Consumer Complaint: I have been dealing with I C SYSTEM COLLECTIONS for this debt of {$200.00} I asked them to validate this and they never sent me any information and because they couldn't validate they removed this collection from my credit report. This account is three years old according to them. After they removed this item it stayed off my credit report for about a year then they just placed it back on there as a brand new account as of XXXX 2020. They never sent me a letter stating they were putting this item back on my credit report. They are the original creditor that removed it originally. I was never given a proper written notice to dispute this debt or notice that it was going back on my credit report. I called and spoke with a supervisor about this and they refused to do anything about it. I asked to speak with someone above him and was given a name of someone but they refused to give me a phone number stated I could only write in to resolve this. Consumer Complaint: I.C. systems has added an account showing me as being delinquent with them. From what I see its a medical debt. This should have been covered under my personal medical insurance. I have never contracted to do business with I.C. systems nor are they in receipt of any such request on my behalf. I am sending them a cease and desist letter because of the following : Please supply the information below so that I can be fully informed : Why you think I owe the debt and to whom I owe it, including : The name and address of the creditor to whom the debt is currently owed, the account number used by that creditor, and the amount owed. If this debt started with a different creditor, provide the name and address of the original creditor, the account number used by that creditor, and the amount owed to that creditor at the time it was transferred. When you identify the original creditor, please provide any other name by which I might know them, if that is different from the official name. In addition, tell me when the current creditor obtained the debt and who the current creditor obtained it from. Provide verification and documentation that there is a valid basis for claiming that I am required to pay the debt to the current creditor. Consumer Complaint: Breach of Contract : I received inferior engineered floors that were thrown down in 45 minutes. They cut up and ruined my stairwell carpet and did not place the new carpet for which I paid. I did not get thick padding. I did not get strips dividing the rooms. I received no glue and no nails. They hid the unilateral changed contract from me. I paid other companies to do for what I contracted with XXXX that it failed to do. Described below outlines my contract with XXXX : 1. Engineered flooring with glue ; I requested nails in lieu of glue that was promised and agreed upon. I did not get glue or nails and was told after the install, They could do it for an extra charge. I will not pay additional costs for something that was already paid, promised and expected. 2. Thick padding ; When confirming my install, I was informed and assured by each person I spoke with, Thicker padding in in the contract. I received no padding. I was promised they would fix it. I was then told, It is in your contract, but we didnt charge you for it, so. 3. Colored coordinated rounds They arrived on XX/XX/20 with white rounds. I did not let them in. They came back on XX/XX/20 with the correct quarter rounds to do the work. 4. Room separator strips ; ( I was told they separate all rooms ) I ordered and was promised room dividers and was told, We put them between every room. I did not receive room dividers. 5. New carpeting for staircase I selected and paid for carpeting and did not get carpeting. I never had a contract with XXXX. I made a contract with XXXX. XXXX stated it was not XXXX and they are their own company. XXXX or XXXX accepted the agreed upon resolution of {$2900.00} and then XXXX informed me inXX/XX/XXXX they accepted the resolution before Arbitration, but they were still going to ruin my credit. I asked XXXX, You are saying that you did not accept the settlement, She stated, We accepted it. XXXX breached its contract when it unilaterally changed the contract. They promised to fix their breaches, but ignored the over 90 inquires I made for resolution. The floors sink and crackle when walking on them. They lied and stated they inspected them. They have not been to my house to inspect nor correct my issues ; and only attempted to put carpet on the steps after I filed a dispute. They gave carpet install dates on days I had a scheduled XXXX and when I was not in town and would not address the floors. I wanted the corrections done at the same time. I gave up and went to other contractors and paid other companies to perform what I paid XXXX to do. Please see attachments

Consumer Complaint: I received a letter from IC Systems in XX/XX/XXXX. The letter is dated XX/XX/XXXX. The letter stated that I owed {$59.00} with an account number to XXXX. I was a current customer with XXXX at the time. I called the agency and they stated they received the account 5 days ago and that is was from equipment from XXXX. I told them that there was a mistake that all equipment from me moving was returned. I then called XXXX and asked them why they did not reach out to me regarding a balance when I am still a customer, I receive a bill to my current address, and transferred services when I moved. XXXX advised me that they mailed a bill to my old address by mistake. I informed them that I returned the equipment. A representative stated that she would research it and give me a call. I never received a call and called to follow up on the research. I received a notification that the collection agency reported the {$59.00} on my credit on XX/XX/XXXX. I disputed this with XXXX. XXXX never or the collection agency called me back to validate the debt or provide me an option after I disputed the debt to make a payment to avoid any reporting to my credit. XXXX clearly admitted to making a mistake. If I am still a customer and had an up to date account why wouldn't they mail it to my address that I provided and still used? Why did they wait over 2 years to report to collections and why did no one ever return my phone calls to state they are still collecting. This was extremely unfair to the consumer that is blind sided by a debt not owed.

