Issue: Other features, terms, or problems

Subissue: Problem with balance transfer

Consumer Complaint: Hello, I requested a balance transfer of {$600.00} from one of my American Express ( Amex ) cards to my XXXX XXXX XXXX ( XXXX ) credit card on XX/XX/XXXX. However, on XX/XX/XXXX, I checked that it was not processed on XX/XX/XXXX. So I talked to BoA on phone while chatting with Amex on their chatting system. The XXXX said that it can not be processed on the day ( XX/XX/XXXX ) and the Amex said that they did not receive any request from the XXXX XXXXXXXX XXXX. So I cancelled the balance transfer with the XXXX and told the Amex about the cancellation - I first requested an adjustment of the amount transferred but XXXX said that it is not possible, which leads to the cancellation and another balance transfer. However, on XX/XX/XXXX, I was aware that it had been processed. {$600.00} was transferred to the XXXX. That is, both balance transfer were processed. I don't know why the cancellation of the first balance transfer does not work, that is, why it is processed despite of the cancellation. I had spent all day trying to resolve this problem by cancelling the balance transfer. I don't think that both sides try to help me. On XX/XX/XXXX, I talked on the XXXX XXXXXXXX XXXX side to XXXX XXXX XXXX, XXXX XXXX, XXXX ( He said he is a security but did not wear an uniform, refusing to provide his last name ) in XXXX XXXX XXXXXXXX XXXX XXXX XXXX XXXX XXXX XXXX. On XX/XX/XXXX, I don't know the name of the person whom I talked to but he is the one who processed ID XXXX ( or XXXX ) which I did with him on the same day. I chatted with lots of people on the America Express side.

Issue: Improper use of your report

Subissue: Credit inquiries on your report that you don't recognize

Consumer Complaint: I have five hard inquiries that I would like removed from my report that still seems to appear on my credit report that inquiries are : XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX Amex card, XX/XX/XXXX Also I have misspelling in my name in my personal information settings, and misspelling in my address also along with additional wording on to my name or address areas of the information provided for me that are incorrect. Also I had a card that recently closed that I am unaware of why it closed, XXXX XXXX card which impact my credit report as well as far as my credit age. Also it seems to me that most institutions such as XXXX XXXX and XXXX XXXX have late updates as far as payment history and other reported updates and I've been having problems with my XXXX XXXX cards not being up to date with the payments as well so the reports are being updated pretty much late.

Issue: Problem with a purchase shown on your statement

Subissue: Credit card company isn't resolving a dispute about a purchase on your statement

Consumer Complaint: American Express has repeatedly promised me " Fraud Protection '' for online purchases. However, when I was defrauded on a phony website set up to impersonate a trusted, legitimate business ( see below ), American Express ( through a XXXX XXXX, Corporate Office ) claimed to have a highly specific, not previously disclosed definition of " fraud ''. Their definition excludes being overcharged and swindled on a phony web site. I use the term fraud in the ordinary dictionary definition and believe American Express misled me by not stating upfront that they use a non-standard definition for the word fraud. ***********************Description of Disputed Charge************************** On XX/XX/XXXX I did a web search with the intent of visiting the direct, official web site of the XXXX XXXX XXXX XXXX XXXXXXXX XXXX MO. I intended to visit XXXX XXXX site to obtain tickets for an event, and sought out the theatres website to obtain specific assurances available only by purchasing tickets via XXXX XXXX web page. In particular, by visiting XXXX XXXX site to make my purchase I expected to receive the following goods and services in exchange for my payment : *authentic tickets that I unequivocally trusted would gain me admittance to XXXX XXXX performance, and *assurance that I was buying tickets from the theatres chosen ticketing vendor at prices the theatre and preferred vendor had agreed upon. Unfortunately for me, XXXX XXXX XXXX and/or its associates had previously set up a phony, website with URL XXXX. I believe the website name and misleading XXXX domain show this website was created with the intent to deceive consumers into believing that we were on the XXXX XXXX official site where we expect to receive the quality of goods and services described in 1 and 2 above. Believing that I was on XXXX XXXX official website I clicked to purchase tickets believing I would receive the quality of goods and services available only on the theatres official site. In particular, I believed my purchase was made using the ticket vendor chosen by the theatre and that the ticket price and fees were approved by the theater. I further expected to have no concerns whatsoever about the legitimacy of tickets purchased. I paid for certainty. I later learned I had provided my credit card to a fraudulent website that was masquerading as the official web site of XXXX XXXX. In particular the goods and services offered by XXXX XXXX XXXX are inferior and defective in the following ways : a ) I have no expectation or assurance that any tickets provided by a business sleazy enough to masquerade as a legitimate business will actually work on the date of the performance, and b ) I have no assurance that the price I paid matched the prices set by the theatre and its chosen ticket vendor. Besides creating a fraudulent website impersonating the XXXXXXXX XXXX XXXX XXXX XXXX and/or its associates further intended to deceive me and the public at large by including the following statement on the fake XXXX XXXX XXXX XXXX please see the lower right of the previously submitted document/screenshot ) : 100 % Money Back Guarantee This statement clearly intends to create the impression that consumers will have the option of getting all money back, when XXXX XXXX XXXX has no intention of returning money. In fact, I called XXXX XXXX Online before the charge had posted on my American Express account and asked to have the transaction cancelled. XXXX XXXX XXXXXXXX refused.

