Consumer Complaint: In XX/XX/2020, my brother was meant to send me funds in the amount of {$160.00} for personal reasons. Upon making the transaction, the PayPal app glitched and the funds were sent to a woman with the same first name but with the last name of XXXX. He immediately filed a dispute with PayPal, he had no contact with his bank, and the funds were seemingly returned - he sent the funds to me after he received them. On XX/XX/XXXX, I received an email that advised I owed PayPal the - {$160.00} because my brother filed a dispute against me for the monies. Please note, I immediately called him to ask about the dispute ; he advised that he only filed the one dispute and doesn't even have a confirmation email to support the claim. We called PayPal together the same day and advised that it was an error on their end. The agent responded that my brother was the one who filed the claim and it was my responsibility to pay it. I requested a supervisor and we were later disconnected. On XX/XX/XXXX, I was called 4 times by PayPal who requested their payment. I advised that it was not my error for the dispute and requested a manager ; they also charged me an additional {$15.00} for not paying them ASAP. I was transferred to XXXX, XXXX XXXX, who was rude and inconsiderate in his responses and blamed my brother who filed the dispute - he advised he doesnt have the dispute nor the funds to reflect that it was received back into his account. We offered to send the bank statement as proof of missing money and he declined advising, that PayPal does not accept documentation, even for a dispute against them! I thought it was suspicious that they wouldn't accept proof that we did not receive the funds. After almost an hour of requesting a solution other than me paying ( like a formal dispute, investigation, etc ) I requested someone higher, and was denied one because it was against their P & P 's to do so. When I advised that the customer service was lacking, he promptly responded with " I'm not customer service, I am in collections '' As a trainer for a company, I understand there is an element of customer service within Collections and he was just snarky the whole time. I explained that I needed it to be corrected because it was their error for the dispute that was filed against me and I needed that money to pay for a roof over my head because I care for my grandparents and mother, who currently isnt working due to COVID and XXXX XXXX. I don't have the money to pay them back and it wasnt my fault they filed on behalf on my brother.

Consumer Complaint: I am the victim of identity theft. It was done by a 'phone porting ' scam ( XX/XX/2020 ) whereby my phone number was ported from XXXX XXXX XXXX XXXX XXXX and was then under the control of the scammer who used it and other of my personal identification information to access accounts including my PayPal account. They used my PayPal account to make several payments. I reported this to PayPal as fraudulent and most of these fraudulent payments were reversed and reimbursed to my bank account. Ultimately, due to the fraudulent payments, the PayPal account balance was - {$310.00}. PayPal knew this was due to the fraud, but the amount got transferred to a debt collection agency : XXXX XXXX XXXX ( XXXX ) XXXX ( XXXX ). XXXX has sent me a collection notice and a bill for {$310.00} despite the fact that PayPal has already recognized that the fraudulent spending occurred on my account. The bill says ... Consumer Complaint: Hello there and good morning, I am reaching out to you because last year back in XX/XX/2020, I was receiving some funds through Venmo for some good I was selling, I did transfer funds to my bank account twice and they were deducted from my digital wallet but the funds were not deposited into my bank account neither returned to my digital wallet, besides that, there was a total balance including these two transfers of {$3200.00}, Venmo decided to freeze my account and keep the funds for 180 days, as the time is due, I am still expecting my funds to get back to my account. but instead of that, Venmo did reverse a couple of payments and has awarded a dispute to another user to which I was never asked to show any evidence of the agreement made between these users and I. I have contacted Venmo regarding my funds because once they have unfrozen my account, there is a balance of {$37.00}, I asked them were my funds are at, they say I have to contact the customers because the funds were never in my account, i explained to them that if someone has disappeared the funds is Venmo because it's clear and there is evidence they were in my digital wallet and transferred to my bank account but they were deducted or transferred and never got back of managed to be transferred. I need to get help with this matter as it's been more that 180 days and they still not responsive at all I have bills unpaid and rent to be paid because of this delay. I have the transfers history of my digital wallet also as the conversations between the other users and I where they agree to transfer the funds to me. Consumer Complaint: The processor PayPal has infringed in a violation of my user rights. PayPal has closed my account to steal the money I received from the company where I worked. According to PayPal, accounts are blocked for unauthorized transactions, disputes, or chargebacks. I have no disputes, I have no chargebacks and I have always used my account respecting the policies and use agreement that are established in PayPal. PayPal placed two limitations on the account, look at the evidence in the attached photos. The reason for the limitation was due to the withdrawals I made to my bank account. PayPal blocked withdrawal attempts to my bank account. After these attempts I block the account saying that I can not withdraw my money. PAYPAL STEALS MONEY BY PLACING LIMITATIONS ON THE ACCOUNT. PayPal asked me for my identity documents with photo, proof of address and other documents, however they closed the account permanently and did not let me withdraw the money I have. PayPal is closing account with an intelligent system or robot so that users can not withdraw their money. My account associated with PayPal is XXXX. I enclose all the evidence of how this company does everything possible to steal the money. My account never had associate with any fraud. they close without reason avoid that can you my money. I also have videos and recorded conversations. PayPal violated my user rights and my money was stolen.

Consumer Complaint: Paypal allowed fraud on my account, allowing a person to not only enter my account, but to change the email address and to lock me out of the account. The same actions happened on Paypal sister company, Venmo A bank transfer was then processed, withdrawing {$740.00} from my checking account, despite my alerting Paypal of the fraudulent use of my account. Notifying Paypal was difficult, as all communication requires logging into an account that Paypal allowed me to be locked out of. Emails have gone unanswered My email address was NEVER compromised and I never clicked on a link to enable the fraud. Paypal and Venmo both allowed someone to change my account login simply using a phone number - no passwords or security questions were ever required to stop the fraud. Paypal keeps trying to say this fraud was my fault and refuses to acknowledge that with only a phone number, an account can be fraudulently accessed.
