this section for five years after the record is made. '' [ 75 FR 65812, XXXX XXXX, XXXX, as amended at 85 FR 57138, XXXX XXXX, XXXX ] My account was locked aka became dormant on or about XX/XX/XXXX, according to what Paypal states must happen, it will be XXXX before my data is deleted from their system. However, according to the FDIC regulations, that data must only be kept for 5 years. If I could get my data off of the paypal system in XXXX vs XXXX. I would take that as an acceptable outcome. I would have just handled this complaint via email however the provided email that i could reply with questions to XXXX XXXX XXXX comes back to my email as an invalid address. After calling paypal customer support again today XX/XX/XXXX at approx XXXX XXXX, they could not provide me with a valid email address to contact the executive team again.

Consumer Complaint: This is a continuation of my complaint ( XXXX ) submitted to Consumer Finance Protection Bureau . The CFPB closed my complaint with the resolution provided by Paypal being that they would grant me a credit of {$1.00} to be able to sell my crypto remaining assets so that my balance would be empty and then I would be able to close my account. I have requested the XXXX XXXX credit ( see attached ) and Paypal failed to provide me a XXXX XXXX credit. My balance in Paypal crypto is still under a XXXX XXXX I forfeit any balance in my account so that it can be closed. Paypal is refusing to close this account and keep this balance for no reason. I do not care about the remaining balance. I forfeit the balance. I want this account closed immediately. Please see attachments, showing I requested the XXXX XXXX credit and showing my balance is still under {$1.00} in Paypal account.

Consumer Complaint: I received a payment of {$1500.00} on my VENMO account. I initiated a transfer of those funds to an account I use to have at XXXX XXXXXXXX XXXX I had not transferred money to that account in a while and immediately realized after I had requested the transfer that my account at XXXX XXXXXXXX XXXX ( now XXXXXXXX XXXX ) had been closed. There is no option to cancel a transfer on the VENMO app. When I went to the pending transactions portal there is an option to request a cancelation. I proceeded by pressing the option link and was prompted to a series of questions, including whether the transfer had been initiated within the hour and I responded YES. I was then sent to a live chat. When I requested a cancellation of the transfer because I mistakenly sent it to a closed account, I was informed that nothing could be done. There was no explanation as to why a transfer that had been initiated only minutes earlier could not be cancelled. Now I may be without access to my money for several weeks until this matter is resolved.

Consumer Complaint: On XX/XX/2022 I received and did a standard transfer of money that someone is paying me for photography in the amount of {$500.00}. It said it would take XXXX business days and est day of arrival was XX/XX/2022. On XXXXXXXX XXXX XXXX I noticed that it was still in pending status and no money had dropped. I called and spoke to the bank and was told nothing is coming through. I then called customer service of venmo and was told that it would drop later that night or in the morning. Because his vague response with no explanation I had my XXXX XXXXXXXX call in which he got a gentleman who told him that the funds were in fact held by a federal agency and that he would put in a request to the engineers to have the money release because it was past the day legally they could hold the money. He would not give anymore information. Then I called back later in the evening and spoke with another gentleman who told me that it was in fact a review by venmo, they had a glitch on XX/XX/2022 and that he didn't know when it would be released. Unsatisfied I asked to speak to a manager and that manager in fact told me that it was totally Venmo 's fault they had a issue and that the engineers were trying to find a fix. He said that the money would be released to my bank by XXXX or XXXX the following morning. Now my bank the way all transactions work with venmo is the moment they are released it comes into my bank as a pending status and doesn't release until the XXXX. So at XXXX today I called the bank there is no money in route they can see. I called back Venmo in which I spoke to a gentleman, XXXX and a supervisor XXXX XXXX They said that oh well yes it was a venmo issue and that the money was not released when they said. That as of today sometime the money will be released and I should get it by XXXX XXXX. That is {$500.00} that they are holding and the way the call ended was him saying " there is nothing we can do for you '' The below transaction was never done as it states by venmo

Consumer Complaint: I received what appears to be a legitimate paypal email XX/XX/22 at XXXX at the email address through which I am registered with PayPal XXXX It was a notification that I had been invoiced for {$490.00} by a company called XXXX XXXX. I am not familiar with this company nor have I made any purchases in that amount recently. The seller note listed in the email says : " Seller note to customer You have successfully made a transaction for your Ethereum ( ETH ) Using Paypal, you Charged the amount mentioned in the invoice. This transaction may take 12 hours to appear in your Bank Statement. Do give us a Call for any dispute regarding the Payment and issue a Refund at XXXX ( XXXX ) XXXX '' I do not know what Ethereum is nor do I see the transaction listed in either my paypal or paypal credit account. Again, the email does appear legitimate, coming from XXXXXXXX and lacking the XXXX misspellings of many phishing emails though I did note the odd capitalization of certain words. I did not click on any of the links listed in the email, but contacted PayPal directly about the incident. They were unable to provide adequate assistance, directing me to simply forward the email to XXXX. I did as directed but I do not feel as though the issue was being taken seriously.
