Consumer Complaint: Since last year of XXXX, my PayPal account has been restricted from use. This XXXX company claimed that my account had a negative balance since my linked bank account could not honor the transaction. PayPal began to send me letters to bring my account to positive. In the economic while dealing with my financial difficulties, I received a letter dated XX/XX/XXXX from debt collection agency XXXX XXXX XXXX XXXX for {$500.00}. Thereafter, another letter dated XX/XX/XXXX from collection agency XXXX XXXX XXXX. I attempted to call both collections to pay the debt and they had no record of it. I contacted PayPal to dispute the debt and they gave me another collection agency XXXX XXXX XXXX number of XXXX ( XXXX ) XXXX. I called them as well with a conclusion of no record of any debt with my name. PayPal is an utter failure to resolving any issues and they need to lift restrictions off my account.

Consumer Complaint: XX/XX/2021 {$77.00} XX/XX/2021 {$27.00} paypal needs another class action lawsuit filed against them they knowingly and intentionally demanded money from my credit card compaines even after i informed them of the fraud sellers i have the usps involved in this becasue paypal supplied a fake tracking number my credit card compaines have agreed to back me up on this as well paypal chose to have arbitration take the case only to h ave their attorney manipulate the situation, i have all the emails which includes paypal makin a mockery of this apparently its funny to them because they continute to get by with doin what they do. after this i am filing a complaint with attorney general as well this needs to stop paypal needs to be held accountable for their actions as well as forcign people to open an account with them otherwise they sat you cant file dispute for their fraud sellers why would anyone wan na open an account with an unsafe website as that one they also offered to allow this to go to court but they dont wan na pay the fees for me to file a civil suit case for the amoutn of {$5000.00} i also believe they pay off arbitration or they have some kind of agreement with them so that paypal wins the case was closed per some rule 9 then it wen tpot fairshake again then backl to XXXX again and now its been nothing goin on in some time now,, please CFPB help in this matter id like to show the courts that ived done all i could but i am searching for more consumers to get a class action filed so any help there would be great and apprecaiated

When I spoke to a manager they seemed like they didn't care and they told me there is nothing to be done. 1- PayPal allegations are false as they are not a partner with my business and they don't know the nature of my business. Copyright infringements and trademark violations stated by PayPal are nonexistent. 2- PayPal failed to provide a valid court order or a copyright/trademark infringement complaint to justify how they unlawfully seized my money. 3- All disputes with my clients have been already resolved and the remaining balance was my hard earned money. 4- My business activities were allowed under the law, the service I provide is legal. There is no law that prohibit the service provided to my customers. 5- PayPal debited random amount from my balance that doesn't represent any genuine pre-estimate of loss or damages. Under the common law, liquidated damages may not be set so high that they are penalty clauses rather than fair compensation. 6- PayPal user agreement stated liquidated damages at {$2500.00} USD per violation and not per transaction. PayPal actions are considered a breach of their own agreements as they stole all my hard earned money and made my balance reached XXXX 7- I believe that I was deceived by PayPal as they failed to provide the payment service promised taking advantage of me as their customer to steal my money in a clear case of unjust enrichment.

Two of the credit card companies flagged and stopped the transaction from occurring, however, PayPal did not. I contacted them when I noticed this occurred. They told me it wasnt an unauthorized transaction and I needed to contact the merchant. The charge only has XXXX name on the charge with no merchant or phone number to contact anyone.

I have never had a paid membership with XXXX and I have no idea how they ever received my Paypal information. I contacted Paypal to dispute the charge. However, Paypal said the charge was valid and if I wanted to dispute it, send a letter to their XXXX, NE dispute /unauthorized access appeal address in which I have written them twice with the last XXXX being on XX/XX/XXXX and still have received no response. To date, they have failed to produce the documentation to substantiate the validity of the charge from XXXX which was fraudulently obtained or tell me how XXXX obtained my Paypal account information, again fraudulently. XXXX has finally sent me an email that they will cancel my membership on XX/XX/XXXX but they are not refunding my money.

Consumer Complaint: Hi, my paypal account is XXXX. Paypal claims that I had violated their policies, and froze my account for 180 days, with my balance in it. I had never violated any policies, and after multiple attempts to reach paypal, they could never explain what happened or why it happened. Even the customer service representatives seems puzzled and bewildered. And recently, after the 180 days have been up, I wanted to withdraw my balance in the account, which is about 3800 USD. To be exact, it is XXXX SGD. To my horror, Paypal had charged me XXXX from my account without authorization and claimed it is compensation as damages. I am still bewildered as to what violations I had committed that could possibly arise in over 3800 USD in damages. Till this date there is zero explanation from paypal, and it feels like it that I just got robbed by Paypal without any reason at all.

