Consumer Complaint: I made a purchase on XXXX, payment collected by PayPal, with my XXXX card in XX/XX/2023. The item was for my wedding and was in my area after I left for my wedding. The package had to be signed for and I obviously wasn't home to get the package. The post office was supposed to send it back the beginning of XXXX and still has not. The XXXX seller refuses to refund me even though they're aware I never got the package, no longer need it and the post office hasn't sent it back. The post office has nothing to do with me so I don't understand why I'm being punished and stolen from. I filed a dispute with XXXX and they decided the charge was valid even though there's proof it wasn't delivered. I have zero need for the item now and it's not my fault that the post office still hasn't sent the item back. PayPal 's customer service was beyond useless. I was told I'd received an email to resolve this and still haven't received anything, 4 days later. There's NO explanation for PayPal not having customer protection when this kind of thing happens. I kept being told I had to have a PayPal account to file a dispute. When I made the purchase, I had a PayPal account but because the transaction was through XXXX and not PAYPAL, there was no recored of the purchase on my PayPal account which I've had to tell PayPal multiple times because apparently everyone is incompetent. I literally just want my money back for the item that I NEVER RECEIVED. How does PayPal allow XXXX payments but offers ZERO consumer protection when it comes to disputes?!?!?!

Consumer Complaint: I was charged {$190.00} and {$59.00} on a PayPal Debit Card for purchases that I cancelled before shipping due to the cost being misleading by the vendor. The vendor shipped the package but I refused delivery. Although I've contacted the vender on numerous occasions, the vendor has not responded. I filed a dispute with PayPal on XX/XX/XXXX supplying all the communication with the vendor as well as proof that I did not accept delivery of the product. The status on PayPal indicates that a review would take approximately 5 days, but as of XX/XX/2023, the review has not taken place. I've attempted to contact PayPal but have only been able to 'communicate ' with bots. At one point, I was directed to open a chat through XXXX which I did. I was communicating with an unknown person on PayPal 's XXXX page with no resolution. I opened a private chat on XXXX and was communicating with an XXXX and a XXXX and was told that the issue would be transferred to the 'relevant ' party, however, the issue still has not been resolved or reviewed by PayPal . The account can be identified by my email address of XXXX. I'd appreciate any assistance in getting the charges refunded since PayPal is not responding and I've been unable to communicate successfully with a live customer service agent.

I was never explained the reason to their decision. When they permanently limit an account, all money in your balance is held for 180 days. They give you no other solution other than wait. If this hold isnt released, I will not be able to provide the trip my guest paid for. My guest wont understand that this is PayPals fault, not mine. Consequently, a bad review from this guest can destroy what I do for a living, which would destroy every other aspect of my life. PayPal can locate my account using my email address - XXXX XXXX

On XX/XX/XXXX, I received an email saying that the seller was offering a full refund if I returned the item. The item had already been sent back, and the seller received it on XX/XX/XXXX. I sent Paypal the tracking information for this item. It was shipped by XXXX XXXX XXXX XXXX with the PRO ( tracking ) number XXXX. On XX/XX/XXXX, Paypal sent me an email saying they had denied my refund because the tracking number was invalid. I went to https : //www.rlcarriers.com/freight/shipping/shipment-tracing, typed in the tracking number, and verified that the item had been sent and delivered. I contacted Paypal about the matter and asked them to call XXXX XXXX XXXX XXXX to verify that the item had been delivered to the seller. Paypal said that they are unable to call the carrier, and that I would need to give them a valid tracking number ( I already explained to them that the tracking number I gave them was valid ). Paypal now refuses to refund the payment despite proof that it had been delivered. I will need to seek counsel from an attorney if I can not receive the refund.
