Consumer Complaint: On About XX/XX/XXXX I learned that a fraud notice was place on my account for no reason Known to me. There is not now nor has there ever been any fraud on this account which I have had since XX/XX/XXXX. Not even a negetive balance. I spoke with customer service several times just to be transfered back and forth, Hung up on treated very Rude, and plain unfair. While trying to just gain access to my money.. During this time I inform this company that I was evitcted during the pandimic and therefor only have a XXXX XXXX XXXX my address and per there policy I cant get a replacement card nor close my account to withdraw my XXXX unless I created an address I donot have. They refused to take the block off they account because I was homeless. 2 months later they are still holding my money from me and refused to send My new card to they only address I can access to receive any mail my XXXX XXXX XXXX

Consumer Complaint: FIRST ISSUE W/AMEX. Complaint is against AMEX. I am having XXXX possibly related problems w/this company. This is the first. About XXXX or XXXX years ago, I cancelled all my AMEX cards. I think I had XXXX, but I know I had at least XXXX. XXXX I never used. Immediately prior to trying to cancel XXXX of the cards, I had received a bill from AMEX for {$95.00}, which was described as the annual fee. At that time, I called them, informing them I wanted to cancel the card and asked to have the {$95.00} fee waived. I also told them the fee was the reason I was cancelling. They refused to cancel the card until I paid the {$95.00}, claiming it had already been billed, which is true, but this was the first billing for the fee, and I no longer wanted to pay the fee or use the card. I called several times with the same result and eventually gave up. I did not pay the {$95.00} either. What I did do was cut up and throw away that card and my other AMEX cards, vowing to never deal w/the company again. There was no balance other than the {$95.00} fee owed, and all balances on all cards were current and fully paid ( and always were ). I have used NONE of the AMEX cards I had since then b/c A ) I was so annoyed w/the company, and B ) I destroyed my cards ( I can't even tell you the account numbers anymore ). As recently as XXXX XXXX, they apparently billed me for this {$95.00}. I assume they still are, but since I'm in the process of moving, I haven't received a more recent bill. Obviously, I don't want someone else in the future getting my account number on this card which AMEX refuses to close because I refuse to pay their revolving annual fee for a card I tried to cancel and have not used in that time. My SECOND problem w/AMEX may or may not be related. I will submit it as a separate issue as it is a bit strange.

Consumer Complaint: I just spent an hour and XXXX minutes on the phone trying to get an explanation as to why my payment in excess of the minimum payment ( {$2000.00} ) did not apply to the entire balance of my highest APR balance ( Cash Advance APR 28.99 % ). The payment was made on XX/XX/2022 which is before statement closing date XX/XX/2022, and yet the following statement Cash Advance balance was only reduced by {$290.00}. Terms explaining how payments in excess of the minimum payment amount are applied are stated in the statement as : " After the Minimum Payment Due has been paid, we apply your payments to the balance subject to the highest interest rate, then to balances subject to lower interest rates, and then to any Plan balances '' The customer service explanation to me was not consistent to the terms put forth ( above ). She explained that the excess amount is distributed among all balances on the account. When I asked in what way, or how is my excess payment above the minimum applied to each balance she was unable to provide any details on this. I suspect this violates the CARD enacted by the CFPB.

