Consumer Complaint: Ref Number : XXXX AMERICAN EXPRESS is in violation of 15 U.S. Code 1691c2 for taking advantage of a Minority Owned Small Business and its owner 's personal private non-public data. I, XXXX XXXX, the consumer and natural person, was denied credit by AMERICAN EXPRESS when I was misled to applied for the American Express XXXX XXXX XXXX Credit Card. Adverse action against a consumer is AGAINST THE LAW according to the equal credit opportunity act which is codified in 15 U.S.C 1691c and is pursuant to civil liability under 15 U.S.C XXXX. You are subject to criminally liability for violating 15 U.S.C 1691 and 15 U.S. Code 1691e as I have proof that I was discriminated against by AMERICAN EXPRESS due to the response I received. AMERICAN EXPRESS is in violation of 15 U.S code 1642, U.S.C 1681m and 12 CFR 1002 because I, the consumer, made an application in good faith, but credit was not issued. Furthermore, because my social security number ( credit card ) was used and I received NO benefit, this is proof of fraudulent activity ( unauthorized use of credit card ) on behalf of AMERICAN EXPRESS. Consumer Complaint: I signed into American Express website, 0 % Promotion APR offer was advertised. I accepted the offer. Email was sent regarding this offer. This is what was included in the email : We hope you've been enjoying the Promotional Annual Percentage Rate ( APR ) you enrolled in for purchases, which is 0 %. We're sending you this reminder to let you know that the promotional rate will expire at the end of your XX/XX/XXXX billing period. Terms and conditions for this offer were not provided in this email. Payment was due on XX/XX/XXXX. While I was submitting payment around XXXX on XX/XX/XXXX, their website was having issues and signed me out multiple times due to network issues. Payment was then submitted few minutes later after midnight, around XXXX AM on XX/XX/XXXX Central standard time. Their website recorded it at XXXXXXXX XXXX based on another time zone. I was charged not only late fee, but also interest charge for this statement. I contacted American Express customer service on XX/XX/XXXX after discovering such charges, explained to them that I submitted payment on time. The customer service agent advised that the interest charge and late fee would be waived. After waiting for over 48 hours, I discovered neither the late fee charge or the interest charge was waived. I contacted American Express customer service again on XX/XX/XXXX. I explained to them I was told these charges would be waived, the agent advised the system is not letting them waive these charges. After being hassles for atleast 4 hours, the agent waived the interest charge, and I was signed out of American Express website automatically. This is a malpractice American Express is performing - automatic signouts of clients, while they are connected to a customer service agent using Live chat. I contacted American Express customer service again. I was told only the interest charge could be waived but not the late fee. Interest charge was {$0.00}, and Late fee was {$29.00}. I explained to the agent I submitted payment on time the website was having network issues and the payment was submitted few minutes after midnight. The agent advised American Express system indicated payment was submitted few hours after midnight. I then explained to the agent I was offered 0 % APR promotion offer, and questioned the agent why I was charged interest rate and late fee after accepting such offer. Agent advised late fee can still be charged, however interest rate will can be waived. I expressed my concern to the agent that such promotions normally do not have a payment due date and interest rate charges. The agent disagreed. I advised agent to speak to a manager. After few hours of wait, I was able to speak to a manager. I explained to American Express manager that 0 % APR promotion offers normally do not have interest charges or late fees. This is how my XXXX credit card operates. I have owned other credit cards before, such as XXXX XXXX, and same terms apply. I also explained to the manager, that I was emailed information regarding this offer on XX/XX/XXXX. The email did not contain terms and conditions for this offer. How is the consumer supposed to be aware of such terms when other credit card vendors have different terms and conditions? After debating with manager for some time I was able to get the charge waived. American express failed to provide terms and conditions for the 0 % APR promotional offer which lead to such charges. Also the payment was submitted on time, however their system recorded the transaction to a later time. In additional, their website has on multiple occassions signed me out automatically even when connected to Live customer service chat. This is what happened as well when I was submitting payment which caused the payment to be recorded after midnight ( XXXXXXXX XXXX ) so the system records it as late payment. I was also told regarding this 0 % APR promotion that the offer is valid from XXXX. I accepted this offer on XX/XX/XXXX. Their system recorded it as if I accepted the offer on XX/XX/XXXX. American express did not send me any such offer during this time. The company is exercising extremely poor customer service and false promotional tactics in order to collect additional fees even when consumer makes payment on time. As of XX/XX/XXXX, the late fee is supposed to be waived in 24-48 hours according to American Express customer service . Hopefully this is true, because it was promised before as well on XX/XX/XXXX but the fee was not waived.

