Subissue: Problem with balance transfer

Consumer Complaint: ****Discover case # XXXX Opened a credit card with Discover and initiated a balance transfer in the amount of {$1300.00} under a promotional offer of 18mos 0 % int on balance transfers. Discover sent the check to XXXX XXXX ( That is the name printed on the front of my card ) however the check was rejected because XXXX only accepts checks made out specifically to XXXX, XXXX. Notified Discover that the check was rejected and that the check was mailed back to me at my home address. I am in possession of the {$1300.00} check issued by Discover proving that it was never cashed. I offered to send the check to Discover and they said it wasn't necessary however they still posted the {$1300.00} balance to my card. I now have the same {$1300.00} on my XXXX card AND my Discover card. I do not understand how Discover can post a balance to my account for a balance transfer when the balance transfer check was never cashed. It has be over 7 business days since I notified Discover of the problem. Still has not been resolved, called several times, I have also not received any updates. I does not appear that either XXXX or Discover have any intentions of resolving this in a timely manner.

Subissue: Problem with rewards from credit card

Consumer Complaint: This complaint is made against Discover it cashback credit card and their unfair business practices with regards to cashback redemption for eCertificate and access ( or lack thereof ) to the said eCertificate. On XX/XX/2019, I redeemed {$50.00} worth of eCertificate for XXXX XXXX for {$45.00} worth of Discover cashback dollars. I ended up canceling the dinner due to long wait and did not use this eCertificate. Today, I was thinking of using this eCertificate and found out that I can no longer access this eCertificate from Discover card website or Discover mobile app because the cashback Redemption History only goes as far as 2 years back. I called Discover customer service as typically staffs have access to the older transactions and data that is no longer viewable by the customer. I spoke with a supervisor and although she's able to see the transaction, she said there's no way for the eCertificate details to be retrieved because it expires 2 years from the redemption date. I'm left with no recourse at the moment : I don't have access to the eCertificate, nor I can request for the {$45.00} in cashback balance to be refunded as I'm unable to use the product that was purchased with the said cashback balance. I hereby attached the screenshots of eCertificate definition and XXXX XXXX XXXX terms and conditions that I obtained from Discover website, none of them mentioned about 2 years expiration as eCertificate/eCard has no expiration just like physical gift card. The fact that Discover is cutting customer access to eCertificate that they purchased after 2 years is an unfair business practice designed to make customers lose their hard earned cashback dollars. Access to eCertificate/eGift-card details should never be cutoff nor invalidated this way, as the way it is delivered to the purchaser is fundamentally different to physical gift card. eCertificate details are never sent/delivered to the customers over emails. Order confirmation email typically only contains a secure link to retrieve the details, so there should not be a time limit for accessing the eCertificate details if there's no expiration for the eCertificate itself. As reference to understand the significance of my loss here, in order to earn {$45.00} in Discover cashback that was used to purchase this eCertificate, a Discover card customer would need to spend at least {$900.00} in the bonus category that earns 5 % cashback or spend even more in non-bonus category that only earns 0.25 % cashback. Hence this is not a negligible loss, and this unacceptable and unfair business practice by Discover card shall be rectified by CFPB.

Subissue: Problem with balance transfer

Consumer Complaint: In summary, since XX/XX/XXXX I have been disputing accounting errors with Discover. In spite of discussing with a dozen Discover Customer Service people over the last weeks, the situation has only worsened. Discover owes me more than $ XXXX, yet my balance is showing that I would owe Discover $ XXXX! On XX/XX/XXXX, I made an internet payment for the month 's balance ( of {$3700.00} ) by paying {$3400.00} through my XXXX bank account to my Discover card, as well as redeemed {$37.00} cashback bonus by paying into discover account. However, there was already a direct pay from my XXXX account to discover to pay the full balance of {$3700.00} that shows under XX/XX/XXXX. In short, I overpaid discover card by {$3400.00}. I called up Discover to return the {$3700.00} back to my XXXX bank account. The old card however needed to be closed down for security reasons, so Discover card gave me a new account number. Instead of getting the extra money I had paid to discover being reimbursed to the new account, the Discover card instead has now been CHARGING me for the {$3700.00} twice -- once on XX/XX/XXXX and another on XX/XX/XXXX. Instead of showing a balance of $ XXXX ( that is, money Discover owes me ), it is now recording a balance of {$11000.00} from XXXX XXXX XXXX. I have called many departments since XX/XX/XXXX, with the last being today ( XX/XX/XXXX ) and instead of getting my balance reimbursed, I have been fraudulently charged by Discover Card {$7500.00}. I get shuttled between departments ( customer service, billing and security ) without any resolved and additional charge. In short, I not only want my old credit transferred onto the new card, I want the XX/XX/XXXX and XX/XX/XXXX fraudulent charges reversed.