Consumer Complaint: SECOND ( OF TWO ) ISSUES W/AMEX. Complaint is against AMEX. I am having two possibly related problems w/this company. This is the second. ( I have filed another complaint w/CFPB on this day for that one, too. ) About five years ago, I signed up for a credit monitoring service with XXXX b/c I was required to do so by an organization I was joining. I signed up for monitoring for, I think, as best I recall, five years, b/c it was actually cheaper, or very similar in price, to do that rather than getting the one report I needed for the organization I was joining. So I got email updates regularly on my credit ( which has always been exceptional BTW ). About three months ago, I got a report out of the blue regarding a balance with AMEX that was 30 days past due. At first, I wondered if it didn't relate to a {$95.00} annual fee they've been trying unsuccessfully to collect from me for 2-3 years or so, on an old AMEX card I had cancelled ( or tried to cancel ) literally that many years ago. I thought I'd wait and see if another bill for the {$95.00} came or not, which required some investigation and waiting, since I've been in the process of a major move, complicated by COVID and transportation/moving delays/cancellations, etc.. I never received a bill, but I did get an email from XXXX shortly thereafter saying I was reported as 60 days overdue w/AMEX. ( Weird since they've been trying to collect the {$95.00} for years, not months. ) At that point, I notified XXXX in writing explaining about the {$95.00} and asking if it was for that or something else. It seems it was for something else, which was strange b/c I had not only cancelled ( or tried to cancel ) the AMEX card they wanted {$95.00} for, but ALL my other AMEX cards as well, literally years ago, and had cut up my cards in anger over that fee they refused to waive. ( I had 2 or 3 accounts w/AMEX, though one may have been my business account, I just don't recall at this point. ) I immediately notified XXXX it had to be fraudulent, explaining I didn't even have these cards, had destroyed them, and had cancelled them literally years earlier. Given AMEX had refused to cancel the card w/the {$95.00} fee, and I was moving and not always regularly getting mail -- esp. during peak COVID -- I was understandably concerned I had been a victim of fraud here. ( I pay the few bills I have now via ACH. ) I filed my fraud notification w/XXXX in writing as well. They said I would hear back shortly, maybe w/in two weeks. I waited, and in fact, did get a notification from XXXX to go to my account, b/c they had received a response from AMEX, or so I thought. I signed into my XXXX account, only to be greeted with a bill! It was only for {$25.00}, but it was a fee to continue my credit monitoring and apparently, they couldn't use the credit card they had on file because it had expired in 2020. My five years of monitoring was apparently up. In order to see the response from AMEX, I'd have to pay that fee w/another card. This was a form email that was merely coincidental to this problem w/AMEX, but I really didn't, and don't, need the service anymore, but it dawned on me that perhaps I had charged that original fee for five years credit monitoring on an AMEX card . Sure enough, I seems I had, though I really have no idea which AMEX card it might have been since I don't have/have n't used/closed, or tried to close these cards years ago. I can't get into the XXXX account to find out A ) what AMEX said, if anything ; B ) what AMEX card I might have used ; or C ) anything else useful to solve this problem, though I did learn that the credit card ended in XXXX. BUT, I do know that AMEX has received my complaints IN WRITING. ( I can't provide a copy b/c they were sent via XXXXXXXX XXXX website and I didn't make a copy b/c my printer was packed in storage. Furthermore, I can not get into my XXXX account anymore, but I am taking them at their word AMEX was notified as promised, so AMEX should have these. ) As best I can tell, AMEX has done nothing to remedy my credit, but to be fair, maybe they have, and I just don't know about it yet. Still, I need to ensure this doesn't happen again, and I seek relief as described below. ( I'd recommend contacting me by email as needed as I plan to keep this email account until my move is finalized -- by years ' end -- and it will be faster than trying to get mail forwarded to me which is iffy at best. )

Consumer Complaint: On XX/XX/XXXX I paid XXXX XXXX XXXX {$1600.00} for a cruise starting XX/XX/XXXX. Due to a medical condition of my travel partner we needed to cancel. We both had travel insurance and filed a claim. The insurance company asked for medical documentation. We supplied the MD documentation. Then they made a XXXX request which we supplied. Then, after a long period of time, the insurance company gave us a partial refund. XXXX XXXX Line states they issued three separate refunds to me on my American Express card for the remaining refund amount. These three amounts are {$38.00}, {$590.00} and {$230.00}. I have only received the {$38.00}. I have contacted XXXX several times and once was told to wait because the refunds can take time. I then filed documentation with the XXXX Customer Service office. Their response put the entire delay of my refund on my travel agent. My travel agent checked with XXXX and they told her all refunds were sent to my AmEx card by them and supplied transaction numbers for each refund. I have contacted AmEx several times by phone and letter and opened several dispute cases. Each time they say I have received all my refunds yet there is no record of them on my statement. AmEx has also refused to investigate these dispute cases stating it was past 60 days. I explained that it took so long because of insurance delays and working with XXXX to obtain my refund. I also asked XXXX to verify that all XXXX refunds were sent to AmEx. I believe that I have tried all the ways that a consumer can obtain the refund that is due. Please help!!