Consumer Complaint: On Monday, XX/XX/2021 I initiated a bank transfer from my checking account at XXXX XXXX to my account with Paypal. While the Paypal website indicates it takes XXXX to XXXX business days to complete a transfer, I find this unacceptable. All banks today are capable of completing a wire transfer within a few minutes and an ACH payment in XXXX hours. After initiating the transfer at approximately XXXX AM on XX/XX/2021, I was alerted at XXXX AM on Tuesday, XX/XX/2021 that the funds had been withdrawn from my XXXX checking account. Later on XX/XX/2021 I contacted Paypal to find out when the funds would be available in my Paypal account. They only stated XXXX - 5 days. The Paypal website indicated funds would be available by XXXX PM on XX/XX/2021. On XX/XX/2021 I contacted Paypal again. I explained that I was concerned that the funds had left my XXXX XXXX checking account at XXXX AM on Tuesday, XX/XX/2021 and that the funds are not available or pending in my Paypal account. I asked if they could tell me where my funds were and they were not able to do so. I then inquired if it was possible to have the transaction reversed, and again they told me I was not able to do that. I contacted XXXX XXXX and asked if they would be able to cancel the transfer. Since the funds had already been withdrawn from my account, they could not cancel the transfer from XXXX XXXX. I am concerned that Paypal is holding funds unnecessarily and for prolonged amounts of time in order to profit from these funds being held on the inrta-day money market or by other means using my funds to their benefit and to my detriment. Further, because Paypal is unable or unwilling to offer a reasonable explanation as to why it takes so much longer for them to comlete a transaction compared with other banks and online financial services companies, I feel they should be held liable to show proof as to why the transfer process takes the amount of time they state it does. They have the ability to instantly transfer funds between banks and other payment services, so why does this type of transfer require up to XXXX business days? I can transfer funds around the world many times in 5 days through multiple institutions and currencies.

Consumer Complaint: The FTC reached an agreement with XXXX on financial penalties for violation of a court order. I received a letter from PayPall advising me of the agreement and asking me to claim using a PayPal account. I do not have one. I attempted to set one up and ran into multiple problems. Ex. It would not work with a major US bank, a major XXXX bank, and a minor XXXX bank. It wanted me to give PayPal unlimited access to my accounts with the right to withdraw funds. I would never give anyone that right. I deleted the banking information as it would not allow me to set up the links. When calling PayPal, I found out that they kept my bank details despite my deletion of the accounts that I tried to link. This is a serious fraudulent practice on their part. Additionally, they lied numerous times about my options and said I could only access my funds by setting up a PayPal account. I also found out that they now charge a fee for inactive accounts. So they are forcing people to get an account and to give access to their bank accounts and then start charging when you dont use their services regularly. I am shocked that the US FTC would use a company like PayPal. I spent hours on the phone with PayPal trying to resolve with zero success.

Consumer Complaint: Pay pal is trying to black mail me I had someone by something from me and the paid with pay pal I met ther person in person handed her the item she purchased in her home town after I went in the store when I came out they were gone she calls me 2 hours later saying its damage I said thats the case mail it to and I send your money back she apparently didnt wan na do that because she file a dispute With PayPal because thats how she paid to PayPal went and took my money and when I called up PayPal and I asked him about it and I told her to mail me my stuff back and then they said something to me about the consumer protection laws doesnt promise that I can get my stuff back I said and I sent them a copy of the consumer protection law and says since when does somebody have protections when theyre buying a used item off of a private individual that lady left she had my item in her hand she left when I came out of store she was gone calls me two hours later and says that its damaged I said dude you had in your hand at the store you left with it youre gone for two hours how do I know you didnt drop it down the subway steps or something so what appeared to me was she was trying to keep the item because when I told her to mail back she refused it and if she disputed it with PayPal now PayPals white and Ill kinds of stuff they got my account limited theres like so theres money on my account that I cant transfer because they wont let me so in my opinion or blackmail me they brought up about the consumer protection rates that Im not going it doesnt say I can get my stuff back for sure or something like that they told me so yeah but this lady already paid for a product Im a private citizen she saw it she bought it off of me like a flea market what consumer rights does she have none when youre buying it off of private party Im not a store so they say my account is limited until I provide proof of I have a business account with them my business account been with them for two years probably now all of a sudden they want all this stuff I dont even know what they want because I gave them the facts on this lady who is trying to dispute an item she purchased off of a private citizen And she shouldnt have been allowed to dispute it for PayPal because she didnt buy it from the store theres no invoice theres no guarantee return after 30 days I dont have any that Im a private person she inspected the item she looked at it she held it in her possession for two hours before she even disputed it
