Per IRS Publication 4681 : Canceled Debts, Foreclosures, Repossessions, and Abandonments ( for Individuals ) Generally, if you owe a debt to someone else and they cancel or forgive that debt for less than its full amount, you are treated for income tax purposes as having income and may have to pay tax on this income. If you abandon property that secures a debt for which you are personally liable ( recourse debt ) and the debt is canceled, you will realize ordinary income equal to the canceled debt. You must report this income on your tax return. The Family Educational Rights and Privacy Act ( FERPA ) is a federal law enacted in 1974 that protects the privacy of student education records. FERPA applies to any public or private elementary, secondary, or post-secondary school. 20 USC 1232g ( b ) ( 20 U.S.C. 1232g ; 34 CFR Part 99 ) is a Federal law that protects the privacy of student education records.