Consumer Complaint: I am filing a complaint of non-compliance against the following collection companies : 1 ) I C SYSTEM ( XXXX XXXXXXXX XXXX XXXX ) 2 ) XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX ) XXXX XXXX ( XXXX XXXX ) 4 ) XXXX This is formal complaint that you have failed to respond in timely matter to my dispute letter deposited by certified registered mail with USPS. ( have attached both certified returned receipts for record ). Federal law requires you to respond within thirty ( 30 ) days, yet you have failed to respond. Failure to comply with these federal regulations by credit reporting agencies are investigated by the FTC ( see 15 USC 41, et seq. ). I have maintain careful records and for your benefit, and as a gesture of goodwill final attempt to have you clear up this matter. You have 15 days to cure. ( I have attached letters I sent to EXP and all 3 companies ). The following on the letters needs to verified : In 2000, the FTC held that the FCRA barred a debt buyer from " verifying a tradeline disputed by a consumer when it didn't posses the original documents. FTC allegations was that upon receiving a CDV form from a CRA that the debt buyer ( s ) and furnisher ( s ) they can not use the XXXX for verification does not constitute an " investigation '' for purpose of section 1681s-2 ( b13 ), when a consumer disputes the accuracy of information reported by debt buyer ( s ) or furnisher ( s ), they should either verify the information with the original documents within the time period set forth in the FCRA or take all necessary steps to deleted the information from the files of all consumer reporting agencies to which the information was reported within 5 business days after receiving the consumer dispute, notify all consumer reporting agencies to which the information has been provided that the information is to be deleted from the file of the consumer who has disputed the account. Consent Decree Order, Section II. As per FTC opinion letter from Attorney General XXXX XXXX XXXX, you should be aware that a print out of a bill or itemized document does not constitute verification. Consumer Complaint: I was alerted that I had an account in collections as via a credit monitoring app in XXXX of XXXX. I then reached out the collections agency to find additional information on this debt. ( IC Systems was the agency ). The Debt was owned by XXXX for internet services dating back to XXXX of XXXX. I reached out to ask for verification of the debt XX/XX/XXXX. I was told by the XXXX rep that I would receive a bill via email. 2 weeks later I called again because no bill was received and the rep stated that the bill was too old to be emailed but could be mailed physically. I requested that and waited another 2-3 weeks, still no bill. I called again early XXXX and was told that the bill was too old to have a statement sent. I then asked that a request be put in to remove the equipment charge because I turned the modem in when I cancelled service. At this time the rep also told me that the reason I never received a final bill is because the final bill was mailed to my address that I moved from. So now I have no proof that the bill is valid and I am also having to put in a request to have an equipment charge removed. I call XXXX back on XX/XX/XXXX and they tell me that the case was closed for the equipment and that the charge for equipment would be removed and reported to the collections agency. I called the collection agency a week later to see if this had taken place and it hadn't. I waited and called again on XX/XX/XXXX and was told ( on a recorded line ) via the collection agency that if I paid the service charges of {$100.00} that the debt would be reported as paid that weekend and that they would hold the equipment charge on their end waiting for verification from XXXX. The rep stated my balance would show as XXXX. This was a lie. Between that date and today ( XX/XX/XXXX ) I have spoken with XXXX and IC systems at least 4 times each asking why they are not communicating back and forth to clear this from my credit. I wasnt even provided valid proof of the debt but still paid the balance. XXXX says I owe nothing but IC systems says I still owe {$78.00} for equipment. It has been 60+ days and the agency ( IC Systems ) can not seem to update their system even though the debt is now paid in full. They continue to report the {$78.00} balance to the credit bureaus
