Consumer Complaint: My complaint is regarding Venmo which I belive it owned by PayPal. I opened an account with Venmo like a week ago. After I did couple of transactions with the App, I received an email from Venmo saying my account was frozen. I was asked to upload my ID for verification which I did. That was like 5 days ago, and still my account is frozen and I didn't receive any emails from them. I have a balance in my Venmo account right now of about {$520.00} which I am not able to withdraw and I am not able to use the account. I already contacted the csutomer support regarding this issue, I received message from support that they received my message and the ID and telling me that I should hear from them back soon. However, I didn't hear anything yet, and I need the money in the account to pay my bills and use them for my everyday expenses. I don't undestand why Venmo froze my account, they didn't give me any reasons and I already sent them my ID. That is really unacceptable for financial institution to hold my money and leave me in such a bad situation like that for no reason. They said the reason for closing the account is because I had continually filed cases that do not align with paypaos 's buyer protection policy. I immediately contacted Venmo to report this issue and opened up a dispute case XXXX XXXX A temporary credit of {$580.00} was issued to my account, and then on XX/XX/2022 I received an email that stated '' Your Venmo dispute case has been denied ''. It stated the reason as " This decision was made because this transaction was not unauthorized. ". The dispute was initiated due to the transaction not being authorized, therefore the reasoning of the case being denied is not consistent with the the original dispute.

However, the company requested for verification documents and upon reception closed my account due to suspicious activity on Friday, XX/XX/XXXX. That has since affected my payments. I am not into fraud or any other significant activity. I have always abided by state laws and their terms and conditions. I find the closure unlawful without any backing whatsoever. All I need is my account back as I have never engaged in any unlawful activities or they should provide the activity that they believe I engaged in because I find it so unfair to make baseless claims.

Consumer Complaint: tl ; dr : Instead of cancelling payments when a card is declined, Paypal is then defaulting to your bank account, even if it was not clear in the payment steps that would happen. I'm not sure how to categorize this or whether this is a true complaint that would incur CFPB action, but here goes. I have been using Paypal for years with BANK ACCOUNT # XXXX for internet purchases. I recently received a debit card for BANK ACCOUNT # 2, which was not previously associated with my Paypal account. I started using Paypal 's Billpay service in late XX/XX/XXXX with this new debit card, after adding it to my Paypal account. I did a few test transactions and confirmed that Paypal was pulling from the debit card for payments. On XX/XX/XXXX, I initiated a {$3200.00} payment to my mortgage lender with my debit card via Paypal 's billpay service. Within the payment steps, I clearly selected the debit card and submitted. Since this was a new card, I didn't know the card had a daily spending limit, so the payment was declined - and here is the issue. Rather than the payment being cancelled due to the selected payment method being declined, Paypal proceeded to select BANK ACCOUNT # 1 as a payment method. Since I wasn't planning to use BANK ACCOUNT # 1 for this payment, I didn't have the funds in that account. I spoke with Paypal and let them know that as a consumer, when you pay with a debit or credit in a retail store, if you're over the daily spending or total limit, your card gets declined and you are given the option to select another payment method or cancel the transaction altogether. This is not the case with Paypal. I was told that Paypal fronts the money to the bill payee regardless of whether your chosen payment method is accepted or not, and they then proceed to cycle through all of the bank accounts and debit cards associated with your account in order to debit the funds your used for billpay. So my questions are, why are they sending the money to the payee BEFORE doing a POS-type balance check when you select a debit card as your bill payment method? Why are they proceeding with a bill payment when your selected debit payment method is declined? It is not clear to the consumer that this is happening, as they are selecting a single payment method. I can understand when doing a payment from a bank/ACH, as there is a delay in balance info there, but it should be clear from the outset that a debit card payment will be declined and then the transaction ends there. And They also offer zero help in trying to clawback funds from the payee ( I ended up paying my mortgage lender separately, not realizing the payee was actually paid despite my bank not having a sufficient balance, resulting in the payee being paid twice ) or cancelling repeated attempts at debiting funds from a bank account that has insufficient funds, resulting in multiple fees from the bank.

Shortly thereafter, I checked my PayPal transaction history and it indicated that I had sent two payments of {$200.00} each to my son on XX/XX/2022. I changed my password immediately and notified PayPal that I had not sent the money on either transaction. They looked in my history and saw that I had previously sent money to this son and said nothing was wrong and that they were doing nothing. Yesterday, XX/XX/XXXX, they sent my son an email saying that they were holding one of the {$200.00} transactions because of suspicious activity on my account.
