Issue: Managing an account
Subissue: Funds not handled or disbursed as instructed
Consumer Complaint: My concern is about XXXX line of Credit. I was given a line of credit for {$2000.00} and I maxed it out after some months. My balance was {$1900.00}, so I paid the full balance from my bank account, {$1900.00}. The money was taken out of my account right away. One week later the balance is still not paid. Mind you, this is an interest-bearing account if the balance is paid within a certain amount of time. I called the company and ask why my account is not paid in full? I am told, since this is a new account, the amount I paid is placed on hold to prevent fraud since this is a new account. They even go further to tell me that the hold on my money that I paid to clear this account will be held until XX/XX/XXXX! They stated it's in our agreement. No where in the agreement could I find this. I paid this amount on XX/XX/2023. When they release the money to pay the account in full, it would be 16 days that they have held those funds to pay off my account. The interest from holding this money will not be giving to me, but to them. I have advised them that this is highly illegal, and they stated they can do this. Can you please offer some assistance here? I find this very disturbing that my money is just sitting there and not applied to the balance to pay it off. Thank you so much.

Consumer Complaint: I made a {$260.00} payment back on XX/XX/2023 and Care Credit applied {$160.00} to the zero percent interest only portion of my balance instead of applying it all to the interest bearing balance. Today, I called Care Credit when I noticed they did this and they reversed the payment to have it all applied to the interest bearing balance but the customer service rep said she could not back date this payment to reflect this correction to XX/XX/2023. This is not right, they should back date this payment to XX/XX/2023 to the interest bearing balance, not the promotional zero % balance. I want my {$260.00} payment to be applied to the interest bearing balance and back dated to the date I made the payment on XX/XX/2023.

Consumer Complaint: I ordered a mint, sealed collectible figure for {$120.00} off of XXXX and paid with Paypal. I disputed this amount with Paypal Credit by Synchrony Bank because the item was sent in a flimsy shoebox with no protection. It arrived damaged, and the figure was yellow, sticky, and quite frankly a biohazard and probably not safe to handle. Completely not the same item in the picture that they were selling. I provided pictures for proof. I also messaged the seller and they only offered XXXX Euros for a return and said I must accept it, and then sent another message saying they would refund me the XXXX Euros, and then send a separate XXXX Euros outside over PayPal, which was shady/scammy behavior, and I did not trust them to do so, hense why I asked Paypal for help. Paypal/Paypal Credit refuse to help me at all and expect me to eat the {$120.00}. Their buyer protection policy states : " Protection you can count on. If you don't receive the item that you ordered, or it shows up significantly different from its description, you may qualify for Purchase Protection, and we'll reimburse you for the full purchase price plus any original shipping costs, subject to terms and limitations. '' I have went back and forth with them for MONTHS since 2022 trying to get my money back. They are refusing to reimburse me unless 'I ' send the package back, and 'I ' pay international shipping back! ( Over {$30.00} to send back garbage! ) Paypal also keeps denying me because I " didn't return the item ''. I was never even given an option by the seller to return it! They state on their page that they do not accept returns. This is going against Paypal 's buyer protection policy and I am now stuck with a disgusting damaged item that needs to be thrown away unless I fork over shipping costs. Again against their policy.

Consumer Complaint: After a XXXX in XXXX I gained XXXX pounds and in XXXX I decided to do some thing about it because consistent diet and exercise wasnt working. XXXX I wanted to lose weight to stay within height and weight standards at the XXXX XXXX military. After researching diet plan and gastric bypass options, I decided to go with a XXXX XXXX XXXX and go to XXXX XXXX XXXX. I went to XXXX XXXX XXXX XXXX XXXX and had a consultation with a consultant. She did not obtain my way to height on a scale or tape. She obtained no objective data during the consultation visit. She only asked me how tall and how much I weighed. Then she told me that they had per done many procedures on US military service members and had great success. Before the procedure risks were given, and I was given care credit application to fill out that day so I filled the credit application out and was approved for {$9000.00}. HOWEVER after reading everything I decided to change my mind, and a XXXX XXXX XXXX And they said that I could not reverse my decision because Ive already been paid for the procedure, and I would have to take it up with a care credit. I called care credit and they said that I owe them the money even though I hadnt had a procedure next I went ahead with the procedure. Unfortunately, XXXX XXXX, a board-certified XXXX XXXX had inserted the XXXX XXXX, but he XXXX XXXX XXXX by XXXX. He gave the balloon a total amount of XXXX XXXX. It was an extraordinarily large amount given my short stature of XXXX. I became very ill and turned yellow. I also had constant projectile vomiting and explosive XXXX ( 2 weeks ). I was severely dehydrated and I went to the ER. the md at ER said the XXXX looks like its XXXX on my XXXX and my XXXX. They tried to contact XXXX XXXX @ XXXX XXXX XXXX and were not able to do so. Next, they told me that I needed to have an emergency procedure to have the XXXX taken out but they didnt have anyone there trained to do it. I needed to go back to the surgeon. I called the surgeons office and they said he was out of town and I asked for the on-call doctor and they didnt have an on-call doctor. ( This is called medical malpractice ), I had to wait in excruciating pain for XXXX hours after I called his office for him to respond to the emergency procedure. When I was at the clinic, they made XXXX comments about me that they thought I couldnt hear, but I was totally able to hear everything that they were saying ( While I was in excruciating pain and undergoing a medical emergency ). after the XXXX was out, XXXX, XXXX XXXX didnt follow up with me. ( Again, this is malpractice on XXXX XXXX ) They didnt our order any testing or any labs. I went to my doctors office because I was still very XXXX My medical lab showed that I had elevated XXXX XXXX. To this very day I am not able to have a normal XXXX XXXX most likely because of damage to my XXXX and XXXX XXXX. I contacted the Oregon state medical board and made a complaint about XXXX XXXX and they made him change his practice standards at the XXXX XXXX XXXX. I made a complaint so that it insured that XXXX XXXX was accountable for his actions and to make a paper trail of what they did to me because unknown to me a XXXX XXXX XXXXXXXX had killed a woman and XXXX Washington months before what happened to me in XXXX Oregon. Next I started receiving nonstop care, credit demands for payment then I was harassed on the phone and then I started getting synchrony, bank collection, letters, and threats to take me to court. I have disputed the care credit, XXXX to present. I think its XXXX XXXX would just go with what the clinic was telling them and the clinic was telling them lies that I had, and disputed the amount within XXXX hours, and that I had a perfect outcome, XXXX XXXX XXXX and CareCredit/ synchrony bank. Started harassment, letters, which I disputed over the last XXXX years. I recently disputed the account and received two letters from synchrony bank ; a dispute letter and a you still owe us letter both arrived on XXXX XXXX XXXX. This was a medical procedure and a medical debt. I was injured because of the procedure and XXXX XXXX malpractice as evidenced by the Oregon XXXX XXXX XXXX XXXX, taking action to make him redo his standards of practice at his office. Furthermore, unknown to this United States military service member of XXXX XXXX XXXX was absolutely not allowed under the United States uniform act two in place a XXXX XXXX in the United States military service member. The US surgeon generals office XXXX notice if. NO XXXX XXXX is allowed in US service members was printed and sent to care credit and a XXXX XXXX XXXX after their continued harassment to pay the debt.

