Issue: Managing an account
Subissue: Problem with fees or penalties
Consumer Complaint: This is in direct reference to Complaint XXXX against Synchrony Bank that was closed with an inadequate explanation. I provided feedback but I believe my feedback deserves re-submission as a complaint. When you review my complaint you will see that it concerned Synchrony 's deceptive handling of my CD account regarding their funding period and the rate lock terms. In their response, they cited compliance with their agreement as the reason for their denial of my complaint. They provided a copy of their agreement which DOES NOT address my situation. Their agreement does NOT specify when the rate is locked. They changed their rate on the account during my funding period, but did not give me the higher rate because I had funded early in the period and they increased the rate towards the end of my funding period. My understanding of Synchrony 's practice was that the consumer would get the highest rate being paid during their funding period, which I did not. Synchrony advertised their CD promotions with a " hurry while it lasts '' theme, even though they have frequently increased their rates. Being very frustrated over the lack of clarity in their terms and the awful customer service responsiveness, I long ago requested that the CD be closed without penalty and the funds returned to the source, which was my savings account with them. Their murky terms and advertising approach is very deceptive to consumers, and resulted in me being locked into a rate far below the market. They have cost me and I am sure many other consumers ( particularly seniors like myself ) a lot of interest earnings. At this time, I am asking the CFPB to look into this further and ask Synchrony to clarify how their terms specifies their practice on the locking of the CD rate and how the funding period relates to that. Because of this confusion and shady practice, I am again asking that Synchrony close my CD with accrued interest and NO penalty, and return the funds to my savings account. I also think that the CFPB, in the best interests of consumers, compel Synchrony to stop this deception and at least make me somewhat whole by returning my principal and accrued interest without penalty. Even with thos remedy, they still have enjoyed the benfit of my deposit while having paid a rate to me that was still far below the savings account rate that they began paying on their savings account shortly after I was " locked '' into this under market CD. It is a violation of trust that Synchrony conducts business in this manner during these difficult financial times, again, especially for senior citizen consumers who desperately need the best interest income that they can get. THANK YOU, XXXX XXXX

Consumer Complaint: CareCredit/Syncrony Bank close my account, without notice, after wrongly accusing me of missing XXXX payment and starting the patient was returned. They said they never received a patient from me in the amount of {$190.00} that was scheduled on XX/XX/31 and cleared XXXX. I have provided confirmation as well as their own payment confirmation I received when I scheduled the payment to confirm processing. Now, I am supposed to have XXXXXXXX XXXX, using this account and will not be able to, after many attempts to get my account opened back up, fix my credit report and have my procedure for my health and well-being, after their mistake, and they are not responding, saying it may take 60-90 days, which considering they have had that payment and should have never closed my account, this is a huge issue!!! Canceling this XXXX will cost me over a {$1000.00} this needs urgent attention!!!!

Subissue: Credit card company isn't resolving a dispute about a purchase on your statement
Consumer Complaint: I purchased furniture from XXXX XXXX in XX/XX/XXXX that was returned to the store in XXXX. I filled a dispute with the in house credit card by synchrony bank so that I could get it resolved. It was resolved and the dispute was finalized. The letter from synchrony stated the merchant has resolved the dispute with three refund amounts XXXX for XXXX dollars XXXX for XXXX and XXXX for XXXX. There was an overpayment on the account at this point and a check was cut and sent to me. In XX/XX/XXXX they charged me again for {$520.00}, even though I made no other purchases. I have filled dispute and fraud claims several times since then. At this point the XXXX amount is lost to history and they claim I owe XXXX as of XX/XX/XXXX which they continue to add fees to. They refuse to provide info to me when the account is coming off dispute so that I can re-dispute so that fees do not accumulate. In XXXX of XXXX Their fraud team told me that it is not a fraud charge but a billing clerical error that needs to be resolved in the normal finance team but that team continues to try and pass me off. After many failed attempts of disputing with them since XX/XX/XXXX and several reviews from the their internal fraud team, I am reaching out in hopes of getting some help to resolve this matter.

Consumer Complaint: Description of Complaint : I purchased a sweatshirt, w/custom printed message, from XXXX, along w/a few other garments. The sweatshirt arrived in XXXX, too late to wear for XXXX. 2-words were misspelled, Turkey, spelled Tunkey & XXXX. The material and overall quality of the garments were of poor workmanship, the garments arrived w/out tags or an invoice & no return address on the package. I spoke XXXX XXXX , a XXXXn C.S. rep. I received an email conformation from XXXX stating a full refund will appear on my PayPal account w/in 72-hrs ... 2-yrs have past & I'm still receiving statements from PayPal/Synchrony w/late charges & interest for this purchase . I've called, emailed and written PayPal/Synchrony numerous times over the past 2-yrs ; I forwarded photos of the garments, and the email from the merchant. PayPal dispute dept. stated they reviewed my dispute and ruled in the merchant 's favor. I received bogus merchandise from an unrepeatable online company in XXXX. I have documentation from the merchant stating my PayPal account would be credited in full. Synchrony said I could open another dispute. XXXX/XXXXXXXX, I received a notice from Synchrony stating they reviewed my dispute, for a credit not received, and again they ruled in the merchant 's favor, stating I did not return my order to XXXX, therefore I am responsible for the amount owned. The email correspondence from XXXX, XX/XX/XXXX, did not indicate a return of their merchandise was required, only that a credit was issued. PayPal/Synchrony failed to communicate the reason my PayPal account was still incurring this charge despite my numerous attempts to resolve this matter. PayPal/Synchrony has damaged my outstanding credit score due to their lack of interest in advocating on behalf the consumer. Billing adjustment ; Correction to a credit report
