Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: On XX/XX/2022 I sent an electronic payment of {$110.00} through my online bank payment system to XXXX XXXX for my BJ 's account balance as I always clear my card balances each month. Mid-XXXX I received notice that my payment was not received. I stopped payment through my XXXX XXXX account and sent out another electronic check on XX/XX/2022 which XXXX, now Capital One says they haven't received. Besides calling and speaking to numerous supervisors, I have promptly faxed the company every type of information they have requested from me! I have gone to XXXX XXXX and gotten print-outs of the electronic transfers which was requested and faxed them to Capital One. I have a case number and names of the supervisors. Capital One is adding late fees and interest onto the account which has brought the balance up past {$200.00}. I just closed the account last week until it is cleared up. I do not know how to upload the documents below. Please help me clear up this problem. Thank you.

Issue: Managing an account
Subissue: Banking errors
Consumer Complaint: I transfered my checking and savings accounts to Capital One about two years ago. I have noticed that they seem to continuously recalculate the interest they pay on checking accounts in order to lower the amount paid for maintaining a checking account. For me, since I only keep a minimal ongoing checking account balance of $ XXXX {$1000.00} after paying/preparing to pay bills, it hardly amounts to any monthly interest ( around XXXX cents/month ). Yet Capital One will inexplicably adjust the amount downwards with no explanation. When I called Capital One, a supervisor told me the interest rate gets calculated depending on an order of transactions. So they deduct any pending amounts -- even if it's for the next month -- to give customers the lowest possible interest payment possible, even if it means retroactive adjustments. While it's a mere pennies for me, this seems like a pretty shady financial practice and, when spread across many customers, seems like a potentially considerable advantage for the bank at the expense of consumers. I am actively looking to change banks after a really eye-opening and disappointing conversation with Capital One.

Issue: Problem with a purchase shown on your statement
Subissue: Credit card company isn't resolving a dispute about a purchase on your statement
Consumer Complaint: On XX/XX/XXXX a purchase in the amount of {$6500.00} was charged to the credit card by a company called XXXX XXXXXXXX XXXX. This purchase was for goods and services associated with a solar panel installation that never occurred and the merchant did not refund the money. According to the solar installation contract, the merchant was supposed to install the solar panel project to " substantial completion within 4 months '' At the end of the 4-month period, the merchant had not yet installed the installation project. An email between myself and XXXX XXXXXXXX XXXX on XX/XX/XXXX indicated that the merchant would need additional time for the project even though the original 'substantial completion ' date should have been XX/XX/XXXX. Another email between XXXX XXXXXXXX XXXX and myself on XX/XX/XXXX indicated that they would be extending the delivery of the goods and services an additional 2 months after XX/XX/XXXX. Another email on XX/XX/XXXX indicated that I would be contacted within XXXX weeks to provide a project status update. No status update was provided and the company stopped responding to inquiries about the project. I then immediately proceeded with an attempt to resolve the situation with the merchant by cancelling the contract and demanding a refund for the charges paid. According to XXXX Rules ( see XXXX XXXX Chargeback Guide Merchant Edition - XXXX XX/XX/XXXX ) page 52 " In cases involving delayed delivery of goods or services and the delivery or performance date was specified by the merchant and the LATEST anticipated delivery of performance date was specified by the merchant has passed '' that the dispute must occur 120 days after that date has passed. The card issuer maintains that the dispute was untimely however, based on their own rules. The specified delivery date was 4 months from the date of signing of the contract. The merchant then effectively extended their specified delivery dates through email on XX/XX/XXXX and again on XX/XX/XXXX thereby resetting the 120 day window for a dispute ultimately to 120 days after XX/XX/XXXX. A dispute was mailed by certified mail to Capital one on or about XX/XX/XXXX. This is Just 20 days after the last specified performance date of the merchant. Furthermore, the card issuer won't accept a dispute until the cardholder tries to resolve the problem with the merchant which was done prior to submitting the dispute. The dispute was in fact timely based on the XXXX published rules because the the dispute was submitted " within 120-calendar days of the latest anticipated delivery of performance date specified by the merchant '' ( see page 52 of the chargeback guide ). The latest anticipated delivery date of the goods was XX/XX/XXXX after the merchant changed the delivery dates twice.

Capitol One is acting in a fraudulent manner at this point. I have complained to them in person and through XXXX XXXX. HELP!