Consumer Complaint: I submitted two payments to Synchrony Bank ( Lowe 's ) for the XX/XX/2023 due date. One was an automatic payment of {$200.00} and the other was an additional {$2000.00} to payoff the non-promotional balance. My account election on the Lowe 's portal dictates that any payment goes to the minimum payment first, then non-promotional balances, and finally promotional balances. Synchrony Bank honored the payment allocation on the automatic {$200.00} payment, but split the {$2000.00} payment equally between non-promotional and promotional balances resulting in additional interest charges of {$60.00} and {$50.00} in XXXX and XXXX statements. I submitted a request to correct my payment twice, waited a few weeks for resolution, and later learned they would not correct it, resulting in the second month of additional interest expense.

Consumer Complaint: I went back over my statements for XXXX and realized that I was being charged a late fee EVERY month. I WAS late a few months ( the first couple of months of the year were rough ) but since XXXX of XXXX, I've paid every month. The issue is, I was paying in the beginning of the month, since that is when I receive my SSI, and I just wanted to pay all my bills and forget about it. So I would pay on the XXXX or the XXXX of each month. My bill is due on the XXXX of the month. They were attributing the early payments to previous months. So therefore I was being charged a late fee EVERY month. This isn't right, especially because some months I paid twice ( XX/XX/2022 I paid {$100.00} on XX/XX/XXXX AND {$100.00} on XX/XX/XXXX. Because that was close to the date it was due, I did not receive a late fee that month. ) After XXXX, because there was no late fee that month, I should have been caught up, and any payment in the month of XXXX should count for XXXX, right? Well, apparently not. I paid {$100.00} on XX/XX/XXXX ( keep in mind, that amount is always over my minimum required payment ) and I received a late fee on XX/XX/XXXX. Paid {$100.00} XX/XX/XXXX, paid {$50.00} XX/XX/XXXX, received late fee on XX/XX/XXXX. Etc. I spoke with the company and they were only willing to refund ONE late fee, the one for the recent past month. I feel like I've been a good customer for a year now, no missed payments, in fact, many months I paid twice. But I've been getting charged {$40.00} nearly every month. For making EARLY PAYMENTS. That does not make any sense. I closed the account and I am perfectly ok with paying whatever balance I owe but I want them to refund the late fees in the months that I paid early. Thank you.

Issue: Advertising and marketing, including promotional offers
Subissue: Confusing or misleading advertising about the credit card
Consumer Complaint: On XX/XX/ I contacted Synchrony Bank/Care Credit in regards to the fact that their policy of applying an interest rate of 26.99 % to my account was not made clear to me by the company both when I applied for the loan and throughout the course of my loan. Per their Terms of Service I filed an Appeal Form and included the necessary documentation because, as stated on their Appeal form I was not adequately informed I would owe interest on my account if the balance was not paid in full by the end of the promotional period nor that interest accrued on my balance during the promotional period starting from the date of my purchase. The Care Credit card was advertised as " interest free. '' By the time I had paid off my Synchrony/Care Credit loan, I had paid over {$2100.00} in interest even though my payments were always on time. Though the letter on XX/XX/23 was my fourth time attempting to contact Synchrony/Care Credit, I have yet to receive any response from them in writing. Strangely, the only response I have received was an email on XX/XX/23 from Synchrony/Care Credit informing me that my dispute had been resolved with a link to fill out a survey. Just to be clear, never once did they reach out to me to resolve this, so I'm hard-pressed to understand how they can thus determine it resolved. I'm writing to you because I have exhausted all other avenues with attempts to contact this company to work at some fair resolution. Moreover, I have long since paid this loan in full and have ( despite repeated written requests ) never received written confirmation the loan is paid off. Thank you for your time. I look forward to working with you in hopes we can generate a fruitful response from Synchrony/Care Credit . Sincerely, XXXX XXXX
