Consumer Complaint: In XX/XX/2022, I made a purchase to XXXX XXXX XXXX using a paypal account, pay and XXXX loan. I paid cash in 4 installments via my paypal. There was an ongoing dispute with the retailer that was eventually resolved and a refund was issued by XXXX to Pay Pal for XXXX under transcaction XXXX. The issue is that the refund went to a closed paypal account under the same email and phone number as that paypal account that the original pay and 4 purchase was made was closed for security reasons in XXXX. Pay pal sees the refund and acknowledges it but for some reason they can not seem to either transfer the funds or credit to the new and open paypal account, issue a check or send the refund back to XXXX and bascially are keeping the funds. I have logged in hour and upon hours on this issue with no success or resolve.

Consumer Complaint: Hello CFPB, I am XXXX XXXX and I am writing this complaint against " PayPal Inc '' since they permanently limited my PayPal account without any further notice. I have my PayPal account registered under : XXXX I remember having a temporary limitation on my PayPal account back then and I was being asked to submit info to have the limitation resolve but when I speak to one of the Support Agents from PayPal, he deliberately said that the document I submitted is invalid, and I was left speechless as I was not able to prove my identity as I was on the other side of the call. Coming today, I was being placed with a Permanent Limitation stating that I can no longer do business with PayPal as there are potential risks involved, and to be honest I dont know what sort of risks are involved. However, Since I am also a human being and mistakes always happens from human being, it was never my intention to do something that is against the policies of PayPal and I can assure them this will never happen again! I am attaching my " Passport '' for better understanding of PayPal and to review the limitation again for me and I will be more than appreciatable to have this limitation uplifted for me as there is amounted balance in my PayPal. Consumer Complaint: I recieved a deposit to my Venmo account earlier this year for {$45.00}. When I attempted to withdraw my funds my account was locked. It was then unlocked and I regained access. Upon regaining access I tried to withdraw and my account was locked again. After weeks of correspondence with Venmo I was advised that I violated the user agreement. I was then contacted by someone stating that I had another account with a negative balance and that they were keeping my funds to cover their losses however, Venmo is a prepaid service. There is actually no way for an account to become negative. You can only send or receive funds if funds are available. After stating this fact as well as telling them that I only have one account and any other accounts would've been open fraudulently, they refused to tell me how I violated the user agreement. They refuse to explain to me specifically how they are justifying their keeping my {$45.00}. I continually get the run around. They haven't provided me with an option to prove that this other account is not mine nor have they provided me with specifics re : how I violated their agreement. They are essentially stealing my money and not telling me why.
