Consumer Complaint: I am writing to formally dispute and express my dissatisfaction with a collection account that has been placed on my credit report XX/XX/2023 by : I C SYSTEMS Collection agency. I recently discovered the presence of this account on my credit report, and I believe there has been an error or misunderstanding leading to its inclusion. I called original creditor they said call the collection company but didn't get anywhere. I request an immediate investigation into this matter and the removal of the collection account from my credit report.

Consumer Complaint: This letter was sent twice both times IC Systems ignored my request. I sent the letters within 30 day time frame. XXXX removed it from my credit report do to lack of response. IC Systems has not provided any information requested. I believe XXXX and XXXX are negligent in their resposibilities to the consumer. Please be advised this is not a refusal to pay, but a notice sent pursuant to the Fair Debt Collections Practices Act, 15 USC 1692g Sec. 809 ( b ) that your claim is disputed and validation is requested. This is NOT a request for verification or proof of my mailing address, but a request for VALIDATION made pursuant to the above named Title and Section. I respectfully request that your office provide me with competent evidence that I have any legal obligation to pay you. Please provide me with following : What the money you say I owe is for ; Explain and show me how you calculated what you say I owe ; Provide me with copies of any papers that showed I agreed to pay what you say I owe ; Identify the original creditor and the original contract ; Prove the Statute of Limitations has not expired on this account ; Show me you are licensed to collect in my state ; Provide me with your license numbers and Registered Agent ; If your offices have reported invalid information to any of the three major Credit Bureaus XXXX XXXX, XXXX or XXXX ), said action might constitute fraud under both Federal and State Laws. It has been 30 days and you are in VIOLATION of this law because I am a victim of identity theft!! Please delete these items IMMEDIATELY! These accounts should not be furnished on my consumer report as they are in VIOLATION!!! Under, 15 U.S Code 1681b - Permissible purposes of consumer reports ( a ) IN GENERAL Subject to subsection ( c ) any consumer reporting agency may furnish a consumer report under the following circumstances and no other : ( 2 ) In accordance with the WRITTEN INSTRUCTION of the consumer to whom it relates. Consumer Complaint: Below is a written response Ive prepared for I.C. System Inc, a debt collector on behalf of XXXX XXXX XXXX XXXX I.C. System Inc., Im writing in regards to Ref XXXX and to dispute the entire amount of {$1600.00} XXXX XXXX XXXX XXXX is attempting to collect. I do not dispute residing at the address or that services were in my name, Im not sure why five zeros precede said account number, and I do strongly believe XXXX had a responsibility in ensuring the electrical service they supplied to the home were in safe conditions. On XX/XX/XXXX I took up residency at the above mentioned location, the outlet in my sons bedroom was faulty and needed to be serviced, shortly after that half the power in the home went out supposedly because we plugged in a humidifier when one of the kids were sick. In XXXX an outlet at the kitchen counter sparked and started smoking for no reason it wasnt in use. For 6 years the Wifi had an unstable connection according to our cable provider. In XXXX a brand new blender that was only used twice sparked and started smoking while my son was making a smoothie. From XXXX XXXX different XXXX vacuums XXXX blown out, The master bedroom lost power so often my beautiful vanity with XXXX touch dimmer lighting blew out. In XX/XX/XXXX the toaster sparked and started smoking, the clothes dryer constantly shorted out and would only work every other load, there was no cover plate on that outlet, nor was there one for the irrigation system in the garage for 5 years, the irrigation system never worked in six years either. If the treadmill was in use in the garage all power in the home above the garage was lost, that happened several times a week. If an air purifier was in use there was also a brown out in half the house. The entire HVAC system was faulty and ran overtime, yet we needed a cooler environment due XXXX and perennial XXXX and the home being so humid, in fact XXXX had a medical baseline form on file throughput the duration of our tenancy. It would later be discovered that in XXXX unpermitted work was performed on the HVAC system, the compressor in the yard and the evaporator coil in the garage were replaced but that particular evaporator coil had a known manufacturer defect and was recalled. On XX/XX/XXXX the dishwasher started smoking and almost caught fire around XXXX XXXX and I couldnt get it to turn off until the fire department was already en route, that smoke and burnt rubber/plastic smell burned our throats for at least three days. The first time the fire department came was when a carbon monoxide detector sounded move to fresh air XX/XX/XXXX. Half of the outlets in the house had been