Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: I recently obtained a CitiBank XXXX XXXX credit card with a {$1000.00} limit. From the very start it was difficult to use this card. I had made a purchase online for my first purchase, my second purchase, a pos at XXXX was denied & it took XXXX minutes to verify the account before it would go through. Knowing that I intended to use the card to purchase airline tickets in the coming days, I quickly made a {$900.00} payment directly from my checking account ( which has been linked to this card for payments ). The {$900.00} was withdrawn from my checking account on XX/XX/23 & it cleared that day. CitiBank posted it as a payment. My available balance remained at {$57.00} despite having XXXX balance. When contacted, customer service stated Citibank was holding my payment for investigative purposes & that they apologize but there nothing they could do, the account would not be cleared until XX/XX/XXXX. This means Citibank gets to use my {$900.00} ( & every other persons payments ) for free, they get to earn interest on my money. No one can tell me if this will happen every payment or not. My card is completely useless, had I been traveling Im would have been in a desperate situation. This seems to me like completely unfair practices..

Subissue: Funds not received from closed account
Consumer Complaint: I open a Citi Basic Checking account on XX/XX/XXXX, and deposit {$25.00} as init fund. Then I deposit {$10000.00} to finish their new account opening bonus. The ACH transfer is success from my XXXX XXXX XXXX side. However, a few days later, I could not access my online Citi account. Later on XX/XX/XXXX, I got a email from Citi bank and they closed my account and they will send the funds to me by check in 60 days. This is totally unreasonable to me : 1. I legally transfer {$10000.00} to finish their account opening bonus but they closed my account 2. The speed that the return my {$10000.00} funds is way too slow, they should send the money back to me immediately. 3. I might be relocating to another city in a few month,. 4. They unlawfully hold my money and don't return it to me. I LOST MY JOB and I am very poor and I don't have money to buy food and add gasoline. So, I demand my funds back immediately!!!

Issue: Incorrect information on your report
Subissue: Account information incorrect
Consumer Complaint: In early XXXX I noticed my credit balance on three of four accounts was unusually high. I called my cc company to dispute. So, I started borrowing on other accounts and credit cards I have to try to pay it off. Later on, I noticed another XXXX account in my online profile that was not mine or a auth user. I looked at my transactions and this person had made several payments on my account that were eventually returned to the balance of my accounts. Also, balance transfers were made by this account holder which made my account balances even higher. I then called the company and asked them to return all of the money I paid from borrowing from other accounts and credit cards.

Issue: Fraud or scam
Subissue:
Consumer Complaint: On XX/XX/2022 around XXXX I received a text message from what appeared to be from my bank ( Citi Bank ) asking if the charges were mine, they were from an XXXX XXXX in Fl XXXX I texted back NO and then received another text saying the fraud dept would contact me shortly. Within 1 min my phone rang and the number was spoofed to my banks phone number. I didn't give any personal info, the rep sent me a code via text like they usually do when this happens and I read it back to him & then he started to go over my last few transactions, while he was doing this I received another text saying I was XXXX {$2400.00} to someone I didn't know so I told the rep on the phone and he said yes he could see it as well and if we moved quickly he could reverse it. He then instructed me to go into my XXXX and he put a contact in my account that had my name on it and told me I would be XXXX the money to myself and then he would reverse it and put it back into my account. I followed the instructions and did what he told me to do, he then said I didn't do it correctly and instructed me to do it again which then added up to {$4900.00}. I then clicked back onto my mobile bank app and that's when I discovered not only did the {$4900.00} came out, but now there was another bank account linked to mine and another {$5000.00} was taken from me so I got nervous and hung up and immediately called my bank and they told me I was scammed! Also during this time I received an email from my bank that someone had just tried taking out a personal loan in my name and an email from XXXX XXXX that someone tried taking out a {$300000.00} mortgage in my name as well. I reported all of this to my bank, the police, the XXXX, my credit bureau, and also filed a report to XXXX. My bank had to set me up with a whole new bank account, & new debit card. I filed a fraud complaint with my bank, and a dispute with my bank for the XXXX transaction. I did receive the {$5000.00} back for the fraudulent account that was linked to my account and they did give me back the {$4900.00} while they did their investigation with XXXX. 2 months later around XX/XX/XXXX, I saw my bank then took the {$4900.00} out of my account so I called them and the person from the fraud department told me it was mistake and it was because two claims for the same transaction were done and I would get that money back in 2-3 days. After 5 days of not recieving the money I called again and was told no thats wrong, the claim was declined because the transaction came from my device. I told them yes it did but I was under the impression i was speaking to a Citi bank rep and he instructed me to do those steps in order to get my money back and my identity was stolen and how could they approve one of the claims and not both when there is clearly so much evidence of my identity stolen and my account was hacked! This all happened on the same day at the same time frame by the same person! So they told me to appeal it and send all the information again!! I sent everything, called back numerous times, each time I would call, someone would give me different information and finally I spoke to a supervisor who then filed an identity theft claim along with the information I submitted and a complaint against the reps who told me false information. I waited another two weeks or so, called back again and was declined AGAIN! I even called back a few weeks ago and asked why am I not being protected under the regulation E act, and was told due to me checking the box that agrees to the terms and conditions of XXXX, I was not entitled to any of my money back and there is nothing they can do for me. This is a lot of money taken, I'm a single mom who works very hard for my income and this has put such a damper on my finances and I'm reading all over the internet that banks are doing this to so many people when indeed they are responsible for refunding that money back.

Consumer Complaint: I am writing to file a formal complaint against Citi for their non-compliance with 15 USC 6802 ( b ) and their failure to address my concerns regarding my opt-out right. On XXXX, I sent a dispute letter to Citi detailing the specific reasons why I believed they were in violation of 15 USC 6802 ( b ), which grants me the right to opt out of certain information sharing practices. However, despite my attempts to resolve this matter directly with the company, no satisfactory resolution has been reached. In my initial communication, I clearly articulated my concerns and requested that Citi rectify the non-compliance promptly. However, I have received no response or acknowledgment of my complaint to date. This lack of responsiveness is deeply concerning and demonstrates a disregard for consumer ri I firmly believe that it is crucial for financial institutions to adhere to federal regulations that protect consumers ' privacy and allow them control over their personal information. By failing to address my concerns or provide a resolution, Citi is neglecting its duty to comply with the law and failing to uphold its responsibilities towards its customers. I am seeking your assistance in resolving this matter and ensuring that Citi fulfills its obligations under 15 USC 6802 ( b ). I kindly request that the Consumer Financial Protection Bureau thoroughly investigate my complaint and take appropriate action to rectify the situation. Enclosed with this complaint, please find copies of all relevant documentation, including my dispute letter to Citi and any subsequent communication or lack thereof. I am eager to receive a response from the Consumer Financial Protection Bureau regarding the progress of my complaint. I trust that your agency will handle this matter with the utmost attention and seriousness it deserves. Thank you for your time and consideration. I eagerly await your response and a resolution to this issue.
