I filed a fraud dispute over the phone. They said I should hear something in 21 days. Consumer Complaint: Name : XXXX XXXX XXXX : XXXX *Case ID : XXXX Total Amount : {$1800.00} I contacted PayPal after my account was compromised and funds were stolen ( detailed explanation in the claim notes ). PayPal decided the transactions were unauthorized and the case has been accepted and decided in my favor, however, there is no reversal of the money back to my PayPal balance. Update : I contacted PayPal via secure inbox multiple times about not receiving my refund. Each time I was told I was fully refunded which I was not! I responded a bit more stern and was limited shortly after. Then I was told that I was not refunded yet because my account was limited and after it it resolved I would be refunded ( which is very weird ). I woke up only to find my Paypal account now Permanently limited and a notice saying " you can not use PayPal anymore ''. I have pics of this travesty of a support/dispute team! It seems as though PayPal permanently limited my account in order to not reimbursed me. I will be writing to my state representative, The Consumer Financial Protection Bureau, The FTC and the Federal Reserve. I will also be speaking with attorneys to go over my legal options including arbitration with XXXX. ** '' Note : They blocked me from messaging via phone, but I was able to send messages via my gaming Console 's browser.

Consumer Complaint: Dear Consumer Financial Protection Bureau, I am writing to file a complaint against PayPal regarding an unresolved unauthorized transaction claim that has led to significant financial inconvenience and an unjust negative account balance. Despite providing substantial evidence supporting my case, PayPal has failed to close the claim in my favor, leaving me in a deeply frustrating situation. On XX/XX/16, a sender had filed a case with PayPal claiming that they did not authorize a payment of {$100.00}, which they willingly sent. I responded to the case providing a screenshot of communication between the sender and myself to support my claim. It is important to note that the sender of the funds in question falsely made a claim to recover their funds, despite the transaction being authorized. I am deeply disappointed that PayPal did not conduct a thorough investigation to assess the credibility of both claims, instead favoring the senders baseless request and overlooking my solid evidence. Furthermore, the lack of a fair resolution has resulted in my PayPal account balance being unjustly set to a negative amount. This negative balance poses significant inconvenience and distress, preventing me from conducting transactions on the platform. I strongly believe that PayPal has a responsibility to thoroughly investigate claims and provide a fair and just resolution for its customers. Consumer Complaint: ? this incident was recently appointed to me 2 days ago .... i created a paypal account .... it automatically stated a rare activity that was recent from my other account i didnt know i had! you see transactions have been made and performed this month and last month with my name on a credit card or debit card im not to sure whats going on but i do know theres another account associated with my name my birthdate my social security number and there are doing unathorized transactions underneath my identity! i had told paypal to delete my current account and they supposed did but i had said why dont you delete every account with my social security and what not but since they cant spot out the true identifier of the account .. so idk any comments?

Consumer Complaint: On XX/XX/XXXX, I purchased an item for {$1200.00} from a private seller using paypal 's " goods and services '' service, which promises protections from scams and fraud. Immediately after the transaction, a dispute was opened under my account claiming that the item had not been delivered. The dispute was closed XXXX minutes later. I did not file this dispute. It is my belief that the seller exploited a security flaw in paypal and posed as me while opening and closing the dispute ; I have no way to prove that, but I know that I didn't open it. The seller provided me with a tracking number with a delivery date of XX/XX/XXXX ; though the tracking number shows the item as delivered, no package arrived. When I contacted the seller, he blocked me and deleted the listing. I then contacted paypal and tried to file a dispute. After XXXX weeks and nearly XXXX hours on the phone, I've been told that as the initial dispute was already closed, another dispute can not be opened and that once a dispute is closed no protections apply. This despite the fact that the initial dispute was only opened and closed due to a paypal security flaw. When I explained this to the fraud department, I was told that their internal records showed that the dispute had been opened from my account, and that nothing could be done.

I did not make that purchase, so I logged in to see if there was anything else I did not notice. I saw multiple charges from other countries that I did not make. I told PayPal this, they investigated for about 6 hours and then told me they were valid. Consumer Complaint: On XXXX XXXX i WAS GOING TO PAY A COMPANY THAT WORKED ON MY HOUSE IN South Carolina. The company that I was going to pay name was XXXX and it is owned by XXXX XXXX who has and account with Pay Pal. When I sent it Pay Pal sent it to another company which is also called. I immediately called Pay Pal and told them and put in a dispute about this transaction. The amount is XXXX dollars. Pay Pal wrote me and said they could not do anything about it. I have tried contacting the company that they sent the money to by email because that's all the information I can get from PayPal. The email address is XXXX XXXX I have reached out twice and get no reply. I told the company about the mistake and have ask them to reply but they don't. I have since paid the man that did the work at my home at XXXX XXXX XXXX XXXX, SC and have a receipt for the work. I notice on PayPal it says why i was paying this amount so I know the company can look back and see the have never done any work at that address. I hope that we can get to the bottom of this and I can get my money back.

You'll not be able to conduct any further business using PayPal. ) PayPal ( Ref ID - XXXX ) This automated email was sent exactly after a sale of {$19.00} USD from XXXX XXXX XX/XX/2023 XXXX . I would like to have the personal PayPal account reinstated and the release of my funds of {$19.00} USD PayPal is holding the funds and has no authority to do so. Please have them investigate this & correct this issue with them limiting my account as well as allow me to have access to the XXXX USD funds

In order to file the dispute I needed to file a form. Upon filing this form I had made a mistake writing it from {$150.00} to {$15000.00}. In order to make the proper correction I would have to send then more $ XXXX They text me an E-Check for {$26000.00} from the XXXX XXXX XXXXXXXX which would be forwarded to my checking acct. upon there receipt of the money. Consumer Complaint: I received a {$2000.00} transfer through PayPal and then transferred the {$2000.00} to a friend who indicated that she needed it. She resolved her financial issue and went to send it back to me when she found that PayPal had put a 21-day hold on the funds because of '' increased activity ''. Whose, mine or hers? And hw much activity is too much? She has called PayPal customer service several times to ascertain why the hold has been placed and no reason could be provided. After making several calls she got a PayPal supervisor who advised her that the funds were available. When she went to link her PayPal and her bank card to the account to put the funds inti her XXXX XXXX XXXX account, the card ( s ) would not be accepted. From a major financial institution, why not? Again no explanation was provided, so more calls were made to PayPal with no resolution. She asked them to return the funds to me, which they said they could not once the transfer had been made even though the funds are 100 % with PayPal and can not be accessed. In addition they assessed a heavy fee of {$59.00} for the transfer which was not disclosed when I initiated the transfer. It only appeared on the receipt of the recipient. ( See the attached screenshots ) I am attaching the receipts from PayPal regarding this transaction. Their complete lack if transparency explaining their funds hold prior to initiating the transfer is not acceptable. If they couldn't transfer the funds once I initiated the transfer they should have said the this specific transfer is subject to a 21 day hold and would I still want to complete the transfer, not place the hold on the funds AFTER THE TRANSFER. I want PayPal to be held accountable for fees and information about holds inly after the transfer is initiated. If there was " increased activity '' then this should have been disclosed to me prior to initiating the transfer to allow me to decide if i want the funds held for up yo 21 days!