Issue: Incorrect information on your report

Subissue: Information belongs to someone else

Consumer Complaint: Discover was contacted by me in XXXX to be removed as a authorized users. I never used this card and never received a bill, statement in my name. I sent a letter in XXXX to Discover to opt out of reporting and to ask them to remove this account from my report because it is not my responsibility but was hurting my credit profile. That request has gone ignored and I disputed this with all credit reporting agencies who have recently lied and fabricated my report by stating that this account is my account and it has been verified. Discover has never provided me with such documentation to confirm or validate that I am the responsible party for this debt. Discover, XXXX, XXXX and XXXX have all committed fraud and have knowingly been reporting inaccurate information on my credit profile per 15USC1681. You will see in the letters below that the mail from Discover is not for me I am not the holder or any longer a Authorized users on this account. Invoices for XXXX due to damages I have faced from their illegal negligence will be mailed out the week of XX/XX/XXXX to all parties involved in this fraud against me. Issue: Opening an account

Subissue: Didn't receive terms that were advertised

Consumer Complaint: On XX/XX/XXXX I went online to check CD Rates for purpose of rolling over a retirement account in to a IRA CD. Discover Bank rates showed 4.4 % for all CD 's. It also on that same page showed in large print, Locking in you CD rate is easier than ever for the heading and then below, comments 1,2,3 Number 2 comment stated Make a deposit now or come back and do it later, whichever is easier. It is known up front by Discover that a rollover is a process that takes several days or weeks in this case. On the first day after opening this CD they dropped the interest rate. 4 days later they dropped the rate again. Still after 15 day, XX/XX/XXXX when the funding bank stated they mailed the check and today XX/XX/XXXX there has not been processing of the check and continued denial of receiving it. Regardless of the time to receive the check, which is out of my control, Discover should provide a grace period for funding and not keep reducing the rate daily or weekly. Discover Bank continues to default to a very small astrick that links to a very small print that states several comments with rates subgect to change until funded stuck in the middle of it all. With the very large print on the advertisement page contradicting this I would hope the large apparant false advertising should be first considered. Rate should be provided at the opening rate considering the funding bank processed and stated they mailed the check the next day. Since then Discover has completely changed the wording in this misleading advertisement to Omit, lock in your rate now.

Issue: Problem with a purchase shown on your statement

Subissue: Credit card company isn't resolving a dispute about a purchase on your statement

