Consumer Complaint: I made a purchase on my credit card through Paypal. Exactly XXXX minutes after placing the order, I sent a request to the merchant requesting a cancelation after realizing the merchant is a fraudulent company located in XXXX. I have emails that are timestamped showing this. I also disputed the charge with Paypal and my credit card company. My credit card company, whom I also filed a complaint against, told me they denied the dispute because they needed proof the company cancelled the order. Since the company is a fraud, they of course did not cancel the order even after acknowledging that I had requested a cancellation. Their so called policy states an order can be cancelled up until the item ships. The item was shipped 10 days after I requested the cancellation and 7 days after they acknowledged I wanted it cancelled, so basically, they ignored my request in order to generate a bogus shipping label to send to the credit card company and paypal to show they sent something. I have yet to receive anything. Paypal is refusing to dispute the purchase and allowing this fraud website to continue using their platform and scamming people out of money. The merchant is XXXX XXXX I, they ignored my request to cancel in order to generate a bogus shipping label, and if I ever receive the products, ( doubtful ) their return policy will be past the timeframe for a return and I would have to pay shipping costs to return it to XXXX, if I ever get a hold of anyone in order to send a return. There are plenty of negative reviews regarding this site, which I have attached with this complaint. I have also attached my FTC complaint, their bogus website policies, and all emails sent to this merchant.

On XX/XX/XXXX i used Paypal to receive payment for an item i sold, the total amount was {$3700.00} usd, on XX/XX/XXXX the buyer open a complain demanding a refund of {$500.00} usd, at first i denied giving the refund but after talking to the buyer on XX/XX/XXXX i did agree on giving the {$500.00} back. after all this i supposed to receive payment for the amount of {$3000.00} usd and till today XX/XX/XXXX of XXXX that amount is still kept on hold by Paypal. i have submitted proof that the item has been delivered and i have agreed to give the refund to the buyer as he requested. Paypal keep telling me to wait and say that the buyer 's financial institution has to fix the issue, i used paypal trusting it was a safe way to receive payment but they don't seem capable of doing nothing to help resolve this problem, I want my money for the item I have sold.

Consumer Complaint: Back on XX/XX/XXXX, I was all of a sudden unable to transfer the funds I received via paypal, to my bank account or debit card. I never had an issue in doing so previous to this time. I contacted Paypal immediately and they stated that they fixed the issue and to give it up to 48 hrs to correct on my online account. I attempted again a week later to transfer the funds and received the same error message. Contacted Paypal again and after being transferred several times I was told to submit proof of identity which I did. Still no access to my money. I have since called countless times and have been on hold for hours upon hours, and still have yet to access my money. As I am typing this i am currently on hold after calling and asking for a supervisor, for now 1 hour and 36 minutes! I have over {$1300.00} being basically held hostage in my paypal account and the company has been no help and now will not even answer my calls! I need help in getting MY MONEY as I have been trying and trying for 7 months to do so, as it is now XX/XX/XXXX.

XXXX XXXX XXXX XXXXs a Monthly Beauty Subscription Box. People pay on the XXXX of the month, then we use our money in PayPal to buy stamp, and ship their inventory. I have several customers maybe half my customers pay through PayPal and are on automatic billing through XXXX Recently, PayPal only pgave me access to $ XXXX of my generated revenue. When I called in, they told me well you as a XXXX XXXX should be looking for other capital to run your business as they held my money for 21 days. I stuck it out as I didn't know how to move my XXXX maybe XXXX customers to another payment processor. Recently, they then cut my money that I can receive from my earned money to {$300.00}. I emailed them asking why? After I've been assured that once they have more information my limit of accessing my own funds can increase. They informed me I had 5 disputes. 3 of the 5 disputes are a person outside the USA and we asked her to cancel her subscription as we can no longer ship international. She wanted to hold on to her subscription because she loved her boxes. However, shipping rates have increased we fully refunded her. 1 of the disputes had 1 color of her eyeshadow palette break in shipping. We asked her to return our box for a full refund which we did. Our box is $ XXXX for 5 to 7 Full size beauty products so 1 color in her eyeshadow breaking during shipping was out of our control. I tried to call PayPal and explain my business model and they claimed to understand and sent it to their back office for further review. I also had a XXXX account for my makeup line which they said I had unhappy customers. They asked me to upload tracking and when I did it wouldn't accept it. So I moved on and removed PayPal from my website as it wasn't a big deal 1 or 2 customers using PayPal VS 100s a month.

Consumer Complaint: On XX/XX/23, I received a letter from Paypal XXXX XXXX ) which included : a routing number, a bank account number, a debit card with my name, and my current recently moved into address. I do not have nor have I had business with PaypalXXXXXXXX nor did I request this card or account to be created. I called the number listed on the letter that I received to ask who created this account, when, how was my data received and for clarity in this process. The agent that took my call refused to provide me her employee ID or client identifying number, she refused to transfer me to her supervisor, did not share any details and just transferred me back over the the start of the prompts in the Call Center queue. This makes me think the agent was trying to avoid a quality monitoring or a score that I would receive and did not want to do her job. I got in touch with another agent who did provide me with her identifier number, but she just wanted me to disregard the card and the intent they had. She refused to direct me to a person or department that could give me the information I asked for, she refused to say who, what or when the card was issued and said she didn't have that information. This is a lie as its basic CRM practices and due to FTC regulations, they need to keep the data on all accounts they open. On the fifth attempt to get transferred to a supervisor, they made me wait over ten minutes to speak to one.+ Supervisor refused to provide any information except his employee ID and just wanted me to be happy I was opted out of future marketing campaigns, but not acknowledging the issue at hand of how they received my data and how could they delete it.