Consumer Complaint: Hello, I was trying to purchase airline tickets for a month and luckily found good price on XX/XX/XXXX. I wanted to buy the tickets using the XXXX airline website and they were advertising a promotional offer of {$400.00} statement credit and XXXX bonus points to open American Express XXXX XXXX. Since I have an excellent XXXX XXXX I attempted to applied for the card to take advantage of the promotional offer. So therefore, I started the credit card process prior to purchasing the airline tickets so that I can take advantage of the offer. I was able to qualify for American Express XXXX XXXX and the website approved the cards. I waited for few minutes to receive temporary credit card account number so that I can proceed with the tickets purchase but that did not happen. I never received any emails with the temporary account number. Waiting after few minutes, on the same day XX/XX/XXXX I called American Express XXXX XXXX and was immediately transferred to a representative who informed me that she do not have access to my credit credit information and that I must wait to receive the email with a temporary account number. Knowing that the ticket price will expire in few minutes/hour, I called XXXX airlines and the wait was XXXX hour and XXXX minutes by the time. By the time I got the customer representative on the other line the ticket prices were already expired and were showing much higher prices than before. I explained to the representative that I wanted to make the purchase using my newly applied American Express XXXX XXXX account to take advantage of the offer but have not received the temporary account number to proceed with the purchase. She asked me the details regarding the date of travel, flight numbers, destinations, booking class and said that I can make the purchase on any other card on hand and still get the current offer. So therefore, I proceeded purchasing the refundable tickets fare online at much higher prices since the good prices were expired due to all the delay I encountered with the wait time to speak with an American Express and XXXX airline representatives. On XX/XX/XXXX I called American Express XXXX XXXX inquiring about my credit card as I only received the secondary member card and not my primary card, and they said that I would not receive a temporary account number via email due to security reason and my credit card is still in transit and will not receive it until after a week. I asked her about the promotional offer stating whether I would be qualified to receive the {$400.00} statement credit as advertised and she said the I would not be qualified since I did not make the ticket purchase using the card. She recommended that I call XXXX XXXX to see if they can cancel my transaction without any fees or penalty and that I buy another tickets with American express credit card as the prices were same. On XX/XX/XXXX I called XXXX XXXX and the wait time was XXXX minutes, the representative said that the tickets I have purchased are not fully refundable, although it clearly stated that the fare I purchased is refundable. I am in a very frustrating situation as I only got entice to open American Express XXXX XXXX credit card due to the {$400.00} statement credit. If I had known that they were not providing me with the temporary credit card account number I would have not applied for the card. Bottom line, my credit score went down due to new activity, bought the airline tickets at a higher price as the prices were expired by the time I got to speak with a representative, I can not get full refund on a refundable tickets. In theory, I lost the {$400.00} statement credit and also bought the airline tickets at much higher prices, lot of misleading information from the representatives, delay receiving new credit cards and the long wait times going back and forth trying to sort this matter but everything to no avail. All I would like is to get {$400.00} statement credit as advertised. Thank you for your time.

Consumer Complaint: American Express is reporting inaccurate information on my consumer reports. In XX/XX/2022 I made of payment of {$140.00} and was offered a payment plan ( XXXX XXXX XXXX ) to settle my debt balance. On XX/XX/2022 I made an additional payment of {$120.00} as a down-payment for the payment program. The XXXX XXXX XXXX claims to offer the following : 1. Temporarily lower monthly payments and interest rates 2. Waive late payment fees 3. Prevent account from going further past due When I enrolled in the program my monthly payment was reduced to {$72.00} and interest rate lowered to 5.99 %. I've made all payments on time, however my interest rate has not been lowered, causing interest fees on my total balance at a rate higher than 20 %. I've also been charged late fees each month. My account is also still reporting as past due/late every month to all 3 major credit bureaus.

Consumer Complaint: I stayed at a hotel on XXXX to XXXX. There was 2 holds placed on my account for {$99.00} each. On XXXX Amex Serve went and processed a separate transaction for the total of the bill and charged me {$170.00} on too of the funds on hold. This overdrafts my account and I had to use the money in a subaccount to bring my account to current. My cardholder agreement states that when a transaction is completed that any funds on hold will be made available. They won't acknowledge 1 of the holds and won't return the hold of {$99.00} for 30 days. I need that money.