Issue: Trouble using the card

Subissue: Trouble using the card to spend money in a store or online

Consumer Complaint: I have 5 x {$25.00} American Express Virtual Prepaid Cards ( total of {$120.00} ). These cards are advertised and sold as general use prepaid cards, accepted everywhere Amex cards normally are. Furthermore, the terms and conditions on the card state that these cards " may be used virtually anywhere in the U.S. that accept American Express Cards, unless otherwise indicated on the back of the Card ''. In addition, I believe the new reforms enacted at the time the cfpb was created require the processor ( Amex ) to make sure general use gift cards are accepted anywhere within their network. For the last month, beginning XXXX XXXX XXXX, these cards are being rejected in every single retailer I have tried to make a purchase including XXXX and XXXX, the two largest retailers in the country and XXXX, the largest processor of its kind. The card includes a phone number ( several variations of it ) as the sole point of contact to make inquiries or solve issues with the card. I have called this number more than a dozen times. The representatives have a very limited script they use to respond to issues with that card and mostly respond with 'try again ', 'try again in 24 hours ' or 'try again with a different retailer ', or they repeat the balance without you asking for it and assure you your card is active and ready to use. Below I list some of the retailers and dates I've tried to make purchases. This list in non-exhaustive. The transactions have failed in every single instance. I have tried purchases as small as {$0.00} and as large as {$25.00} ( the value of the card ). XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX I have contacted Amex Prepaid Cards by phone the following dates. This list is also non-exhaustive ( I have contacted many more times ). The telephone number ( s ) is listed on the website of the prepaid cards and provided both by AskAmex at XXXX and the reps at Amex Credit Cards. It is the only official way of contact. XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX and XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX I have also chatted online with the Amex team for credit cards ( I have two different Amex credit cards ) on XXXX XXXX and XXXX. In every occasion they have given me a phone number to call told me it's the only means of contact for Amex prepaid cards. Finally, I have contacted @ AskAmex at XXXX several times. They always respond by telling you to call the same number. Amex Prepaid is aware of the problem as the internet is full of complaints of the cards not working. A brief search on XXXX would include hundreds of complaints and for a while, before Amex muted the complaints, half of the comments on its XXXX feeds were of complaints about the gift cards not working. It's not a game. These are general use prepaid cards they should be accepted to make purchases. Amex canned response of 'try again until you find a retailer that accept the cards ' is unacceptable. It the cards are accepted only at specific retailers, Amex should publish a list of those retailers and brand the cards as store or single-merchant use gift cards.

Issue: Closing your account

Subissue: Can't close your account

Consumer Complaint: On XX/XX/XXXX I received multiple email messages from American Express, thanking me for applying for a new credit card. I am not and have never been an American Express customer. I also received XXXX identity protection alerts that American Express had run credit checks against multiple credit reporting agencies. I also received emails, that the new card was being configured as a payment method on XXXX and XXXX. And I received email from XXXX XXXX that a digital wallet was being setup for me with this new AMEX card as well. My first thought was that someone had applied for an American Express credit card in my name and might be used on all these web sites. I called XXXX XXXX and the XXXX XXXX XXXX XXXX customer lines and started incident reports with both organizations. By late afternoon XX/XX/XXXX, I had reviewed payment methods at XXXX and XXXX- no new payment method had been configured. So now my theory was that this was an extremely aggressive AMEX card promotion - so I called American Express ( by the customer number on their website ) and complained about this account - the representatives at AMEX did find that a credit card account had initiated and they promised that the new account would be closed. I have continued to receive email about my new AMEX card - and XX/XX/XXXX I received a new AMEX card in the mail. I called AMEX and using their automated customer phone system cancelled the card and account. I continue to receive email from AMEX about my new account. Today 's XX/XX/XXXX email asked that I review my first month statement. I can not review the statement because I have never setup a user/password with AMEX. I have received every type of email, promotion, etc from AMEX except the communication that I would like to see- acknowledgement that my account is closed. As a result of the many credit checks being run against my credit information, I have frozen my credit information with all the credit rating organizations.

Consumer Complaint: I called the merchant and American Express relating to a duplicate charge at XXXX XXXX XXXX in the amount of XXXX on XXXX and no one will provide a resolution for the duplicate charge. You can clearly see that the transaction number is the same and Americam Express should have controls in place from allowing the merchant to charge twice on the same transaction.

Issue: Trouble using the card

Subissue: Trouble using the card to spend money in a store or online

Consumer Complaint: In XX/XX/2023, I was issued two American Express Reward Virtual Cards. Each for {$25.00}. Each with an expiration date of XX/XX/2023. On XX/XX/2023, I attempted to redeem one card in full in an online transaction. The payment was rejected. I attempted to use the card in other transactions with other online retailers. All were rejected. I had the same experience with the second card. On XX/XX/2023, I was able to access the card details at amexrewardcard.com for both cards. I verified that both cards had a balance of {$25.00} each. I also verified that the cards are valid until the last day of the month of the expiration date. On XX/XX/2023, I called the customer service number at XXXX. I spoke with XXXX. She verified that card one had a {$25.00} balance and I should try the card at other retailers. I followed her advice. I tried to use the card in full and in transactions smaller than the full balance of the card. All were denied. I do have documentation and can submit as needed.
