Consumer Complaint: TARGET RED CARD, is in violation of multiple laws set forth by Congress in regards to the following account # ending in XXXX. 15 U.S. Code 1681a ( 2 ) ( a ) ( i ) states that the consumer report does not include information solely as to transactions or experiences ( payment history, charge off status ), between the consumer ( myself ) and the person ( TARGET RED CARD ) making the report. Additionally, 15 U.S. Code 1681 s-2 ( a ) ( 1 ) ( A ) states that A person ( TARGET RED CARD ) shall not furnish any information relating to a consumer ( ME ) to any consumer reporting agency ( XXXX, XXXX XXXX XXXX XXXX ) if the person knows or has reasonable cause to believe that the information is inaccurate. TARGET RED CARD, can not collect on a discharged debt. This is now considered a certificate of indebtedness per the IRS and income can not be reported. The IRS Clearly defines a charge off as Gross or Ordinary income, INCOME DOES NOT GET REPORTED ON THE CONSUMER REPORT which in fact makes reporting of this account inaccurate! I provided a screenshot from the IRS website. By Definition, the IRS Clearly says a Cancelled debt or Charge off is Income. The reporting of this account as a debt is inaccurate. I never received a 1099-C from TARGET RED CARD for the cancelled debt of { { {$780.00} } } in order to file as ordinary income. Where is my 1099-C? TARGET RED CARD is clearly writing off debt with the IRS without sending out 1099-C as required by the IRS for debts greater than { { {$600.00} } }. This is unsatisfactory! TARGET RED CARD has been HEREBY PUT ON NOTICE that they are furnishing incorrect inaccurate information. In TARGET RED CARD terms and conditions they agreed not to share my information with non affiliates. XXXX, XXXX XXXX AND XXXX are not affiliates of TARGET RED CARD nor are they " bureaus ''. The only true credit bureau is the CFPB and they DO NOT furnish consumer reports as stated in federal law. I have a right to privacy and Per the Privacy Act of 1974 as a federally protected consumer I am now revoking any and all authorization I the consumer may have given you written, non written, verbal, and nonverbal per 5 U.S. Code 552a. Per the FCRA as a federally protected consumer I am now opting out of any and all authorization I the consumer may have given you written, non written, verbal, and non verbal per 15 USC 6802. I shall also point out their responsibility pursuant 15 U.S. Code section 1681s-2 ( a ) ( 1 ) ( B ) ( ii ) : ( a ) DUTY OF FURNISHERS OF INFORMATION TO PROVIDE ACCURATE INFORMATION 1 ) PROHIBITION ( B ) Reporting information after notice and confirmation of errors A person shall not furnish information relating to a consumer to any consumer reporting agency if ( i ) the person has been notified by the consumer, at the address specified by the person for such notices, that specific information is inaccurate ; and ( ii ) the information is, in fact, inaccurate.

I wasn't informed that there was a late fee on the account at the time of payment. In early XXXX I started the home-buying process and was told to pay XXXX. I didn't question it I just assumed that my family member used the card, so I paid the below. Payment Date : XX/XX/XXXX Posted Amount : {$130.00} Memo : PHONE PAYMENT XXXX VA On XXXX XXXX, XXXX, I was notified by my Lender that I now owed {$170.00} so I immediately called as there had been NO usage on the card as were getting a house. At the time the rep neglected to inform me of the history of charges however he said he was waiving XXXX late fees. But Never mentioned what I was paying for. I proceeded to make the payment out of desperation to close on my house. When I went online to review the account I noticed the card hadn't been used since XXXX XXXX and all the other fees were late fees being piled up with interest. I was never notified of any late fees or interest on the account.