Consumer Complaint: Please accept this letter as an update on the status of this case. I have completed discovery, however there are multiple outstanding, request for documents that Defendant Discover Financial Services, LLC refuses to produce. To date, I have not received those records. Upon speaking with XXXX XXXX XXXX, on XX/XX/XXXX, when asked about said records his reply was what do you mean? Ill see what I can put together. Under the FCBA, financial institutions are required to produce documents to the cardholder regarding the decision of their dispute. XXXX XXXX made contact with myself on XX/XX/XXXX, under the alleged pretense that I had requested a call and according to XXXX XXXX he had never not called me back. I called XXXX XXXX at the end of XXXX, left a message requesting a callback, and did not hear from him until XX/XX/XXXX. The exact motive of XXXX XXXX phone call on XX/XX/XXXX in not completely clear, however he did seem eager to try and persuade me into admitting something that I have made very clear that I did not do. XXXX XXXX continually asked why my address was on the transactions but would repeated deflect when I inquired if the spelling of my name was, in fact, correct on all transactions and if they were all made with my verified email address. When I inquired about how his financial institution could hold me responsible for purchases that were clearly made in a state that I was not physically in, his only response would be to, again, divert the attention back on the fact that my address was on a few of the transactions. XXXX XXXX then claimed that their financial institution has no records of the emails they sent out regarding my fraud case ; I have very willing forwarded all correspondence from Discover, regarding this dispute, to their fraud Department and Executive office, which includes emails that prompted me to approve or deny some of these charges. Discover Financial Services claims that I made payments on these fraudulent transactions prior to reporting the fraud ; I have provided proof that I did not make any payment prior to XX/XX/XXXX, and have provided proof of email for delinquency in payments, Discover has no comment in this regard. XXXX XXXX XXXX Discovers rules for arbitration that is clearly spelled out in their own manual. He states that he is unaware of Discovers policy for denying charges when the name on the transaction is not an exact match to the name on the card and he has no knowledge of their institution necessitating that the email used for the transaction be an exact match to the verified email address associated with the cardholders account. XXXX XXXX brought up that, according to their records I registered the card the same day that it went missing and felt compelled to list out the preferences I had selected ; he then asked that I confirm. I do not recall the exact date that my account was created however, I do find it peculiar that they can keep such a detailed record of someones notification preferences, but conveniently omit email correspondence regarding a fraudulent dispute. When I inquired to XXXX XXXX regarding the fact that their fraud team is telling me that I was past timely filing when I first called in regarding the missing card, I pointed him back to this financial institutions handbook, which clearly states that the cardholder has 120 days from the date of the first fraudulent transaction. XXXX XXXX, again, had no comment. I have revealed to Discover that I have reached out to merchants regarding these fraudulent charges, and some have already been wiling to refund. XXXX XXXX response to this was vague and distorted. I have provided all correspondence with the involved merchants. I have also provided the police report, supplemented information, identity theft report, and license replacement receipt. Discover refuses to make any effort to contact Law Enforcement and has repeatedly denied my dispute based off this premise. I have been forced to make payments on these fraudulent charges beginning in XX/XX/XXXX, due to Discover refusing to properly investigate and reassert my dispute. I have filed suit with the Magistrate Court XXXX XXXX XXXX and will continue to pursue this effort until dispute XXXX is resolved in the cardholders favor. With kindest regards, I am, Plaintiff XXXX XXXX XXXX

Consumer Complaint: On XXXX XXXX I clicked on an ad for XXXX, advertising XXXX and XXXX handbags @ {$46.00} each. I ordered XXXX for a total of {$92.00}. I used my Discover card. Several weeks later when the package came, I was disappointed to see that I didnt receive XXXX and XXXX XXXX at all. I received cheap knockoffs. I have been unable to reach the company that mailed them. XXXX ( not XXXX ). I filed a dispute with Discover. Discover decided to side with XXXX, stating that XXXX provided a tracking number proving I received a package. I did receive a package, that was never the dispute. But the contents is not what I ordered. There are numerous complaints on XXXX about this company mailing fraudulent merchandise. Of course I have proof of everything. I hope you can help. Issue: Managing an account

Subissue: Banking errors

Consumer Complaint: On XX/XX/2023, I submitted a domestic wire transfer ( Tracking : XXXX ) to cover an over-draft transaction, in accordance with their overdraft policy. Discover 's webpage clearly states to allow up to XXXX business day to allow for a clearing wire transfer. The next business day ( XX/XX/XXXX ), the overdraft transaction was returned and wire transfer missing, prompting customer to call customer service. Customer service representative acknowledged the bank 's receipt of the wire transfer, but admitted that the bank had failed to post the funds ( at time of writing, the funds are still not available on the online ledger ). Customer service agent further misrepresented any potential claims process by denying that Discover had any team or official mechanism to accept a written complaint of any sort, in spite of their " Consumer Advocacy '' department being advertised across their website and discouraging submitting a CFPB claim on my own accord since the bank allegedly " does not process complaints ''. Returned XXXX XXXX payment caused reputation damage with the organization, as well as a {$40.00} return payment fee. Further, wired funds are still absent from ledger, causing a total {$120.00} current loss.
