Issue: Problem with a purchase shown on your statement
Subissue: Credit card company isn't resolving a dispute about a purchase on your statement
Consumer Complaint: Hello- I put a dispute in for a package I never received. Pay Pal credit has not resolved my dispute and it has been more than 60 days. Every time I call they say it will be taken care of and it never has been. I have sent them documentation that the merchant agreed I should be refunded and they tried to refund me but it didn't go through. the documentation was a email written by the merchant. Pay pal still has not removed the charges. This happened back in XXXX. I'm beyond frustrated and tired of calling Paypal credit. They keep telling me, 'it should have been removed, let me contact a manager ' but still nothing has happened. Instead they sent me a letter stating they have opened up a dispute. Well a dispute was already opened. So I don't know why they would send a letter stating that.

Issue: Advertising and marketing, including promotional offers
Subissue: Confusing or misleading advertising about the credit card
Consumer Complaint: I have used specialty credit cards from Synchrony Bank on two occasions : one to purchase XXXX XXXXXXXX and one to purchase a home air conditioning system. Both cards offered 0 % interest for a specified number of months, with typically high CC interest taking effect if the balance was not paid off within the period. This was explained verbally by the air conditioner seller but not explained by the XXXX XXXX provider. I assume the details were in the fine print of the agreement, which I did not read. Monthly billing statements gave the standard advice that I could save money by paying more than the minimum balance, but made no mention of the risk of high interest or the date when it would be imposed. Since I was aware of the provision and paid off the purchase amount within the stated period, I suffered no loss or damage. However, I firmly believe that many users of this kind of " interest free for XXXX months '' offer did not understand, or did not remember at the right time, and had to pay high interest they were not expecting.

Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: I WILL BE SUBMITTING THIS COMPLAINT TO SYNCHRONY, PAYPAL, AND XXXX. THIS IS SO ALL PARTIES ARE AWARE AND HAVE MY PERMISSION TO RESOLVE THE ISSUE. It has been four years and Synchrony/PayPal have not properly investigated the problem they have requesting funds from my bank account. I have multiple Synchrony accounts that have no issues receiving payments, so I thoroughly believe that the problem lies with PayPal. The problem is that the PayPal funds are held by Synchrony, so they continue to blame each other. I had made a compromise four years ago in order to make my payments and have done so on time until Synchrony changed their system. This permanently removed my account an ability to make the payment online. I do not receive a paper bill for this account. I have made payments over the phone, but those also get rejected by the PayPal system. I have asked to use my debit card as a form of payment, but they only allow that once. Most recently PayPal made a change in their system so I could have my bank account linked. I did so and made a payment. They claim my bank informed that I implemented a stop payment. I DID NOT.! This is the problem. The request NEVER MAKES IT TO MY BANK! The following is the response from XXXX from XXXX. It indicates that their isn't a problem with my account and Synchrony/PayPal would not provide the documentation requsted to resolve the issue. Date of response : XX/XX/XXXX We are responding to the concerns about the XXXX XXXX XXXX XXXX XXXX XXXX ) which you outlined in your correspondence to the Consumer Financial Protection Bureau, regarding PayPal debits from your checking account. Per our records, XXXX XXXXXXXX XXXX contacted us on XX/XX/XXXX, stating that the XXXX rejected PayPal Automated Clearing House debits from the checking account ending in XXXX. A Member Service Representative explained that there were no rejected debits in the recent account activity, and the matter was closed. On XX/XX/XXXX, you advised that the payments were returned between XX/XX/XXXX and XX/XX/XXXX, and your concerns were escalated for further review. XXXX XXXX, of our staff, conducted a thorough evaluation of the account history between XX/XX/XXXX and XX/XX/XXXX. She found no restrictions on the account that would cause returned payments, no non-sufficient funds fees indicative of returned payments, and no negative balance ; therefore, she concurred that there were no records of returned payments to Synchrony Bank. XXXX XXXX contacted Synchrony Bank to obtain supporting documentation from them for the alleged returned payments. XXXX XXXX, currently the XXXX does not have enough information to pursue a resolution, as we are awaiting additional information and documentation from Synchrony Bank. If you have additional questions, XXXX XXXX remains available to assist you. Thank you for this opportunity to respond to your concerns.

Issue: Incorrect information on your report
Subissue: Account status incorrect
Consumer Complaint: On XXXX XXXX XXXX I attempted to make a early payment on my Synchrony XXXX account ending in XXXX and found out the account had been closed! Please understand, I opened this account in XXXX and never had any late payments, with a credit limit of {$4500.00} and {$480.00} balance, as of my contacting Synchrony. I was informed that they reviewed my account and Synchrony Bank decided to close my account based on some information they received from XXXX XXXX XXXX XXXX. Synchrony alleged the following : Not enough balance paid down over time on real estate secured loans! Too many revolving accounts with high balance compared to credit limit! Delinquent or derogatory status on real estate secured loan is too recent! Unpaid collection! I informed Synchrony the information they alleged receiving was incorrect and inquired as to what accounts they were referring too! and as to why would that be a reason for closing my account with them. Synchrony informed me they wouldn't provide me with that information, i'de have to get that information from " XXXX XXXX XXXX XXXX after wards I could reapply for a new account! This response was unacceptable especially when I've had this account for the past 5 years with no late payments and the closing of my account effects my credit score. I want adjudication in this matter and the account reopened!

Consumer Complaint: COMPLAINT No.1 : Synchrony Bank allegedly " upgraded '' its care credit card to XXXX XXXX with the assurance that their card is accepted wherever XXXX is accepted. Exhibit I is a copy of a recent chat session ( page 1 ) confirms this allegation, yet ( page 2 ) refutes this assertion and confirms my frequent issue with wrongful declinations from Synchrony Bank. COMPLAINT No.2 : Exhibit II documents a recent PayPal payment that I ordered. Although posted to my PayPal account, the disbursement was not issued. Synchrony Bank is the servicer for PayPal. This is not the first time I have experienced accounting issues with Synchrony Bank. I wrote to the Office of the President as well as to XXXX XXXX, CEO directly and there was no response or acknowledgement. Synchrony Bank 's failure to respond is not surprising. CFPB Complaint No. XXXX remains open despite their missing their XX/XX/2023 by almost a month.

Consumer Complaint: Synchrony Bank closed my always paid on time account with Amazon without warning because I had a hiccup at my bank and I was told they closed it because 2 of the payments didn't go through for a very small amount of.money and they were extra payments not payments towards the monthly bill. I tried to rectify it with a CSR and then their manager but they just gave me a curt response. They are notorious for doing this and they did it with both my Walgreens and XXXX and XXXX card in which both had XXXX balances and the full amount of available credit. I am peeved!!

Consumer Complaint: Synchrony Bank, which is working with PayPal, is stating that I have a line of credit that I did not ever open. I was first made aware of this line of credit when I got a letter from XXXX saying I had a negative action on my credit rating due to a missed payment. I successfully disputed the account with the 3 major credit agencies- XXXX, XXXX XXXX and XXXX XXXX However, PayPal/Synchrony still thinks I owe them money. I do not have access to this line of credit to either use or pay a bill, it is not accessible through my PayPal account and I have no idea how to access it. This account was also opened in early 2020 which corresponds to the time where my, as well as many other XXXX XXXX XXXX XXXXXXXX, identity was stolen and false unemployment claims were submitted.