Issue: Opening an account
Subissue: Account opened without my consent or knowledge
Consumer Complaint: I received a book of checks in my name from TD Bank and when I called customer service using the account number listed on the checks, the account had over {$4000.00}. We called the XXXX Police department and they documented everything and opened a case but I was told to opened a fraud case with TD Bank. I called the bank and someone took all the information but never gave me a case number and never called me back. I went to the bank in person to find out who opened the account and was told that they could not disclosed that information. They just closed the account two months later. I want to know why the victim dont have the right to know who opened a fraudulent account with TD Bank XXXX I wrote to the TD Bank Escalated Senior Department who referred me to the Chairman Services who never answer my email, then I called and left several messages and finally today I received a call from that department and was told that I can't get any information and that is normal as he ( XXXX XXXX. ) has been able to open accounts without any id. This made me question myself if this is a case similar to the one that XXXX XXXX had were employees were opening fraudulent accounts in order to keep their jobs because they had a quota to meet. I found information in the FCRA page that states that " I received a book of checks in my name from TD Bank and when I called customer service using the account number listed on the checks, the account had over {$4000.00}. Issue: Problem when making payments
Subissue: Problem during payment process
Consumer Complaint: I set up a payment with XXXX checking billpay, which uses XXXX to complete the transactions to my Target redcard cc ( in store only ). Target is using confusing and unfair billing practices when it has 2 different rules for accepting payments from XXXX. To allow XXXX have low a amount go through 1 channel of ACH, and " large amounts '' to follow another channel of mailing a physical check. when a person submits a payment to billpay it typically does not give a different scenario based on the amount your are paying the company. It is unreasonable to ask a consumer to figure this out by randomly paying different amounts, or chancing on the knowledge. I do not believe XXXX business days is enough time for a physical check to arrive and be processed, this was out of my control and specifically set up by XXXX 's client TD bank as was explained to me by the XXXX XXXX XXXXTarget is benefiting from this practice as a larger amount will result in higher interest fees and a XXXX late charge. in addition, Target was unable to communicate clearly what was happening. I was told there would be an investigation, but not about how long the fees would be paused. I called back and the phone gives you a balance, saying I owed the late charges + interest, but then conflicted and said I have nothing due, so when I asked the rep. they were unable to tell me if the fees were waiver or only temporarily waiver while under investigation. later I received 2 letters in the mail. 1 stated I would have my late charge of XXXX credited and interest owed. Payment found to be credited from bank on XXXX talked about alternative methods of payments and the importance of paying my bills on time. Found : XXXX XXXX billpay Mailed a physical check on XX/XX/XXXX via XXXX decisioning logic, there was no record of payment through many attempts of calling XXXX + Target. delivery was supposed to happen XX/XX/XXXX for a XXXXXXXX due date. it is unclear what really happened and if my past late fees had a similar issue with this logic?

Consumer Complaint: On XXXX, my wife and I opened 2 new accounts at TD bank at their XXXXXXXX XXXX branch. 1 CD in the amount of XXXX with an interest rate of 5.5 % APR, and a high yield savings account in the amount of XXXX with an interest rate of 4 % XXXX. I received a statement from the bank on XXXX referencing the high yield savings account, which indicated the 4 % interest rate was paid on the first month following deposit, BUT, that rate was drastically reduced for the following 3 months. I called the bank on XXXX and spoke to XXXX XXXX, the bank representative who we dealt with setting up the accounts. He had no explanation for the rate change. He advised that he was changing the rate back to the 4 % and would get an answer regarding what had happened. I requested answers regarding what had happened and if the bank was going to make a correction and credit the account for the lost interest. XXXX XXXX indicated he was going to speak to his manager and I should have an answer by XXXX. Not receiving any reply, I called the bank on XXXX but was only able to leave a voicemail. I then went to the bank in the afternoon of XXXX to speak to XXXX XXXX. He advised that he had not received an email reply from anyone that would allow him to reply to me. He indicated he should have an answer by XXXX. Having not received even the courtesy of a reply I sent him an email advising that if I had no reply by the end of the day XXXX, I would need to file a complaint. Once again, I did not receive a reply either by phone or to the email.
