Consumer Complaint: The company will not allow web site access to check balance and transactions until new e-disclosure agreement is accepted. The company also writes " You won't be able to come back to this page to make changes, so make sure everything looks OK before choosing " Next. '' '' In part of agreement the company indicates it may charge for paper copies of tax forms. To disagree with that or other portions of the agreement the customer must reject the entire agreement and be unable to access balance and transactions electronically. Denying consumers electronic access in these ways is unacceptable in light of rampant data theft that affects all consumers, who must be able to easily review accounts.

Consumer Complaint: Dear CFPB, I am writing to file a complaint against Chase Bank for failing to issue me a full refund for a fraudulent charge from XXXX. On XX/XX/2023, I was charged {$110.00} by XXXX for an item that I did not order. I immediately disputed the charge with Chase Bank. On XX/XX/2023, Chase Bank issued me a partial refund of {$19.00}. They claimed that the remaining {$100.00} of the charge was not fraudulent. I contacted Chase Bank again to dispute their decision. I provided them with evidence that the charge was fraudulent, including screenshots of the XXXX website showing that I did not order the item. On XX/XX/2023, Chase Bank called me and said that they had reviewed my case again and decided to issue me a full refund. However, I have not yet received the refund. I checked my Chase Bank account online and on my XX/XX/2023 billing statement, and I do not see any sign of a refund. I also called Chase Bank customer service and they confirmed that I have not yet been refunded. I am very disappointed with Chase Bank 's handling of this matter. They have failed to issue me a full refund for a fraudulent charge, and they have not been responsive to my requests for help. I am filing this complaint with the CFPB in hopes that you will investigate this matter and take action against Chase Bank. Thank you for your time and attention to this matter. Sincerely, XXXX

Subissue: Problem accessing account
Consumer Complaint: WITH NO PRIOR NOTICE : Chase displays a screen, upon login, that requires customer to 'accept ' both a 125-page Digital Service Agreement ( DSA ) and a 11-page E-sign authorization. ... and NO option to NOT accept it. All access to the accounts is blocked, immediately. When contacting the CS department, they concur; agree or no access. Regardless what the 125-pages say, there is NO WAY it should be legal for them to block access to our funds/ their services without warning and options to react to their intent. Some of us have Bill-pay and other systems we need to work to meet our obligations. The 125-page DSA is , simply, a " We are not responsible for anything and can do anything we want, monitoring, changing global vendors who collect and monitor your personal info, etc. etc etc. ) ''. While I MAY understand parts, it is not something one should take lightly in accepting. To not provide the option to 'reject ' this DSA ( and maybe not use some of their services, but retain account access, etc. ) should be illegal. OPT IN was, per my understanding of FCRA, never to be the default or requirement for legal notice. And NOTICE was always required.. CLosing the account ( s ) is an option that I may pursue... but I have to 'accept ' in order to meet my monthly billpay requirements. This is holding consumers hostage and should be illegal .... Shame on Chase. I'm sorry they got burnt, but this is NOT the way to fix it, IMHO ....
