Issue: Getting a credit card
Subissue: Card opened as result of identity theft or fraud
Consumer Complaint: I was contacted by American Express 's high alert security department about an application in my name for Blue Cash Preferred from American Express. When I followed up with them and told them I never submitted said application, I was informed that someone must have my Social Security number because they used it for this application. I'm following up as much as possible, so I don't become a victim of identity theft. Please take every measure on your end to help me and please let me know what else I can do to protect myself from identity theft in this case and in general. Thank you!

Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: I delivered four money orders payable to the order of American Express XXXX XXXX to apply toward the balance of both accounts ending in XXXX and XXXX. The money order was presented in the form of a payment coupon that is redeemable in U.S. dollars. American Express has accepted all forms of negotiable instruments through the payment coupons, and kept them, but refused to apply credit towards the accounts and neglecting Public Law 73-10 which states it's against public policy to require payment in gold or a particular kind of coin or currency, or in an amount in money of the United States XXXX HJR 192 clearly states that there is no lawful money to pay debts. House Joint Resolution 192 of 1933 further states that there is no money because the UNITED STATES and all municipalities are in bankruptcy and the only currency that exists is that of all the people 's credit. " The money ( Federal Reserve Notes ) will be worth XXXX XXXX on the dollar because it is backed by the credit of the nation. It will represent a mortgage on all the homes and other property of all the people in the nation. The money so issued will not have one penny of gold coverage behind it, because it is really not needed. '' HJR 192 provides a remedy to the American people for their loss by using their personal credit exemption exchange to discharge all debts public and private back to the UNITED STATES as secured party creditors in the bankruptcy. According to UCC 3-306 when a negotiable instrument is presented as a tender of payment and rejected by the person entitled to enforce it the debt is discharged. Also, 18USC8 says that coupons, federal reserve notes, bills, checks, or drafts of money are all obligations of the UNITED STATES. Being a secured party creditor, it's my right to use my private credit in exchange to discharge the debt owed by the debtor XXXX XXXX XXXX CESTUI QUE VIE TRUST. American Express is acting as Trustees that are required to have a fiduciary obligation to the trust and act in the best interest of the beneficiary XXXX XXXX of the family : XXXX. American Express has failed to fulfill its fiduciary obligation and is requesting payment that is already satisfied therefore committing Trust Fraud and malfeasance.

Consumer Complaint: Amex was offering a XXXX bonus points promo for spending {$4000.00} within the first six months of having the AMEX gold card. I opened the card in early XXXX and met the spend limit by the end of XXXX. The points were supposed to be credited after meeting the spend. I never received them. I have contacted AMEX a half dozen times. Each time they say they're investigating, and tell me the investigation will take another two weeks. They have told me there is a need for a new investigation every time I have contacted them and have continued the pattern for almost three months. They have confirmed I should have received the points, but each time they tell me I will get them in two weeks. I check back after two weeks and they say " we don't know why you didn't get the points, we need to conduct an investigation that will take another two weeks ''. This has occurred XXXX separate times now. I recently filed a CFPB complaint, and they said they'd get back to me. It has now been a month since the investigation from the CFPB complaint was opened and its still hasn't been resolved. It is clear AMEX is giving me the run around hoping I'll forget.

Issue: Problem with a purchase shown on your statement
Subissue: Card was charged for something you did not purchase with the card
Consumer Complaint: In XX/XX/XXXX, I wired fund to InComm to purchase multiple prepaid XXXX XXXX credit cards. Each card holds {$2500.00} in value. I kept these cards in my drawer to give to my parents on special occasions in the future. On XX/XX/XXXX, I found out someone used the card information on two of these XXXX cards and purchased items in New York , New Jersey and Pennsylvania area in XX/XX/XXXX. On the third card, this criminal spent {$1800.00} in XXXX through XXXX, XXXX, only to leave a balance of {$670.00}. XXXX XXXX card put a hold on the card for some inexplicable reason. I called XXXX XXXX and sent a letter to InComm to request a replacement card for the remaining balance of {$670.00} to my apartment in XXXX XXXX. In total, I lost {$6800.00}. First two cards were used to purchase clothing and jewelry items from XXXX in XXXX, XXXX in XXXX XXXX, and the third card was used at XXXX XXXX in XXXX, NJ, and XXXX in XXXX XXXX. I called these venders, but they all said XXXX XXXX has to call them in order for them to release any information on the purchase details leading to the arrest of the criminals who fraudulently used my cards. I also spoked to a detective in XXXX who advised me to report the loss to XXXX. XXXX gave me the transaction ID numbers on each purchase, but the vendors won't release any information on the items purchased or who purchased these items. On XX/XX/XXXX, I reported the loss to XXXX ( Case Number XXXX ), but since the cards were pre-paid gift cards, the case is reported as Grand Theft. XXXX XXXX XXXX InComm would not make any effort to contact the venders for the disputed purchases on my behalf. The criminals are out there using other people 's card information to make these purchases, causing significant financial loss, and continue to engage in these crimes without being caught by law enforcement authorities. There are ways to catch these criminals by tracking down purchases, but XXXX XXXX XXXX InComm wouldn't help. There has to be a way to stop these crimes. XXXX XXXX / InComms inability to contact the vendors to obtain information leading to the arrest of these criminals make me and everyone I talked to so far suspect that XXXX XXXX XXXX InComm may be involved in these crimes. Or, someone working at XXXX XXXX XXXX InComm can easily obtain personal / card information to make unauthorized purchases. I cant imagine the magnitude of financial damage that had been caused to many innocent citizens like myself.

Consumer Complaint: On XXXX, I upgraded my American Express Gold card to the Platinum card and successfully met the expenses requirements to receive XXXX bonus points. However, I later downgraded my card to Gold on XXXX unaware that doing so would result in the removal of my bonus points. Despite contacting customer service on XXXX to cancel the downgrade and recover my points, I was informed on XXXX that there was nothing that could be done to resolve my case. It is disappointing that I was not warned about the potential loss of bonus points during the downgrading process, and the lengthy disclosure made it challenging to find this information. I am hoping for a satisfactory resolution to this issue.