Consumer Complaint: I received a letter in the mail on XX/XX/2022 containing a Serve American Express Prepaid Debit Card. The letter also references XXXX XXXX XXXX XXXX. I never requested this card, and I have never set up an account with American Express, XXXX XXXX, or Serve. I am concerned that my identity has been stolen, and that someone else has opened this in my name. I tried to contact Serve and American Express on XX/XX/2022 at XXXX XXXX. I called American Express first, and they informed me they were not the ones to talk with about this, and gave me the number to Serve 's customer service. When I called that number, I could not speak with a representative without providing my full social security number, which made me very uncomfortable. I need this account closed, and any identity theft to be addressed as soon as possible.

Consumer Complaint: American Express does NOT report anything positive on the credit report since it is considered a business card but the ssn was used in order to obtain a credit card. When called, both times, the representative stated that the accounts are reported to XXXX & XXXX. However, American Express reported an inquiry on the personal report without consent. A letter was sent to the XXXX, XXXX XXXX, demanding the removal of such inquiry and they denied it, stating it was done according to the contract. This is untrue because according to the Credit Reporting Act XXXX XXXX Code XXXX, it unlawful to obtain a credit report/inquiry from XXXX, XXXX, XXXX, XXXX without authorized and permissible purpose under the FCRA. A letter was sent demanding they remove the inquiry and pay {$1000.00} fine.

Consumer Complaint: I submitted a dispute on my account in XX/XX/2022 in regard to an XXXX charge of approximately {$270.00}. The reason being that I did not authorize or consent to the purchase and already contacted the merchant in good faith to request a refund. After, discussing with merchant further, I was told that I would be refunded once the good was returned to them, however the good was too large and heavy to return to the merchant without shipping assistance. The merchant was initially not helpful to this concern, and I was not making any progress in getting sufficient communication from the merchant on how to return the good. After submitting dispute to Amex, I was emailed a response that they would investigate the dispute of {$270.00} and would reach out to me via email to : ( 1 ) update me on the status of the dispute ; ( 2 ) request additional documentation if needed. After a period of time of no response, I contacted Amex again to inquire as to the status of the dispute and find out why the amount was not returned to my billing account. Amex informed me that they closed out their investigation, however I ( 1 ) was never informed of the status of my dispute or ( 2 ) given any opportunity to submit any documentation as indicated. I requested that the dispute be reopened or appealed but was not given any chance to do so. I was told that my only recourse was to again contact the merchant directly. I once again contacted the merchant to attempt to resolve this dispute. The merchant then ( 1 ) agreed in writing to authorize the refund me without having to send good back and ( 2 ) told me that I should have already received the amount back from Amex. I still had never received this amount back, so I once again reopened dispute with Amex. Amex is still refusing to credit me for the refund amount after repeated attempts to dispute the charge, and the merchant agreeing that the amount in question should be refunded back to me. Amex violated the cardmember agreement and the rights of the customer as follows : ( 1 ) did not give customer adequate opportunity to provide documentation in regard to the dispute, ( 2 ) did not inform or update customer as indicated regarding the status of dispute, ( 3 ) did not refund a customer for an initial unauthorized purchase, ( 4 ) is refusing to accept new dispute or additional documentation, and ( 5 ) is not refunding amount back even though customer and merchant are now in agreement as to their intention that a refund should be issued.
