I, XXXX XXXX was denied and received an adverse action letter today for an extension of credit by American Express National Bank on XX/XX/XXXX. I applied for a credit card that I wanted. I have invested in this account with good faith and clean hands. Im here to accept all lines of credit, titles, and interest on this account. I have attached your American Express PROSPECTUS and Indenture agreement where it states that my note is turned into receivables which is then turned into in Asset back security. I provided American Express a security interest which is an obligation of the UNITED STATES, which makes it cash and Im not receiving valuable consideration for that. The consideration can not be miniscule consideration effectively masking a gift as a contract. I received a letter stating that you cant retract my application however you are transferring and trading the securities on the secondary market which is security fraud. Lets make this right and open my account open ended. You have 3 business days to respond to this matter. Per the Prospectus dated XX/XX/XXXX American Express XXXX XXXX XXXX XXXX ( XXXX XXXX XXXX XXXX XXXX ) Issuing Entity - It states that Since this letter was sent to me dated XX/XX/XXXX is both proof and evidence that I have been discriminated against, and youre criminally liable. American Express should resort to reasonable procedures to rectify this affair and compensate me for the use of my securities. Otherwise, this would be considered security fraud since I have received NO BENEFIT. If there are any concerns than you can retract my note that I sent using my social security or to my understanding, we can than start to discuss security fraud. I have ran a forensic audit report that I will use to the highest extent possible if there is a delay, and then I can tell everyone to get audits done to see whats going on with their credit card, auto, mortgage and any other loan they have with you if you dont give me whats right. I want both of my cards opened immediately. Per the trust indenture act of 1934 -section 307 - An application may be withdrawn by the applicant at any time prior to the effective date thereof. Consumer Complaint: I bought two {$100.00} American express prepaid gift cards on XX/XX/24 from XXXX. It was advertised that these gift cards should work on nearly any online and in-person site however, it was clear that, that wasnt the case. Typed out below is what Amex advertises on the AmexGiftcard website. Widely accepted More places than ever welcome American Express Gift Cards. No usage fees This Gift Card has no fees after purchase. No expiration The funds on this Gift Card do not expire. Add to mobile wallet Add to your Mobile Wallet for a contactless way to pay in-store. I made sure that they were activated by using the website to check my balance. An attempt was made to use them on XXXX, XXXX, and XXXX but all of them failed. I wasnt even able to add the the cards to my mobile wallet though the website clearly says that should be possible. Every time I tried to use the cards I was charged a {$0.00} fee which I didnt know was supposed to happen and doesnt happen with other gift cards such as Visa. I reached out to get assistance by calling the customer service number a day after receiving the cards. I was told that it would be better for me to try and use the card in-store, because they are serious about security. I looked it up online and saw others posting similar issues with Amex gift cards simply not working and getting the exact same message. THOUGH it was clearly advertised that the cards should work online, at almost every store, should not charge a fee after purchase and can be added to a mobile wallet. The card failed on nearly all fronts.

Issue: Trouble using the card
Subissue: Trouble using the card to spend money in a store or online
Consumer Complaint: Over the past two dates, XXXX & XXXX, I've tried to make several purchases on a pre-loaded Amex card that had an issuing balance of {$2500.00}. I made one purchase in the amount of {$900.00} that was able to go through on a website that was very much a mom & pop - not a large conglomerate. As I went forward with my day to make other purchases I kept running into the same problem with the card getting denied. After jumping through a lot of hoops to just get connected was an agent I was first told they would go ahead and move the payment to the service that can clear payments and then wait 24hrs to make the payment again. I did just that and tried to make the payment again on XXXX only for it to not go through. I reached back out to Amex support and I was told there was nothing that could be done and the only solution would be to try a different merchant. Well I did try a different merchant, and another one, and another one, and another one. Same thing happened every time. This is also a virtual gift card so I can not even use it in a store as I don't have a physical card to swipe.

I have checked the balance multiple times the card is active and it has the full {$100.00} on it I have visited the website and called American Express to try to resolve this issue and I can not get a person on the phone, I have done all the steps that they have suggested to get the card to work, including trying different retailers without success. The retailers I have tried include XXXX, XXXX, a local coffee house, a restaurant called XXXX XXXX, XXXX, XXXX, and XXXX. The card is either declined or it states that it is invalid. It is absolutely impossible to get a person on the phone at American Express to fix this issue. I also wholeheartedly believe that American Express is providing false advertising stating that this card works anywhere that their cards are accepted. If you search online youll find this is a very common issue with this prepaid card.
