Consumer Complaint: On XX/XX/XXXX, I was alerted that my checking account had a low balance. Upon checking the problem was a draft of {$560.00} from my PayPal account. My checking account had a balance of {$170.00} at the time. When I checked my PayPal account there was a draft created from PayPal balance account. I have never funded this account all payments come directly from my checking account. I also found an email address and another bank listed that did not belong to me, which I immediately removed. Transfers of this kind take 3-5 days to complete, so the PayPal balance did not yet show the increase of {$560.00}. I then went to my bank and tried to stop the transfer which was already complete on their end. My bank account was locked and I got a new account and debit card. After 2 days they also credited the overdraft charge back to me. It took a few trys to get a response from PayPal. By XX/XX/XXXX they had locked my account. On XX/XX/XXXX they credited the {$560.00} back to me. My account was still locked at this point, so it wasn't until XX/XX/XXXX after I was reissued a debit card by my bank that I could repay {$390.00} to PayPal. They are still requesting {$170.00} which was my bank balance. I have filed a dispute several times and they are reversing themselves and are now saying there was no fraud involved. I provided them with a bank statement from XXXX which they requested and are still reviewing. Due to my locked account I can not provide a bank statement showing the current situation.

I cancelled the order within 10 minutes realizing the item was counterfeit and order cancelled confirmation received from PAYPAL. The item was delivered after few days and I was billed. When contacted PAYPAL for return label I was informed seller agree to refund and no refund was made. I am unable to communicate with PAYPAL Messages are sent through message center an no response. After cancelling the order why did the shipment arrived? Attached are the documents confirm that cancellation of shipment on time and PAYPAL confirming seller agreed to refund the money.. As no response from PAYPAL I dispute the amount with the credit card company and PAYPAL is holding me to have the dispute close favor of me to refund which PAY PAL has no authority to demand for credit card resolution.

Consumer Complaint: On XX/XX/2023 my Paypal issued debit card was stolen along with the pin number. Several charges that were not authorized by me had shown up after this totaling over {$1000.00}. After following the online dispute process provided by paypal they permanently disabled my account, without replacing my debit card. I am told my funds will be locked by paypal and I can not obtain my funds for 180 days. This is a violation of the law, evident also by the class action lawsuit currently taking place against Paypal for these exact situations. I request my account be unlocked and my disputed unauthorized moneys be returned to me by Paypal immediately, or I will be forced to take legal action for compensation.

Consumer Complaint: On Monday XX/XX/XXXX at XXXX XXXX Pacific Standard Time, I called tried to close my PayPal account business account and it said online that I must call customer service. I called customer service and I requested that they close my account. I was told my account was closed after being on the. Phone for quite some time. Today, Thursday. XX/XX/XXXX I wake up to a note e-mail from PayPal saying they've restored my account. I call them. I get to a supervisor. I find that they have not closed my account. When I go online, I looked, it was not closed. Therefore all my information was there. I was not able to remove my credit cards or my bank account info either. The supervisor told me that he was unable to close my account and I asked him why and he said there was a limitation put on it. And I asked him what it was and he said there was a limitation put on Monday at XXXX XXXX, the exact moment I told them to close my account. The limitation placed on my account was that it would not be able to be closed even by a PayPal employee. So they did not close my account. They in fact put a limitation on it so it could not be closed. the employee at paypal today was quite good i explained to him the situation he explained to me that first he would try and get my cards off which they had locked on and could not be taken off. He did manage to get my cards removed and then he started on trying to figure out why or how to get this limitation off. After about XXXX an hour he did get the limitation removed and he closed my account and then we had a whole discussion the supervisor and I about how crazily illegal it was that when I called to close my account as they required me to call them. That PayPal third tier supervisor put the limitation on it that could not be closed. If they are doing this to me, they're doing it to every other business account holder and this is illegal.

Consumer Complaint: On XX/XX/XXXX I logged onto paypal to change the credit card saved to make payments on an automatic subscription to XXXX XXXX XXXX. The credit card ending in XXXX had been compromised, so my credit card company cancelled that card and sent a new one. I went in and changed the card to the new one. I then noticed I had a negative balance of - {$79.00}. On XX/XX/XXXX XXXX XXXX XXXX processed the automatic payment for the subscription. Because I still had the cancelled credit card on file it declined. So paypal attempted to charge my checking account ending in XXXX without authorization. I closed this checking account a week ago, so that also declined. As a result, paypal took it upon themselves to pay the {$79.00} to XXXX XXXX XXXX and put a - {$79.00} balance on my paypal account. I called them to ask them to reverse this and to charge the new credit card instead. They said there weren't able to do this. I asked to speak to a manager. I asked the manager why did they process an unauthorized charge to my checking account and pay {$79.00} to XXXX XXXX XXXX. The charge should have just been declined. They said I never had my credit card set up for the automatic payment. That I either had no payment method selected or had the checking account selected. I assured them that I linked it and saw it was linked right before I added the new credit card on XX/XX/XXXX. My point is further proven by the attached automatic payment that was made in XXXX showing the linked credit card that had been cancelled. She insisted that I did not have it linked. I informed her that this was an unauthorized charge to my bank account and should not have been done in the first place. I asked her how can I prevent this from happening in the future. She said because I now have it linked to a credit card it won't charge my checking account. But again, it was already linked to a credit card and they attempted to charge my checking account that left me owing paypal a negative balance. I paid the {$79.00} to avoid any issues.
