Consumer Complaint: I have a subaccount on my amex serve prepaid card account. I tried to use my card to make a purchase and it declined which it should not have because I have money on the card. I return home to contact the customer service only to be told they could not tell me what was wrong with my card to my subaccount but that it had been permanently locked and that I can not use it anymore. My money is trapped on this account and I had asked them to transfer the money to my main account and they refused to do so telling me that I would have to send a letter to them to tell them why I should get my own money from the account when it belongs to me. I asked to speak to a supervisor and the supervisor gets on the phone almost 30 minutes later. The supervisor then tells me some off the wall statement that during a recent review of my American Express Serve Account they noticed activity that was in violation of the Serve Member Agreement, section : Section 15E and because of that violation, my account has been closed. When I tried to look up the section 15e I couldnt get access to read it. I was then told there was nothing that they could do about what happened to my account and that I was pretty much out of luck. I informed them that I am a protected person covered by law and that they are now committing disabled financial abuse by keeping me from having access from my money and refusing to transfer my money to my other account so that I can have access to it. Their response was that the law does apply to them and that they can do what ever they want. they then hung up on me telling good luck getting my money back.

Consumer Complaint: I'm writing on the falsified claim that American Express makes against me, its manipulation of the service relationship, and its efforts to obtain unfair advantages and infringe on my consumer 's rights of honest service. On XX/XX/XXXX, American Express made the claim that " our attempts to send you an email about your XX/XX/XXXX Billing Statement were unsuccessful ''. The claim was totally fabricated. Ive been receiving countless emails from the company on various dates, before and after XX/XX/XXXX. There had been NO unsuccessful email attempts. American Express representatives confirmed that there was no record of unsuccessful attempts at all ( see attached document : Amex XX/XX/XXXX ). The company could not provide the bounced email message or other proof to support its claim. In making the false claim against me, American Express tries to manipulate its service relationship with me and gain unfair advantages at the cost of my consumer rights. The company threatened to unilaterally alter the billing if I do not follow their instructions within ten days ( see attached document : Amex XX/XX/XXXX XXXX. And the damage was not just limited to the alternation of billing. On XX/XX/XXXX, I also received message in the American Express online account that my credit limit was lowered because the company unilaterally determined to change it based on my income. I faithfully disclosed my income, and Amex initialized the credit line last year. I have full proof that my numbers were actual and authentic, and my income has increased since last year. Yet, the company determined to arbitrarily alter the service. Its ungrounded and derogatory action caused damage to my credit rating. Based on the above, American Express is communicating falsified information to its consumer and tries to gain advantage over its client through fraudulent practices. Such practices, conducted via mail and/or email, constitute a deprivation of honest service. I request investigations into such potential frauds.

Consumer Complaint: about XX/XX/XXXX, my American Express Serve debit/credit card was stolen near XXXX, Texas. In XX/XX/XXXX when I realized this, I contacted American Express and had the card suspended and a replacement sent to my mailing address. I know the name of the parties who stole the card and provided this to American Express. I submitted theft/credit card misuse complaint report with XXXX, Texas, police department about XX/XX/XXXX as is required. I provided all relevant info to XXXX, Texas Police Department and this complaint was sent to a Detective in the department ( Fraud Department ). I opened this account about XX/XX/XXXX. This account card is used as a debit and credit card, both and often the user must show identification to use the card for transactions, therefore, this case involves Identity Theft. The thieves in this case also were in possession of my state issued identification card and social security card, as well as insurance cards, etcetera. This account has Fraud Protection on it. American Express informed me about XX/XX/XXXX that I had to submit a completed Declaration of Fraud form, including for every fraudulent transaction that occurred during the time the card was out of my possession ( from XX/XX/XXXX to XX/XX/XXXX XXXX, which I did. This took several months. Over the course of the next couple of years, at some point I was also informed that I had to write a letter to the American Express Serve Office ( Account Protection Office ) in Georgia, which I did do. Fact, I was a XXXX XXXX XXXX and was involved in several civil law cases during this time period, as still am. The files pertaining to this case and some others keep getting stolen, causing problems in proceeding with resolution in this case. After repeated attempts, American Express stubbornly refuses to return the stolen funds ( more than {$5200.00} ) .. The persons responsible for the theft are ex convicts with history of these kinds of thefts. I have made it clear to XXXX Police and American Express that I am willing to work toward prosecuting these individuals, including so that they can't do this to anyone else. American Express 's refusal to return these funds, even temporarily, is hampering prosecution on this case. In the meantime, the card as stolen again ( in XXXX ) and the thieves stole more than {$7200.00} from this account during a 9 month time period. As a last resort, I turned to the Texas Department of Banking regarding American Express odd handling of this case. From there I turned to the Office of the Comptroller of the Currency, who referred me to your agency. I am only asking for return of the {$5200.00} ish funds stolen from this account during the 5 month period the thieves were in possession of this card. American Express is in Breach of Contract on this matter. Respectfully

