Consumer Complaint: I received some American Express Gift Cards through my rewards program with my AMEX credit card back in XXXX. I have struggled to find places to use them, as almost no merchants accept them. After MANY tries, I finally found a place to spend them, so I wanted to use them up and be done with them since they are such a hassle. During my attempts to spend the cards, one card was locked and put on " HOLD ''. The AMEX gift card website where you check your card balances said to call the number on the back of the card to resolve this. So I called them today, XX/XX/XXXX, and after being hung up on once, got someone who said they could not help me unless I gave them an 11 digit serial number on the back of the card. But there is no such number on the back of the card. They refused to help me otherwise. I then called the AMEX number associated with my rewards card and they could not help me either. And both numbers/individuals I called had no idea where I should call to try to get it resolved. So I have a {$250.00} AMEX gift card that is locked/on HOLD by the system for an unknown reason, that no one seems to be able to fix so that I can use it. And the company provided numbers that said that I was told would help me, can not. I was told by one CS agent that I was just out of luck. And that is not acceptable or fair. This card was placed on hold by the AMEX system - and no one can release it!

Issue: Getting a credit card
Subissue: Application denied
Consumer Complaint: This Letter was also sent to the president of American Express References : XXXX ( XXXX XXXX XXXX XXXXXXXX ) and XXXX ( XXXX XXXX ) American Express XXXX XXXX XXXX XXXX XXXX XXXX XXXX UT XXXX XXXX XXXX ) XXXX XX/XX/XXXX Dear American Express, I XXXX XXXX XXXX, recently became aware of an issue related to my application for a Platinum Card submitted to AMERICAN EXPRESS on XX/XX/XXXX, under my business entity, XXXX XXXX XXXX XXXX XXXX To my surprise, I received a notice indicating that my application was denied. Upon discovering this information, I took the time to review AMERICAN EXPRESS 's Indenture agreement and found myself feeling overwhelmed by the complexity of the situation. Upon careful examination of the Indenture agreement, I noted the statement " The Security Interest in the Collateral is granted to secure the Notes. '' The definition of Collateral includes " All accounts, instruments, documents, etc., '' and it dawned on me that my application, bearing my signature, constitutes the Collateral. Further, the Note is represented by my Application, effectively transforming it into a Promissory note ( Security ). This realization leads me to believe that I hold an account/credit with American Express automatically . After researching the most recent XXXX XXXX XXXX XXXX XXXX, I came across the description of Collateral as " proof of receivables generated by designated consumer American Express credit card accounts and pay-over-time revolving credit card accounts. '' These accounts, initially owned by the ( Sponsor and Originator ) American Express National Bank, undergo a complex transaction process involving the ( Depositor and Transferor ) American Express XXXX XXXX XXXX XXXX XXXX XXXX the ( Servicer ) American Express XXXX XXXX XXXX XXXX XXXX, and ultimately the ( Trustee ) XXXX XXXX XXXX XXXX XXXX XXXX , followed by issuance to the ( Underwriters ) XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX and XXXX XXXX XXXX XXXX XXXX This intricate transaction structure sheds light on how my Application ( Note, Collateral ) was traded. Pursuant to the ELECTRONIC TRANSFER ACT, specifically the " Electronic Signatures in Global and National Commerce Act ( the E-Sign Act ), 15 USC 7001 et seq., '' which became effective on XX/XX/XXXX, I understand that electronic documents and signatures carry the same validity as paper documents and handwritten signatures. Referring to XXXX5 U.S. Code 7001- General Rule of Validity : A signature, contract, or other record relating to such a transaction may not be denied legal effect, validity, or enforceability solely because it is in electronic form. 2. A contract relating to such a transaction may not be denied legal effect, validity, or enforceability solely because an electronic signature and electronic record were used in its formation. Given this information, I am respectfully and urgently requesting that American Express promptly review and approve my credit card account under XXXX XXXX XXXX XXXX ( Ref : XXXX ). Denying access to my securities, as outlined in the Collateral, could be perceived as securities fraud. In the event that my application continues to be denied, I kindly request immediate revocation and clear proof of this retraction. Failure to address this matter satisfactorily will leave me with no choice but to report American Express and any related holders to the ( SEC ) U.S. Securities and Exchange Commission and ( FRNA ). Furthermore, I came across a crucial detail in your PROSPECTUS on page 46 under the section " PLAN OF DISTRIBUTION. '' It outlines the various methods by which securities may be sold, including through underwriters or dealers, directly to purchasers, through agents, or through a combination of these methods. The prospectus supplement will provide specific details, such as the names of underwriters or agents, purchase price, underwriting discounts, commissions, initial public offering price, discounts or concessions to dealers, and securities exchanges where the securities may be listed. Additionally, I would like to inform you that on XX/XX/XXXX, I applied for a personal credit card with American Express under my name, XXXX XXXX. The reference for this application is XXXX. I kindly request that this application also be considered for review and approval. I trust you will give prompt attention to this matter, and I am hopeful for a swift resolution. Sincerely, XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX PA XXXX

Consumer Complaint: On XX/XX/2023, I received an American Express virtual prepaid Rewards card from XXXX XXXX rebate promotion. According to the https : //www.amexrewardcard.com website, the card is active and has a balance of {$75.00}. The Cardholder Agreement says the Card may be used at U.S. merchants that accept American Express Cards. The Amex instructions on how to use the card say to enter the card information as you would a credit or debit card in the payment method section and fill in your name and address in the billing address section. I attempted to use the card at XXXX. XXXX website lists American Express as an accepted payment method. My order was cancelled due to payment declined. I also tried to simply add the card as a payment method at XXXX and XXXX XXXX with no luck. Amex says your American Express Virtual Reward Card can be used in-store to pay when added to digital wallets : XXXX XXXX, XXXX XXXX XXXX and XXXXXXXX XXXX XXXX These are the steps I took to resolve the issue : XX/XX/2023 : Called XXXX XXXX customer service ( XXXX ) listed on the XXXX XXXX reward email. I couldnt get past the automated help to talk to a human. XX/XX/2023 : Called American Express Customer Care number ( XXXX ) two times. I was finally able to reach a human by pressing the option to report that my card was stolen. I asked why my American Express Reward Card was being rejected even though I wasn't exceeding the {$75.00} card balance. The customer service person first told me the card couldnt be used at XXXX and to try another merchant. I asked where the card could be used and she was unable to answer the question. When I told her that the XXXX website says they accept Amex, she changed her response and told me my card is working and it should work at XXXX and to resubmit my order. Amex customer service is incompetent and terrible! XX/XX/2023 : XXXX XXXX and chatted with XXXX from XXXX payment support. She informed me that XXXX requires a name and billing address to register a card as a means of payment in order to validate the card. Since Amex rewards cards are not associated with a persons name and billing address, they can no longer be used at XXXX. I would like to know how to make a purchase with my Amex rewards card. Amex prepaid cards are pretty useless in the real world.
