Issue: Closing an account
Subissue: Funds not received from closed account
Consumer Complaint: XX/XX/2022 I attempted to transfer funds from omy Amex Savings to one of my external bank accounts. The bank apparently does not do phone verifications, my transfer was not only cancelled, but blocked for fraud and my accounts closed. Both info matched both incoming and outgoing accounts, names, addresses etc. No fraud in the slightest. I was told I was going to be sent XXXX checks on my closed accounts. They never arrived. I had to fax account indemnity forms over and over before it was finally acknowledged they were received. Because the checks never arrived, I was told that I need to file a stop check and indemnity form for each account. Over and over I was told the forms were emailed, mailed etc but there was never an attachment. After finally requesting a supervisor, he personally emailed the form o to me. I filed a form for each account and again ... Nothing in the mail, no phone calls etc. Here it is XXXX, and this has been going on for long enough. Last communication was telling me I did not check the box asking if the checks were going to be reissued. Yes I left it blank because why would you ask me?? Of course I want the checks re-issued. I've been trying to get them for 6 months. I resubmitted the forms with the boxes checked and stiff nothing... not a call, email, letter, etc. This needs to be fixed. It has been long enough

Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: On XX/XX/2022, I, XXXXXXXX XXXX XXXX, a natural living woman applied for a line of credit with AMERICAN EXPRESS XXXX At the consummation of the credit transaction I extended credit to AMERICAN EXPRESS to issue me an account, account number and card to the principal XXXX XXXX ( ACCT # XXXX ) to make purchases ( see cardmember agreement XXXX ). My promissory note is an asset ( credit ) to this financial institution so that I can debit ( charge ) the account to make purchases ( see attached statement XXXX ). Pursuant to 31 USC 3103, This note can be cleared through the U.S. banking system ( See 31 usc 3103 ). This note is considered to be the dollar equivalent to the credit limit on the account issued. ( See cardmember agreement XXXX ) On XX/XX/2022, I tendered a payment to AMERICAN EXPRESS in the amount of {$2900.00} along with a letter of instruction and my power of attorney through certified mail with a XXXX receipt. The XXXX receipt was signed and returned on XX/XX/2022 by XXXX XXXX ( see XXXX, letter, XXXX reciept ). After receiving confirmation that my payment was received I did not see the credit of the amount that was tendered reflected on my account so I called AMERICAN EXPRESS customer service. The representative claimed that there was no payment received and that they needed to file a dispute on my behalf ( Reference Number XXXX ). I then received a correspondence message via my secure messages portal in my American Express account stating that the power of attorney document had not been notarized and that I needed to resubmit the power of attorney notarized ( See AMEX Secured Message ). I uploaded my power of attorney notarized to their internal system. I did not receive a response as to why my tender of payment was not accepted other than AMERICAN EXPRESS responding to my CFPB complaint. ( See CFPB Complaint response ) AMERICAN EXPRESS claimed that they never received my power of attorney and that they could not locate my payment that was mailed to them. My payment was never returned to me with an explanation as to why it was not accepted which I requested in the event the payment was refused. Due to no response from AMERICAN EXPRESS, on XX/XX/2022, I tendered another payment in the amount of {$3000.00} to allow the financial institution another chance to act in honor. On XX/XX/2022 AMERICAN EXPRESS opened another dispute on my behalf because they could not locate the payment ( Reference Number XXXX ) and sent me an email on XX/XX/2022 requesting documentation to support my claim ( see email ). On XX/XX/2022 the dispute that AMERICAN EXPRESS opened on my behalf was closed. AMERICAN EXPRESS agreement under the section how to make a payment, states that they accept negotiable instruments as a form of payment ( see agreement pg XXXX ). Pursuant to UCC 3-104, AMERICAN EXPRESS issued a negotiable instrument to the principal XXXX XXXX with a purpose of giving rights on the instrument. As the holder of this instrument I am accepting these rights and making a tender of payment of the obligation to pay. If the tender of payment is refused then there is discharge of the amount due. Please provide the following documentary evidence on account ending in XXXX : .All documents, papers, correspondence, books of account and financial and corporate records that involve all parties, subsidiaries and affiliates in connection with my cardmember name. This request is required to allow me to further assess how this account was funded and how much is owed according to the journal and ledger entries starting from the date the account was opened and showing accounts receivable and payable on both the public and private side.

Issue: Managing an account
Subissue: Problem accessing account
Consumer Complaint: I had an account with American Express. Serve the account has since been closed, but I have contacted American Express serve on several occasions because I need to access bank statements from XXXX and possibly the end of XXXX because I made payments to a company for a trip I was to take this year And the company closed and refused refunds and I need proof of the payments. American Express serve has twice told me that they would mail me copies of those statements and have not every time I speak to them they say because the account is closed they dont have access to those statements, but it is my understanding that they have to keep bank records for five years even on a closed account so I am looking for assistance to try to get the statements that I need. Thank you.

Consumer Complaint: On XX/XX/22 Amex processed a {$150.00} charge to my account after having downgraded my Blue Cash Preferred card to a Blue Cash Everyday card. Their reasoning The terms and agreements do not specify " clawbacks '' regarding downgrading within the first year. The terms regarding revoking credits is general ( " ... can be revoked at any time '' ), too general to be enforced fairly. The rep was unhelpful in resolving this. Per the same rep, I can not undo this downgrade of my card. ticket # : XXXX active with Amex

Consumer Complaint: I got an " upgrade '' bonus point offer ( {$4000.00} ) from American Express last year with some spending requirements, which I took. What a mistake! American Express took the yearly membership fees from me on XX/XX/XXXX. And I spent to meeting the spending limit of the offer. In my recent XXXX statement, I got renewal yearly membership fees again. I do not want to pay the membership fees again for another year. So I called to cancel the card. The customer agent told me that if I just downgrade my card again, the points will remain. However, on XX/XX/XXXX, I got a notification from AMEX that all my XXXX XXXX upgrade bonus points were removed because I didn't maintain the card for a year ( which they claim would happen in XX/XX/XXXX ), even though my second year membership is charged on my account by prorate already. This is ridiculous. They cheated my points away on a technicality. Is it not the company 's responsibility not to charge the 2nd annual membership before a year is passed? And is it not the company 's agent responsibility to inform the customers that they will lose points from the account if it is a few days too early to downgrade the card? And why are they charging " yearly '' membership fee twice within a year? The practice is so shady and I can not believe it is from $ XXXX XXXX XXXX XXXX