Consumer Complaint: Hello, I recently had a situation where an individual was soliciting people in our neighborhood to send them money for what he claimed was for charity purposes. Problem is he was not letting people go easily and I did not feel safe in the position where I was coerced into giving them money so they could leave me alone. Specifically it was {$100.00} that I sent to him from the AMEX application directly. I called AMEX and they informed me that they do not think this was life-threatening so I do not have a case to be made. My problem is I did not want to submit this transaction, but rather I was coerced into doing something I did not want because it was what I felt was safer for me. The AMEX representative insisted that he does not believe that I was in any danger and that I could have ignore this individual despite what I just emphasized about not feeling safe. He said if I were life-threatening then he could report it but he insisted that he does not think I was in any danger and offered no recourse or viable resolutions. Im truly upset with the judgement from this individual which is very unlike what I am accustomed to from this company. I hope we can correctly categorize this situation and dispute this transaction as I clearly did not feel safe in doing this transaction and the representative did say it is disputable if it were life-threatening. I hope to hear back and have a resolution to this issue.

Consumer Complaint: Months ago an Amex credit card account showed up on my credit report that I never applied for. I have filed several disputes through the credit bureau all of which told me there was 'proof '. I called Amex several times ( Customer service, Fraud, etc ) and they tell me every time I need to get in with the credit reporting department ( XXXX ) and this menu has zero options that reach an operator. Every single option ends the call with no option to speak to a real person. American Express refuses to remove this account or even provide proof that the application was mine. Because they have none!!!! This company CLEARLY has application verification processes that are too relaxed. This would be ok if they had a robust fraud prevention team, but that is not the case either. INSTEAD, American Express doesn't care if someone who applies for their cards is real or fake, and if they're fake Amex doesn't care to fix it. I guess money is money for them. But that doesn't stop them from leaving it on my report and shutting down every dispute I submit through the bureaus. This is unfair, my opportunities are being stripped from me, and someone else is profiting off of all of this. I need help and American Express is failing me for their own gain.

Consumer Complaint: On XX/XX/XXXX and on XX/XX/XXXX I submitted two separate applications for a credit card because an affiliate said I had good to excellent chances for being approved ( XXXX XXXX, XXXX XXXX XXXX XXXX ). I have not missed any payment since XXXX and I have also resolved 2 accounts that were sent to collections in XXXX. My XXXX report shows that the XXXX account that was settled in XXXX and was transferred to XXXX. XXXX shows that had been satisfied and closed ; However, my XXXX report shows the account in delinquency and does not show the servicing transfer to XXXX where I paid the account in full. The credit analyst did not even bother to see the discrepancies on my report. Additionally, AMEX stated the reason for denial was : 1 ) Too many credit card accounts on which, in our estimation, you have not paid a majority of the balance in recent months. ( XXXX ) This is completely a lie, if you look at my XXXX Report it shows that not a single student loan or active credit card has been payment late. I have been making my payments on time since XXXX. 2 ) The maximum utilization on your credit card account ( s ) is too high ( XXXX ). Too high? I pay off my credit card bills every month on their due date. Are you serious? Currently, I am using 20 % of my utilization XXXX $ XXXX out of & XXXX ) XXXX ) You have a serious delinquency on one or more of your accounts. I have a 100 % payment history since XXXX. Are you serious? I dont have a single account in delinquency. 4 ) The ratio of revolving account balances to their credit limits is too high. My ratio is 20 % and is going down every month. What are you talking about?!? DO BETTER AND FIX THIS!
