Consumer Complaint: I hired a transportation company in XXXX XXXX airport to take us 21 kilometers. The agreed upon rate was {$60.00}. When I handed the agent my card for payment the screen on the POS system read XXXX dollars USD and I typed in my email address for a receipt because they could not print one from the machine. After I handed back the machine they changed the amount to a highly inflated number and processed the payment. I received a text message from the credit card company asking if I authorized this charge and I immediately responded no, I also called the credit card company immediately to express my concern about being scammed in XXXX. They told me because the charge was still pending to wait and present them with a receipt to dispute. I sent Capital One a copy of my receipt from our driver, the copy of the text message responding officially that I did not authorize this charge, and several pieces of evidence showing the usual and customary charge for a similar route ranging from {$49.00} to {$60.00} which is exactly what we should have paid. All the transportation company sent was a copy of a transaction report showing how much they charged which of course we know that's what they charged however that is in dispute. As a consumer what more could I have done to immediately notify Capital One of the discrepancy? Why didn't they request the invoice of charges along with my signature? Why did I never get an email receipt from the merchant? Why did they not accept the receipt from the driver? From exhaustive research, this is a common practice at the XXXX Airport where they charge a different amount than the verbal agreement and most tourists do not find out until they receive their statement. Then it is too late to fight. However because I was texted and made aware of the charge I immediately notified Capital One that I did not authorize this, why has this been ignored? Why was my phone call not enough to turn our account off or freeze it? Why does the consumer get left with the bill when there is so much clear evidence of being scammed? Why did Capital One instruct me to get a written receipt so that I may dispute the charge in the future when they would not accept the receipt? Just because the scammer sent a transaction report doesn't mean that the charge was authorized. It just shows what they ran the card for.

Concurrently, I filed an official police report with law enforcement authorities, outlining the circumstances surrounding the theft and misuse of my driver 's license. Regrettably, Capital One has persisted in imposing responsibility upon me for the outstanding balance of {$6300.00} associated with the aforementioned business credit card account. It is imperative to emphasize that this business credit card account exhibits no correlation with my residential addresses, email addresses, or phone numbers. I have never executed any form of payment in connection with this business credit card, nor have I been affiliated with the cardholder or any authorized users associated with the account in question. I contend that Capital One 's insistence on holding me accountable for a credit card account that I neither initiated nor have any association with is in direct contravention of legal provisions. Consumer Complaint: The Hardship department told me there was nothing Capital One could do to help me. I had requested that they lower my bill since I did not authorize the purchases, but it came as a result of a scam in which I was victimized for {$24000.00} on XX/XX/2023 ( the scammer purchased # XXXX XXXX XXXX XXXX XXXX ). Capital One 's Fraud department did acknowledge the purchases were made fraudulently, and they even sent me a letter stating that I was not liable for any of the amount on XX/XX/2023. However, they sent another letter on the same day ( XX/XX/2023 ) stating I was liable for the total amount, and ( at least ) the minimum interest payment was due XX/XX/2023. After making many calls to C1 's Fraud Department and Hardship Department, I learned that C1 's " Zero Liability Policy '' does not cover scams and that I was liable to pay the total amount according to the contract. While I agree that I should carry some of the responsibility ( scams are a hard lesson ), I do not agree my responsibility is 100 % because it was never my intention to undermine my security ; nonetheless, Capital One 's security in making sure the purchases were not made under pretense. However, Capital One distinguishes between " fraud '' and " scam. '' To qualify for Capital One 's " Zero Liability Policy, '' the client must have zero knowledge of the transactions. Their policy, as evidenced by their letters, contradict each other, for a scam is fraudulent by nature and act, and therefore there is no distinction. I am asking for your assistance in two ways. I would be satisfied if Capital One carried at least 50 % of the loss and my story is published so that others will carefully consider their bank ( s ) of choice, including credit limit for everyday general-use credit card ( s ). I did not choose Capital One as my credit card. That choice was made by XXXX 's when they decided to switch from XXXX XXXX. I had been using XXXX 's credit card for groceries and small household purchases via my XXXX 's membership. In order to increase my security ( through several means as result of this hard lesson ) and gain greater peace of mind, I intend to close my account with Capital One.
