Consumer Complaint: On XX/XX/XXXX I used Venmo to pay for a used aircraft part that I purchased from a XXXX seller. Shortly after I make the purchase I realized this was someone that was being dishonest or trying to scam people on XXXX. The total amount was {$1100.00}. On XX/XX/XXXX I contacted Venmo to dispute the transaction as I said this money was used for buying a product online, I also had my back put a stop pay on the transaction before the money was taken out of my checking account. The same day I called Venmo to make sure everything I submitted in my dispute was clear, I also asked the customer service agent if there was anything else I needed to do and she said all the info I provided was clear and they would take care of it. I let her know that I stopped the money from leaving my bank and she said that was good that I had contacted my bank. In my mind I had done more then most reasonable people would have done and this should be a easy situation for Venmo to take care of. Later Venmo asked me for info that I was unable to provide like a URL like to the listing that the seller had and communication between me and the seller. The seller had already pulled down the listing on XXXX and the only communication I had with the seller was on XXXX XXXX so I didnt really know how I was going to provide this info but as I said I had already talked to someone at Venmo that said I have provided what they needed and I still had the money in my bank. On XX/XX/XXXX Venmo denied my claim because they said they didnt have the info they requested, I called them immediately once I got the notification and they said I could submit screenshots of anything I had which would have been good to know when I talked to Venmo XXXX XX/XX/XXXX. After I submitted all the screen shots to the Venmo rep they sent me back an email saying that they would not be able to open up the dispute and that I needed to try to resolve this with the seller that was already not responding to any communication from me at this point, and as I told them this was a scam artist trying to steel money from people online. I called back Venmo again the evening of the XXXX and asked what the appeal process was and again I sent them all the screen shots I had between me and the seller and they said it would take XXXX for them to see what they could do. They also said that they had already sent the seller the money before it cleared my bank so I would still be responsible to cover the balance in my account, even thought I had done everything I could have at this point to stop a dishonest person from taking {$1100.00} from me. Did Venmo ever ask the seller for any proof that they sent me the used parts that I purchased? I feel that Venmo did a poor job of handling this dispute and notifying me of what they needed and how I would be able to provide them with information from a seller that was being dishonest. I also think it was incredible irresponsible of them to send them money to the seller before they had funds from my bank.

Consumer Complaint: I was collecting money at the office to send flowers for a coworker. ( XXXX ) The money was sent to me from different people via PayPal . Upon my request, PayPal transferred the first {$99.00} to my bank account. Another {$99.00} came in. PayPal transferred {$30.00} to my bank account. When I asked them why the remaining {$69.00} was not showing as a balance on my PayPal account so I could initiate the transfer to my bank, I was told it was because I had placed an order for flowers using the credit card attached to my PayPal account. PayPal said they were holding the cash to apply the balance of the cash in my account to the flower order. I don't know why because the flower order was on the credit card issued by XXXX, not PayPal, and the contributions were sent to me in cash. I don't see anything about this practice on their website nor did I get a message when I placed the flowers order that PayPal would place a hold on the cash. The credit card attached to my PayPal account is with XXXX, not PayPal so payments to the credit card have nothing to do with PayPal. I immediately cancelled the flowers order so PayPal could release the cash. When I talked to PayPal, they said it would take a couple of days. When I log into my PayPal account it still shows a {$0.00} cash balance while showing a hold for authorization on the flowers order. The flowers order was placed on XX/XX/XXXX and cancelled within the XXXX says the order was also cancelled on XX/XX/XXXX. Yet, as of today, it's been 17 days and PayPal is still holding my cash for a credit card it did not issue to me for a cancelled order.

Consumer Complaint: I have been receiving emails from PayPal addressed to XXXX XXXX ( I do not know anyone by this name ). The emails are sent to XXXX, whereas my email account is actually XXXX. XXXX does not pay any attention to periods in email addresses, so regardless of how many are included and where, they will still deliver to the same account based only on the alpha numeric symbols in the address. I have tried forwarding these emails to XXXX which is the only option available through PayPal for reporting this. They have always replied that they will not close the account or remove XXXX unless I am able to email them from that precise address. The issue is that XXXX will only let you send emails from the address you registered with ( XXXX ) even though they will deliver regardless of periods. After repeated attempts with PayPal I see no other option than to escalate through a CFPB complaint in hopes that hearing from you folks will cause them to actually take action here. Note I have tried resetting the password for XXXX so I could log in and close the account myself, however they refuse to do a password reset unless I provide a government ID for XXXX XXXX ( again, I don't know this person or whether they even exist ).

Consumer Complaint: I found an " adoption '' page on XXXX for XXXX XXXX kittens, selected a kitten from their page I wanted to adopt, paid the deposit that was required for the kitten using PayPal, the required form of payment ( {$700.00} ). A week later, after speaking with the individual whom I adopted the kitten from for a week, had a signed contract, and a receipt for my purchase, I was sent to a home in NJ, XXXX hours away from my home to pick said kitten up, and it was a scam. The address was " fake ''. There was no kitten at the address given to me. I was told to wait in the driveway, they were on their way there, however they never showed up, then they blocked me from being able to message them. I tried to recover my loss through PayPal, and they told me they could not help me because I used the " friends and family '' way of payment, and there was no way to guarantee that I got what I had purchased.

Consumer Complaint: There are several transactions on my PayPal statements which show duplicate transactions, some more than twice coming out of my accounts. While I do understand these statements show duplicate transactions out of default, there are several transactions still showing a minus sign- in front of these transactions more than once. Therefore they have been paid out more than once. I have been unsuccessful in resolving this issue for far too long and would like to see it come to a final end as PayPal customer service is not at all easy to work with.
