Consumer Complaint: On XX/XX/XXXX someone I do not know somehow managed to send me a paypal payment for {$200.00}. Paypal charged me a fee in order to receive a payment I did not send a request for nor did I ask for and it came from a person I do not even know. Of the {$200.00} payment, I only received a net of {$190.00}. Paypal 's system will not refund the portion that is their fee as that is their apparent new policy, however in this case I'm willing to be it cost itself at least two customers. Paypals system will not allow me to even partially refund the transaction without the fee attached and instead was attempting to force me to refund the entire transaction from my bank account which does not currently have this money available. This is absolutely terrible. The best part about this is, when the user who accidentally sent me this money called they directed her to file a dispute. A dispute that if it gets escalated to papal now has a dispute fee, talk about double dipping.

Consumer Complaint: I have had big problem with this paypal mess for months now, and now they have added another problem for me. I want to log in on the same pc I always use. I have had no changes with my log in or password. Nothing has changed other than them maybe wanting to hassle me for when they recently would not let me link my bank acct to transfer money. I try to log in and it now wants a mobile number which I do not have. I need my acct unlocked so I can access it. This is causing me problems once again. I sat through 2 minutes of messages and number punching to finally get on the wait list for someone to talk to. I then waited for over 10 minutes and still got no one. I worked on this complaint while I was waiting and finally ended the call and I am now sending this complaint to get some action. If this company can not operate it properly and with any of these excuse they use they need to shut down their operation as they are causing people all kinds of problems. They seem to have plenty of workers there to hassle me like they did with my last complaint. Some clown there spent who knows how long to give me a hard time with distractions, excuses and non-applying things instead of simply taking care of the problem. Have this same clown work on this one also and I can keep making complaints every place I can find until I get my acct unlocked. Have that clown do some actual work there and stop hassling customers. Why is this company even in business?

Consumer Complaint: Permanent account limitation was unexpectedly placed on my Paypal account without explanation. I have only been using my account to purchase and sell crypto currencies as allowed by Paypals policy. I received an email on XX/XX/2021 that a permanent limitation has been placed on my account and I can not access my funds for the next 180 days. I have tried to contact Paypal via online messaging but was told that all agents are offline ( at XXXX XXXX PST ). I also tried to use the Resolution Center on Paypal 's website but it did not provide any reason or actual steps I can take in order to resolve this issue. On XX/XX/2021, I finally got through to a live agent by calling Paypals Customer Support after being placed on hold for almost one hour. The Supervisor ( XXXX ) told me that an internal decision has been made that they can not let me access my remaining crypto currencies in the account but declined to tell me which policy I have violated or what has triggered the ban. Paypal has received my drivers license, home address and bank statement in a previous incident similar to this one. My account was restored on XX/XX/2021 and I have received a notification email for the restoration. There has been no transaction in my account since XX/XX/2021.

Consumer Complaint: The transaction was dated XX/XX/2021 it was a purchase that i made for a bag i bought thru XXXX XXXX since there was no purchase protection on it the seller wanted to use paypal since it has purchase protection. When i finally paid it online it finally paid it online it did not appear to be payment to friends and family which paypal says thats what i did! Two weeks later i got something in my mail it was a card from the seller that say thank you thats when i realized i got conned, i was mad i called the same day and reported it to paypal and filed a complaint that theres nothing they could do as they already gave the money to the seller same with XXXX the card that i used to pay on paypal they closed my case saying that paypal provided a tracking number proved that the seller sent an item which 3 months later i still haven't got anything except fir the thank you card. I need help getting my money back! Thank you in advance..

Consumer Complaint: I purchased an item I thought to be a legitimate merchandise from a XXXX " advertisement '', I paid it through my paypal account on XX/XX/2021. The item had never been delivered, as of todays date, XX/XX/2021. So on XX/XX/2021 I requested that Paypal dispute the charge and to credit the amount back to the source of payment, but Paypal has not resolved the dispute as of todays date. Whenever I go to the paypal resolution center, it says that it has moved the time for the resolution up 5 more days. IT has done that three times since XX/XX/2021. IT was suppose to be originally resolved by XX/XX/2021 but there has been no movement. The company XXXX XXXX XXXX XXXX, issued " fake '' tracking number, so as to not be able to track the paid merchandise, thus I believe it is a scam. IT was a split payment from two credit cards, through paypal. See Attachments of receipts/copy of disputes, invoices, etc.

Consumer Complaint: PayPal XXXX XXXX CFPB Report Summary : PayPal has wrongfully billed me for a fraudulent {$650.00} transaction even after they resolved a PayPal dispute in my favor. During this process I filed a chargeback with XXXX and then cancelled it. They claim XXXX took the money from PayPal, but XXXX confirms I cancelled the chargeback and PayPal accepted the dispute in their favor. PayPal debited me after the date XXXX says PayPal accepted that PayPal had won the chargeback. At this point, I am out {$650.00} and have no recourse because XXXX says they sent the money back to PayPal but PayPal says XXXX sent the money to me. XXXX did everything they were supposed to, but PayPal is still erroneously charging me. Timeline : XXXX I purchased a very large tool chest on XXXX for {$650.00} including tax and shipping. XXXX A substantially different item is delivered by freight XXXX Item return started XXXX Seller promises refund XXXX Item picked up by freight delivery company XXXX No refund, opened PayPal dispute XXXX PayPal issues temporary refund of {$650.00}, but their automated system refuses to accept my info because it is not a XXXX or XXXX tracking number. Tried multiple times to communicate that the return was via local freight and there was no tracking number. Offered security camera evidence of XXXX XXXX workers in a XXXX XXXX truck picking up the merchandise, PayPal refused. XXXX PayPal closes the dispute in fraudulent seller 's favor, sets PayPal balance to - {$650.00} XXXX PayPal attaches {$650.00} charge to an unrelated purchase without warning XXXX Chargeback imitated at XXXX for {$650.00} XXXX PayPal reopens case XXXX I cancelled chargeback with XXXX, resolving it in favor of PayPal. No credit to my XXXX account required. XXXX PayPal researches my evidence and closes the case in my favor, refunding me {$650.00} XXXX PayPal sends a second notice telling me they closed the case in my favor and that they had already processed the refund. XXXX Without warning, PayPal charged me {$650.00}. Upon inquiry they claimed I had not closed the chargeback and they were collecting the funds XXXX had refunded me. XXXX PayPal and XXXX complete settlement of the dispute with PayPal confirming to XXXX that the dispute was resolved in PayPals favor.
