Issue: Fees or interest

Subissue: Unexpected increase in interest rate

Consumer Complaint: Today is XX/XX/2020 The Federal Reserve cut interest rates to a low of 0.25 ( basis points ) over a month ago!!! No credit card ( bank or financial institution : including, VISA, MC, XXXX XXXX, XXXX, XXXX, Discover, XXXX XXXX, XXXX XXXX, XXXX, etc. ) wants to hear, listen, show interest, or negotiate, lowering the already staggering and very high interest rates ; some as high as 27 % to 30 % interest rates on revolving credit cards. This is up surd especially when the country is in an economic slowdown, market crash, soon to be a depression. We are currently confronted with a 5.2M unemployment count and only getting higher. Therefore, no jobs, people without incomes, and some even with no food to eat. Federal and State unemployment offices unable to keep up with applications. The IRS also unable to keep up with relief checks, and many businesses playing it by ear in a waiting game to see whether they will ever be able to reopen their businesses. Many people are overdrawn in banks, unable to pay rents and other basic necessities. The circumstances are dyer and all the while the richer gets richer and poor gets poorer ....! CFPB, What can you do to stop the bleeding? How is that one can refinance a mortgage or a car note, apply for a forbearance and even put a stop payment on basic expenses like utilities? Why is that credit card companies are allowed to continue to accumulate interest on top of interest, collect late fees, and even overdrawn fees? Why are they excluded from helping others, especially when the country is phasing a pandemic? Why are CREDIT CARD companies so special??

Issue: Trouble using your card

Subissue: Credit card company won't increase or decrease your credit limit

Consumer Complaint: To Whomever This May Concern : My name is XXXX XXXX and I have had my card with Discover for the last 7 months. I have never had a late payment at all. I have tried to manage that card responsibly. It was a secured card until last week. Last week, I received an email stating that my security deposit of XXXX was being returned to me, but my credit line will remain the same. At that time I applied for a credit limit increase and it was denied. I wanted to make sure that I had extra credit with all that is going on with Covid-19, just to have extra security. Thankfully our jobs haven't been impacted. I just received a letter email stating that there is insufficient experience with current discover card credit limit. I called the operations team to find out what they meant by that and the lady that I spoke with was very vague and was unwilling to help. The last thing that I wanted to do was submit a complaint, but no one is giving me more or any additional information on this issue.

Issue: Problem with a purchase shown on your statement

Subissue: Credit card company isn't resolving a dispute about a purchase on your statement

Consumer Complaint: Dear CFPB, On XX/XX/2019 I called XXXX XXXX. I asked when my promotional period ends. The customer service agent told me that my promotion will end midnight XX/XX/2019. I then told the agent that I DO NOT want to continue service past XX/XX/2019. I told agent to CANCEL my service on XX/XX/XXXX, and specifically told the agent DO NOT auto-bill my Discover Card because I am CANCELLING service. Once my service was canceled ( or so I thought? ) I returned all the equipment XXXX on XX/XX/2019. I then received a bill for {$170.00} on my Discover Card later in XXXX for services I did not use ... and for which I explicitly CANCELLED. Unlike ALL other utility service providers, XXXX is unable/unwilling to do future cancelation of services. However because I returned my equipment 37 hours and 52 minutes LATE I was billed the entire month of XXXX because I was still considered IN CONTRACT. Even though, on XX/XX/2019 I informed XXXX that I was canceling service. No customer is able to return equipment exactly at midnight when their contract expires. So the very next day when you return the equipment you are considered LATE and will be billed for an entire month by XXXX. I would consider that deceptive, misleading and unfair billing practices. I have sent numerous letters to both XXXX XXXX and Discover Card to resolve this issue of deceptive billing practices. Both times Discover Card has chosen to ignore XXXX XXXX 's malicious and unfair billing protocols and have agreed in their favor ... not to protect the consumer.

Issue: Communication tactics

Subissue: Frequent or repeated calls

Consumer Complaint: I had to leave my job in XX/XX/2019. I exhausted months searching endlessly for employment. During this time, I was unable to pay my Discover card debt. Months later, I spoke to a representative about my situation. My payments were reduced and I am on a payment schedule. However, due to Discovers ineptitude, I received a call that my {$35.00} payment was not received even though Discover has my bank account information, and the money was available. I received a string of harassing phone calls from a malicious discover representative. The issue was resolved and it happened a second time with my monthly payment. I received another call from a malicious representative who hounded me for a payment that Discover supposedly didnt receive. I called a second representative later to complain that I am being harassed during a pandemic, especially since I already have been experiencing financial hardship. Also, it is not my fault that the payment was not received. It is Discovers fault that the paym ent was not receive. Today I have received repetitive phone calls from the predatory vultures at Discover. A word of caution to anyone who is considering using this despicable company : this company epitomizes greed and maliciousness.