moved from their original location, either up down or to the left or right from where they originally were placed. In XXXX XXXX I called XXXX ( spoke to XXXX ) requesting them to come out and perform a safety inspection of the electrical panel and or system I was told they could not come out without landlord ( Invitation Homes ) approval because they could be sued, I was referred to XXXX XXXX department ( spoke to XXXX ) because I was income qualified, that department reached out to property management ( XXXX ) requesting approval and services were refused, XXXX also referred me to XXXX XXXX XXXXXXXX that also had a similar weatherization program and could possibly replace the HVAC system if allowed by property management, but those services were also refused. In XX/XX/XXXX property management sent a vendor that submitted an expedited work order which I will attach to inspect the electrical system because it posed serious risk of electrocution for occupants and children that work was refused. In the meantime Code Enforcement had come out to the home three times ( at my request ) from XXXX XXXX XXXX for issues ranging from plumbing, rodents/wildlife, dry rot/toxic XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX come out there separate times for the smell of gas capping off a gas line at the water heater in XX/XX/XXXX because whoever converted it to electric didnt cap off the line, a hazardous XXXX yr. old stove in XX/XX/XXXX, and for the furnace in XX/XX/XXXX, in XX/XX/XXXX two different vendors turned off the gas line to the XXXX yr old furnace advising replacement. This electric bill had been certified with the XXXX XXXX program from XXXX, yet they never paid anything to XXXX or XXXX XXXX XXXX in two years the only utilities they paid were directly to property management for trash/sewer. The electric bill was also certified with XXXX but they didnt contact me until after I vacated stating they couldnt assist on a closed account yet it was active when I submitted it. I later found out XXXX XXXX XXXX XXXX does perform safety check inspections yet I was refused XXXX because they cared more about being sued by the landlord than the welfare of my children and I. On XXXX XXXX we vacated the house 8 days before planned and checked into a hotel because I could no longer stay or stand the conditions we were forced to live in for six years. I officially handed over keys XX/XX/XXXX We lived in XXXX different hotels for well over a month, yet I updated my address with XXXX so this bill wouldnt be sent to collections without my knowledge or a chance to explain our situation while we rebuild our lives and everything we lost. Consumer Complaint: Per the FCRA, I am a federally protected consumer. According to the law, consumer reporting agencies are to exercise their grave responsibilities with fairness, impartiality, and a respect for the consumers right to privacy. XXXX is classified as a consumer reporting agency, and I by definition am the Consumer. 15 U.S Code 1681 clearly states that I have a right to privacy. It also states the consumer reporting agencies can NOT furnish an account without my written instructions. XXXX is in direct violation of the law and will be held responsible/liable for damages pursuant to 15 U.S Code 1681n. I am making this complaint against XXXX. SYSTEM, INC, for committing identity theft. I have never given I.C. SYSTEM, INC, any permission to use any of my identifying information to commit mail fraud by contacting me about an alleged debt they claim I owe. I am aware that in accordance with Article 9, the assignment of a defaulted note is illegal. Both the assignee and the assigned are both liable for violations under 15 U.S. Code 1692e ( 12 ). I have not validated any alleged debt with I.C. SYSTEM, INC and my failure to dispute the validity of these alleged debts shall not be construed as an admission of liability. As of XX/XX/2023, I have not received any documentary evidence, such as a trilateral contract, giving XXXX. SYSTEM, INC any right to collect on this alleged debt. I have never received any documentation requesting validation from I.C. SYSTEM, INC, before they committed multiple violations under the FCRA and the FDCPA by furnishing this alleged debt to my consumer report, including but not limited to 15 U.S. Code 1692d ( 4 ) which the FTC defines as debt parking. If I.C. SYSTEM, INC, can not provide me with proof such as a tracking number that they attempted to lawfully validate this alleged debt with me, the consumer, prior to furnishing it on my consumer report, this has been a fraudulently furnished account with forethought and malice as an attempt to bring harm to me and my financial reputation. I am legally refusing to pay this debt pursuant to 15 U.S. Code 1692c ( c ). I am demanding a cease and desist of all illegal activity, any communication and collection activity, of this and any alleged debts until XXXX. SYSTEM, INC, can provide me with sufficient documentary evidence that I have any legal obligation to pay them. If this documentary evidence can not be produced and I.C. SYSTEM, INC, continues its collection efforts, I will file for litigation for actual damages caused and I.C.