Issue: Trouble during payment process

Subissue:

Consumer Complaint: TABLE OF MORTGAGE PAYMENTS AND INTEREST CHARGES BY 2 METHODS PLEASE NOTE : THIS TABLE DOES NOT SAVE IN TABLE LAYOUT IN THIS PROGRAM. PLEASE REFER TO ATTACHMENT WITH NAME : XXXX XXXX Table of Mortgage Payments and Interest Charges by 2 Methods.pdf. This table ( above ) helps to illustrate what is being said in the body of text below. Step 1 : What is this complaint about? The interest calculation method being used by Discover Home Loans seems to be a 12 Payments method that does not take into account the number of days since the last payment was posted. I was told by a Discover employee that they use a 360 day year as a basis for their calculations. With their 12 month method, they would collect more than 12 months interest if more than 12 payments were made in a 12 month period. The 12 month method also charges a full months interest, even if a payment is deposited only 14, 18 or 21 days following the previous payment being deposited. ( see table ) Step 2 : What type of problem are you having? I set up a spread sheet using a 360 day year ( same as Discover told me that they use ). However, my spread sheet takes into account the number of days between one posting and the next. Step 3 : What happened? I contacted Discover and complained over the phone about excess interest being charged, giving details. ( Date not recorded. ) I received a response letter dated XX/XX/XXXX saying We will need an additional 15 days to respond. I received a letter dated XX/XX/XXXX ( mailed XX/XX/XXXX ) which did not address the actual issue. Instead it undertook to give a tutorial of how an amortization schedule worked and how they had changed the interest charged on payments when extra amounts toward principal were included with the payment check. The letter was signed Research Department. I responded on XX/XX/XXXX in a letter to Research Department. In this letter I went into full explanatory detail about my complaint vis -- vis Research Departments response and the details of payments and charges on our account to that time. I received a letter from Discover, dated XX/XX/XXXX and postmarked XX/XX/XXXX. The letter acknowledged receipt of my inquiry regarding the above referenced mortgage loan and have referred your inquiry to the appropriate area for review. We will make every effort to provide a response to your inquiry as promptly as possible. In any event we will do so within the time limit required by law. As of this writing ( XX/XX/XXXX ), thirty-three ( 33 ) days after the last letter above, no further communication has been received. Discover will have collected ( as of the projected XX/XX/XXXX or XXXX, XXXX deposit of our most recent payment, which was submitted online XX/XX/XXXX ) SIX MONTHS INTEREST DURING THREE AND ONE-HALF MONTHS! Step 4 : What company is this complaint about? As of this writing on XX/XX/XXXX we have made six ( 6 ) payments* during the period for which only four ( 4 ) were scheduled. The resultant difference in interest calculated on a {$35000.00} loan at 4.99 % simple interest is {$210.00} This is at 134 days XXXX about 4 months ) following the issuing of the loan ( on XX/XX/XXXX ) and only 98 days ( barely over three months ) following the date the first installment payment was due ( XX/XX/XXXX ). Based on 4 months since the issuing of the loan, that is an average of {$48.00} per month extra interest being charged. Step 5 : Who are the people involved? Co-borrowers : XXXX and XXXX XXXX, both retired Discover 's Research Department no readable individual name was given. The XX/XX/XXXX letter was signed, with no typed name shown and the signature could not be read.

Issue: Trouble using your card

Subissue: Can't use card to make purchases

Consumer Complaint: I was approved for Discover credit card as my credit score was pulled on XX/XX/2020. My credit score was XXXX and I was qualified for a {$7500.00} dollar credit limit and I had received this information in the mail from Discover. I also received my credit card in the mail with my name on it at the same time. However, I was asked to fill out a form for Discover to get an copy of my tax forms. I filled this form out online and I have told Discover over and over, since then that I do not file taxes as I live on XXXX. I asked them over the phone in ( recorded call ) to verify my income another way, but they have refused to do so. My income is sufficient for the credit card but they are not letting me use my credit card, due to I dont file tax returns. I am not obligated to file income tax returns. They have repeatedly asked me to submit the same form over and over to the irs to prove my income. I had called Discover on the date of XX/XX/2020 for 3 different phone calls for an total of 33 minutes. I have wasted my time with Discover on the date of XX/XX/2020. On XX/XX/2020 I received the same form in the mail to fill out for taxes that I filled out online over 2 weeks ago. They are discriminating against my XXXX by not allowing me to have the Discover card that I was already approved for to use.
